HomeMy WebLinkAbout1996 10-01 CC MINBook 78/Page 362 10/01/96 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 1, 1996 The Regular Meeting of the City Council of the City of National City was called to order at 3:02 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Eiser, McCabe, Morse, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Zarate. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Adjourned Regular Joint Meeting of September 18. 1996 and the Regular Meeting of September 24, 1996 be approved. Carried by unanimous vote. PROCLAMATIONS Motion by Morrison, seconded by Zarate, the Proclamation be read in its entirety. Carried by unanimous vote. The Proclamation proclaiming the month of October, 1996 to be: "ESCROW MONTH" was read aloud in its entirety by Mayor Waters, who then gave it to the City Manager to forward to the proper people. Book 78/Page 363 10/01/96 Mayor Waters deviated from the agenda to read a letter from Jeffrey Phair, owner of Park Villas Apartments, transmitting a donation of $300 for the Harvest Fair at the Stein Farm. The Mayor then presented the check to Mr. Wright, Stein Farm Chairman. The Mayor then read a letter from Burlington Northern Santa Fe Railroad. He then stated that National City had been granted the land for the right-of- way for the Harrison Avenue extension. The project is being designed by Rick Engineering for the Port of San Diego. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution No. 96-148 through 96-150). NOTE: Vice Mayor Zarate requested that Resolution No. 96-148, Item No. 1 be pulled. Councilman Morrison requested that Resolution No. 96-149, Item No. 2 be pulled. Motion by Inzunza, seconded by Waters, the Consent Resolutions be adopted by title only (except Resolution Nos. 96-148 and 96-149, Item Nos. 1 and 2). Carried by unanimous vote. COMMUNITY DEVELOPMENT ADMIN (406-2-7) COMMUNITY DEVELOPMENT HOME INVESTMENT (406-02-04) COMM DEVELOPMENT BLOCK GRANT PROGRAM (406-1-11) 3. Resolution No. 96-150. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE (1) 1995-96 CONSOLIDATED PLAN ANNUAL PERFORMANCE REPORT; (2) 1995-96 HOME INVESTMENT PARTNERSHIP ACT (HOME) ANNUAL PERFORMANCE REPORT; (3) 1995-96 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) GRANTEE PERFORMANCE REPORT; AND AUTHORIZING SUBMITTAL TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)." (Community Development Commission) ACTION: Adopted. See above. Book 78/Page 364 10/01/96 CONTRACT (C96-33) 1. Resolution No. 96-148. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CHIEF OF POLICE TO ENTER INTO A TRAFFIC SAFETY PROJECT AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY TO PURCHASE AND OPERATE A RADAR SPEED DISPLAY TRAILER." (Police) ACTION: Motion by Inzunza, seconded by Zarate, in favor of Resolution No. 96-148. Carried by unanimous vote. CONTRACT (C96-27) 2. Resolution No. 96-149. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING WORK AND AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION FOR THE RENOVATION OF CASA DE SALUD. (PUBLIC WORKS SPECS. NO. PW 301-4064-96)." (Public Works) TESTIMONY: Councilman Morrison requested signage be provided identifying the building as a "City" building. Councilman Beauchamp requested relocation of the basketball court from the second floor of the building. Mayor Waters advised that was already in the works. ACTION: Motion by Morrison, seconded by Inzunza, in favor of Resolution No. 96-149. Carried by unanimous vote. WRITTEN COMMUNICATIONS POLITICAL SUPPORT (102-4-1) 4. SUBJECT: Letter and presentation from Save our Forest & Ranchlands regarding issues surrounding the County's General Plan Amendment 96-03 and a proposal calling for proper regionwide planning. TESTIMONY: Pandora Rose, 434 Creelman Lane, Ramona, spoke in support of the adoption of a resolution urging the San Diego County Board of Supervisors adoption of an agricultural element to the County's General Plan. ACTION: No action taken. Book 78/Page 365 10/01/96 TEMPORARY USE PERMIT (203-1-12) 5. SUBJECT: Letter from the Boys & Girls Clubs of National City requesting permission to serve beer and wine at their 4th Annual Monte Carlo Night, November 2, 1996 which is to be held in the Club at 1430 "D" Avenue. NOTE: Councilman Beauchamp expressed concern with the "bad signal" this activity sends to the children. Consensus of the Council, with the exception of the Mayor, was that this would be the last time that they would vote in favor of the serving of alcohol in a city - owned building. TESTIMONY: Kevin Allen, 1533 C Avenue, National City, spoke in support of the request. ACTION: Motion by Zarate, seconded by Inzunza, in favor. Carried by the following vote, to -wit: Ayes: Inzunza, Morrison, Zarate, Waters. Nays: Beauchamp. Abstaining: None. Absent: None. NEW BUSINESS WARRANT REGISTERS 1996 (202-1-11) 6. SUBJECT: Warrant Register # 13. Ratification of Demands in the amount of $364,169.45 (Warrant Nos. 140516 through 140594 inclusive excepting none. (Finance) RECOMMENDATION: Staff recommended ratification of these warrants. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, in favor of the Ratification of Demands. Warrants carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: None. Absent: None. EQUIPMENT DONATION OF (209-1-3) 7. SUBJECT: Request to donate unserviceable surplus fire protective clothing to Playas De Rosarito, B.C. (Fire) RECOMMENDATION: Staff recommended that this request for donation be approved. TEMPORARY USE PERMIT (203-1-12) 8. SUBJECT: Temporary Use Permit - National City Living History Farm Preserve. (Building & Safety) RECOMMENDATION: Staff recommended that Council approve the application for a Temporary Use Permit subject to compliance with all conditions of approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, for approval of the request. Carried by the following vote: Ayes: Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: Beauchamp. Absent: None. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF - No report. MAYOR - No report. CITY COUNCIL TEMPORARY USE PERMIT (203-1-12) 9. SUBJECT: City owned property at 30th and Hoover. (Councilman Beauchamp) TESTIMONY: None. ACTION: Consensus of the City Council was to continue this item for one week to allow for provision of back-up documentation. Book 78/Page 367 10/01/96 CITY COUNCIL (continued) Vice Mayor Zarate provided a handout from ARJIS (Automated Regional Justice Information System) and stated that an issue has developed where in July of 1994 IBM was awarded a contract with San Diego Data Processing, the contract was underbid and they are now asking for more money. National City Police Chief DiCerchio responded to questions from the City Council. Councilman Beauchamp reported that at the last meeting a decision was made relative to temporary parking by PASHA on a lot east of the Marina, that boat was diverted, and now the revenues of the people who would have been employed here will go to Long Beach. Councilman Morrison gave accolades to the Staff for the cleanup of the Harmston property, and to the Police Department for the handling of troublesome houses throughout the City. PUBLIC ORAL COMMUNICATIONS - None. ADJOURNMENT Motion by Inzunza, seconded by Morrison, to adjourn to the next Regular City Council Meeting - October 8, 1996 - 6:00 P.M. - Council Chambers, Civic Center. Carried by unanimous vote.
