MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
OCTOBER 15, 1996
The Regular Meeting of the City Council of the City of National City was
called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Eiser, McCabe, Morse, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe followed by the invocation by Vice Mayor Zarate.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Morrison, the Minutes of Regular
Meeting of October 8, 1996 be approved. Carried by unanimous vote.
PRESENTATIONS
PERS/NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Police Chief DiCerchio introduce his new
employees, Ise1a Reuter/Police Services Officer, Gregory Dumas/Police
Officer, Ronald Hall and Susan Moody/Police Dispatchers were not present.
Parks & Recreation Director Ruiz then stated that his new employee, Javier
Chavez/Tree Trimmer, was so dedicated, he was out trimming trees rather
then at the Council Meeting to be introduced. The new employees stood
and were recognized by those present.

CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 96-151
through 96-153). Motion by Inzunza, seconded by Waters, the Consent
Resolutions be adopted by title. Carried by unanimous vote.
PARKING ADMIN 1996 (801-2-16)
1. Resolution No. 96-151. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE INSTALLATION OF "NO PARKING" SIGNS IN THE
ALLEY BETWEEN "B" AND "C" AVENUES AND 16TH STREET
AND 18TH STREET." (Engineering)
ACTION: Adopted. See above.
HIGHWAY/FREEWAY ADMIN/DISADVANTAGED BUSINESS
ENTERPRISES (DBE) PROGRAM (803-4-2)
2. Resolution No. 96-152. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN
ANNUAL DISADVANTAGED BUSINESS ENTERPRISES (DBE)
PROGRAM AND GOAL FOR FEDERALLY -FUNDED
CONSTRUCTION CONTRACTS." (Engineering)
ACTION: Adopted. See above.
CONTRACT (C96-35)
3. Resolution No. 96-153. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY DECLARING
COLONIAL FORD TO BE THE LOWEST RESPONSIVE BIDDER
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE
AN AGREEMENT WITH COLONIAL FORD FOR THE
PURCHASE OF ONE (1) PICK-UP TRUCK." (Purchasing)
ACTION: Adopted. See above.

ORDINANCE FOR INTRODUCTION
Motion by Morrison, seconded by Zarate, the Ordinance be introduced by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1996 (506-2-11)
4. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY ADDING SECTION 10.22.060 TO THE
NATIONAL CITY MUNICIPAL CODE, RELATING TO
MAINTENANCE OF TELEPHONE BOOTHS OR ENCLOSURES."
OLD BUSINESS
LAS PALMAS POOL ADMIN (702-3-3)
5. SUBJECT: Report on Municipal Pool Hours. (Parks & Recreation)
RECOMMENDATION: Staff recommended that unless additional
funding is provided, the pool be closed as scheduled on November 1,
1996.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, the
report be accepted and filed. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTER #15 (202-1-11)
6. Warrant Register #15. Ratification of Demands in the amount of
$259,430.92 (Warrant Nos. 140667 through 140745 inclusive
excepting none). (Finance)
RECOMMENDATION: Staff recommended ratification of these
warrants.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison,
Zarate, Waters. Nays: None. Abstaining: None. Absent:
None.

REDEVELOPMENT/HARDING AVE (WEST OF PUBLIC WORKS)
(411-1-9)
7. SUBJECT: Improvements to Harding Avenue Area, West of Public
Work's Compound. (Public Works)
RECOMMENDATION: Staff requested Council direction.
TESTIMONY: None.
ACTION: Consensus of the Council was to have the Public
Works Director and Community Development Director do
additional research and bring back a report of the needs and
costs involved by all parties to the area.
CITY MANAGER
City Manager McCabe stated that he had contacted the consultant for the
follow-up workshop Council had requested. The consultant will be
available the 3rd and 4th weeks in January and will mail a schedule of dates
to McCabe.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters had City Clerk Peoples, Vice Mayor Zarate, Councilman
Morrison and Councilman Beauchamp tell about the successful fund-raiser
at the Stein Farm this past Saturday.
CITY COUNCIL
Councilmembers Zarate, Morrison, Inzunza, Beauchamp and Mayor Waters
spoke regarding the negative article appearing in the Sunday paper
comparing National City with Poway, all of the misinformation it contained,
and what action should be taken to set the record straight.
PUBLIC ORAL COMMUNICATIONS
Aileane Roberts, 845 E. 13th Street, National City, spoke about several of
the good things National City had to offer and expressed her concerns with
the misleading misinformational articles written on the city.

PUBLIC ORAL COMMUNICATIONS (continued)
Louise Martin, 1527 E. 15th Street, National City, pointed out that the
reporter was not Klimko this time and then expressed her opinion on a
comment made by Councilman Inzunza.
CLOSED SESSIONS:
Conference with Legal Counsel -Anticipated Litigation - Significant
exposure to litigation pursuant to Government Code Section 54956.9
(b) (One potential case)
Mayor Waters announced that the closed session had been canceled.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular
City Council Meeting - October 22, 1996 - 6:00 P.M. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 3:50 p.m.
