MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
FEBRUARY 24, 1998
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present, Dalla, Desrochers, Eiser, Fredricks,
McCabe, Morse, Myers, Post, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Councilman Morrison.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Zarate, the Minutes of the Regular
Meeting of February 17, 1998 be approved. Carried by unanimous vote.
MAYOR'S PRESENTATIONS
Library's Literacy Program Logo Contest.
Mayor Waters announced that the presentation would be on a future agenda.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety. Carried by unanimous vote.
The Proclamation proclaiming February 24, 1998 as: "PREVENT -A -
LITTER DAY" was read by Mayor Waters.

CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR - Item No. 1 (Warrant Register
No. 32) and Item No. 2 (Consolidated Cash & Investment Report). Motion
by lnzunza, seconded by Zarate, the Consent Calendar be approved.
Carried by unanimous vote.
WARRANT REGISTER (202-1-12)
1. Warrant Register #32. Ratification of Demands in the amount of
$130,632.05 (Warrant Nos. 147668 through 147773 inclusive
excepting none /103729 through 103764 inclusive) and Certification
of Payroll in the amount of $490,967.25. (Finance)
ACTION: Adopted. See above.
FINANCIAL MANAGEMENT 1998 (204-1-13)
2. SUBJECT: Consolidated Cash and Investment Report as of January
31, 1998. (Finance)
ACTION: Adopted. See above.
CITY MANAGER - No Report.
CITY ATTORNEY
City Attorney Eiser requested a closed session for Existing Litigation (Duck
Pond) to consider information that became known after posting of the
agenda. Motion by Inzunza, seconded by Zarate, to bring the Closed
Session on the agenda at the end of the meeting. Carried by unanimous
vote.
OTHER STAFF
Mayor Waters and Councilmembers applauded the Public Works
Department and other staff for the many drainage improvements that helped
eliminate flooding during the recent storms.

MAYOR
Mayor Waters announced that there will be a Joint Meeting with the
Planning Commission on March 18th at 3:00 p.m. Issues to be considered
include 9th and "A" Avenue, the Marina Project and the Harrison Avenue
Gateway.
CITY COUNCIL
3. Proposed Resolution for Consideration - Councilman Beauchamp.
Councilman Beauchamp asked the City Council to consider adopting
a proposed Resolution opposing the Unz Initiative, which will be on
the statewide ballot in June. According to Councilman Beauchamp,
the Unz Initiative will negatively impact bilingual education in
National City schools and is opposed by both local school districts.
TESTIMONY: Edwardo Gonzalez, Sweetwater High School
math teacher, spoke in favor of a Resolution opposing the Unz
Initiative.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
have a formal Resolution in opposition to the Unz Initiative on
next week's agenda. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Zarate. Nays: None. Abstaining:
Morrison, Waters. Absent: None.
PUBLIC ORAL COMMUNICATIONS - None.
CLOSED SESSION
CONFERENCE WITH LEGAL COUNCIL - EXISTING
LITIGATION - Government Code Section 54956.9(a) - Duck Pond.
Motion by Zarate, seconded by Inzunza, to hold Closed Session. Carried by
unanimous vote.
Councilmembers left the Chamber at 6:31 p.m.

ADJOURNMENT
The meeting adjourned at 7:00 p.m. to the Next Regular City Council
Meeting - March 3, 1998 - at 3:00 p.m. - Council Chambers, Civic Center.
