ROLL CALL Councilmembers present: Beauchamp, Morrison, Zarate, Waters. Councilmembers absent: lnzunza. Administrative officials present: Bouse, Condon, Dalla, Eiser, Morse, Myers, Post, Short, Williams. Mayor Waters stated that Mr. Inzunza was out of town and was excused. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by Assistant City Manager Park Morse, followed by the invocation by Councilman Morrison. APPROVAL OF MINUTES Motion by Morrison, seconded by Zarate, the Minutes of the Regular Meeting of March 17, 1998 be approved. Carried by unanimous vote. Absent: Inzunza. PROCLAMATION (102-2-1) Motion by Morrison, seconded by Waters, the Proclamation be read in its entirety provided there is someone present to accept it. Carried by unanimous vote. Absent: Inzunza. The Proclamation proclaiming April 1998 as "EMERGENCY PREPAREDNESS MONTH" was read in its entirety by Mayor Waters and presented to Battalion Chief Donald Condon of the National City Fire Department. Book 80/Page 69 3/24/98 CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR - Item No. 1 (Status Report - Euclid Avenue and 22nd Street), Item No. 2 (MTDB Response - Taxicab Issues), Item No. 3 (Warrant Register No. 36), and Item Nos. 4-9 (Claims for Damages). Motion by Beauchamp, seconded by Morrison, The Consent Calendar be approved with the exception of Item Nos. I and 2, which will be taken up separately, Carried by unanimous vote. Absent: Inzunza. TRAFFIC SIGN/SIGNAL ADMIN (801-4-7) 1. SUBJECT: A Status Report on the left turn prohibition at the intersection of Euclid Avenue and 22nd Street. (Engineering) RECOMMENDATION: Staff recommended that Council maintain the current prohibition of left turns from 22nd Street without further modification. TESTIMONY: None. ACTION: Continued for two weeks. No vote taken. CONTRACT (C91-21) N.C. TRANSIT PARATRANSIT PLAN (TDA FUNDS) (805-1.-4) 2. SUBJECT: MTDB response to Council -requested analysis regarding taxicab issues. (Police) RECOMMENDATION: Staff recommended that Council accept and file the attached report. TESTIMONY: Barbara Lupro, MTDB Taxicab Administrator, explained the report and answered questions. ACTION: Accepted and filed. WARRANT REGISTER (202-1-12) 3. Warrant Register #36. Ratification of Demands in the amount of $525,250.44 (Warrant Nos. 148013 through 148165 inclusive excepting none/103834 through 103902 inclusive) and Certification of Payroll in the amount to $481,677.40. NEW BUSINESS CALIFORNIA DEPT OF TRANSPORTATION ADMIN (802-5-1) 10. SUBJECT: Report on Amtrak Maintenance Facility Funding. (Planning) RECOMMENDATION: Staff recommended that City Council take a strong stand against the facility locating in National City and communicate that opposition through our SANDAG representative and in letters to SANDAG and CALTRANS. Book 80/Page 71 3/24/98 CALIFORNIA DEPT OF TRANSPORTATION ADMIN (continued) TESTIMONY: None. ACTION: Motion by Morrison, seconded by Zarate, in favor of staffs recommendation. Carried by unanimous vote. Absent: Inzunza. TEMPORARY USE PERMITS 1998 (203-1-14) 11. SUBJECT: Temporary Use Permit - National City Chamber. (Building) RECOMMENDATION: Staff recommended to approval of the Temporary Use Permit subject to compliance with all conditions of approval and grant the request for a waiver of fees. Staff clarified their recommendation to include waiver of the $2,500 bond. TESTIMONY: None. ACTION: Motion by Beauchamp, seconded by Morrison, in favor of staffs recommendation. Carried by unanimous vote. Absent: Inzunza. CONDITIONAL USE PERMITS 1998 (403-13-1) 12. SUBJECT: Notice of Decision - Conditional Use Permit for a 10,000 sq. ft. expansion of a shopping center and zone variances for new signs at 3007 Highland Avenue. Case File Nos. CUP-1997-4; Z- 1998-1. (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission and recommended that the Notice of Decision be filed. TESTIMONY: Bruce Leidenberger, 2650 Camino Del Rio North, Suite 301, the applicant, spoke in favor of the CUP and answered questions. ACTION: Notice of Decision filed. Book 80/Page 72 3/24/98 CITY MANAGER - No Report. CITY ATTORNEY - No Report. OTHER STAFF - No Report. MAYOR - No Report. CITY COUNCIL Councilman Morrison provided an update on the City of San Diego's plans to pass the costs of their curb -side recycling on to other cities by adding $6.50 to the tipping fee at the Sycamore Landfill. According to Councilman Morrison, the plan will result in trash trucks diverting to Otay through National City streets. Councilman Beauchamp reported that City Manager Tom McCabe is recuperating at home. PUBLIC ORAL COMMUNICATIONS - None. ADJOURNMENT Motion by Morrison, seconded by Zarate, the meeting be adjourned to the Next Regular City Council Meeting - April 7, 1998 - at 3:00 p.m. - Council Chambers, Civic Center.
