HomeMy WebLinkAbout1998 05-12 CC ADJ MINBook 80/Page 114 5/12/98 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA MAY 12, 1998 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 3:00 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Campbell, Dalla, Desrochers, Eiser, Morse, Post, Williams. Mayor Waters announced that the first part of the workshop session would be a joint meeting with the National School District Governing Board and representatives of the Chamber of Commerce. SALUTE TO THE FLAG The meeting was opened with the salute to the flag led by Anne Campbell, Clerk of the Governing Board of the National School District and City Librarian. 1. BUSINESS CLIMATE SURVEY WORKSHOP Paul Desrochers, Executive Director of the Community Development Commission, explained that the purpose of the meeting was to discuss the recently completed Business Climate Survey with members of the National School District Board, the Chamber of Commerce and the Community Development Commission. Mr. Desrochers acknowledged the presence of Dr. George Cameron, Superintendent of the National School District, Chamber of Commerce President Mr. Fred Harder, Vice President Mr. Dan Greenwald, and Executive Director Mrs. Edith Hughes. Book 80/Page 115 5/12/98 BUSINESS CLIMATE SURVEY WORKSHOP (continued) Mr. Desrochers then introduced Mr. Rick Simms, Owner of Human Systems Consulting. Mr. Simms gave an oral and graphic presentation on the background, purpose and methodology of the Business Climate Survey, summarized its findings, and answered questions. Mr. Simms explained that the National City Collaborative contracted with Human Systems Consulting, Inc. to conduct a business climate study with National City business owners regarding the climate for doing business in National City. The study was co -sponsored by the National City Collaborative, the National City Community Development Commission and the National City Chamber of Commerce. According to Mr. Simms, the focus of the study was to obtain information from National City business owners about themselves, their businesses, and the City's business economy. The information will be used to plan and develop a technical assistance and economic support system to insure the long-term growth and viability of National City business community. General discussion ensued regarding the survey and the most desirable course of action to be followed to address its findings. It was suggested that a task force be formed to develop a plan of action to deal with the major issues identified by the survey. The consensus was to have National School District Superintendent Dr. George Cameron, CDC Executive Director Paul Desrochers, and Chamber of Commerce President Fred Harder pursue the establishment of such a task force. The meeting was recessed at 4:25 p.m. The meeting was reconvened at 4:35 p.m. All members were present: Book 80/Page 116 5/12/98 2. NATIONAL CITY HIGHER EDUCATION WORKSHOP The stated purpose of the meeting was to create a working relationship and commitment among the participants relative to the establishment of the National City Higher Education Center. Mayor George Water's read a letter from Dr. Weber, President of San Diego State University. Dr. Sarafin Zasueta, Ph.D., Superintendent / President of Southwestern College, provided the background for the Higher Education Center proposal in National City, and passed out materials and a plan approved by the Governing Board of Southwestern Community College. Dr. Zasueta requested approval of the concept, help in locating a suitable site, and possible funding assistance from the City. Dr. David Ballesteros, Special Assistant to the President of San Diego State University (SDSU), discussed some of the reasons that SDSU is looking to the inter -city in order to give citizens of National City a four-year educational opportunity. The following individuals offered additional testimony and answered questions: Mr. Kenneth Fite, Vice President for Fiscal Affairs, Southwestern College; Dr. Joseph Zagorski, Interim Vice President for Academic Affairs, Southwestern College; Mr. W. Anthony Fulton, Director Facilities Planning and Management, San Diego State University; Mr. Iian Gill, Principal, Highland Partnership Inc.; Dr. George Cameron, Superintendent, National School District. General discussion ensued regarding the short and long term educational and financial benefits to National City of the Higher Book 80/Page 117 5/12/98 NATIONAL CITY HIGHER EDUCATION WORKSHOP (continued) Educational Center, and the possible amount and form of commitment and assistance needed from the City. ACTION: Motion by Beauchamp, seconded by Zarate, that we indicate by our vote that it is the intent of the National City Council to show our support for the Educational Center. Carried by unanimous vote. PUBLIC ORAL COMMUNICATION Mr. Everett Dickson inquired if all public buildings are required to have handicapped access. ADJOURNMENT Motion by Morrison, seconded by Beauchamp, the meeting be adjourned to the Next Regular City Council Meeting - May 12. 1998 - at 6:00 p.m. - Council Chambers, Civic Center.. Carried by unanimous vote. The meeting closed at 5:40 p.m. The foregoing minutes were approved at the Regular Meeting of June 9, 1998.
