MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JUNE 15, 1998
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 9:02 a.m. by Vice Mayor Inzunza.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Dalla, Eiser, Kimble, Matienzo, McCabe,
Campbell, Post, Williams, Bouse, DiCerchio, Ruiz, Myers, Morse.
Others Present: Fredricks, Hodges, Hood, Kossyta, Short.
1. City Council Finance Committee - Review of 1998-99 Preliminary
Budget.
Vice Mayor Inzunza introduced City Manager McCabe, who gave a brief
verbal summary of the 1998-99 Budget and the economic and fiscal
assumptions upon which it was based.
City Manager McCabe then introduced Finance Director Marylou Matienzo,
who gave a posterboard presentation, provided handouts (copy on file in the
office of the City Clerk) and answered questions from the City Council.
Vice Mayor Inzunza asked the City Councilmembers to identify the specific
Departmental Budgets they wanted to consider separately and which ones
they were prepared to approve with a single motion. The following budgets
were pulled for separate consideration: City Council, Utility Billing, Non -
Departmental, Police, Management Information Systems, Engineering,
Streets, Library, Street Tree, Local Transit.

ACTION: Motion by Morrison, seconded by Zarate, the remaining
Preliminary Budgets (listed below) be approved. Carried by unanimous
vote.

City Council 001-401-000
ACTION: Motion by Morrison, seconded by Zarate, to allocate an
additional $1,000 per Councilmember for conferences and training and set
up a separate line item. Carried by unanimous vote. Motion by
Beauchamp, seconded by Morrison, to approve the City Council Budget, as
amended, totaling $162,932. Carried by unanimous vote.
Utility Billing 125-404-047
ACTION: Motion by Morrison, seconded by Zarate, to approve the Utility
Billing Budget of $206,390. Carried by unanimous vote.
Non -Departmental 001-409-000
TESTIMONY: Fred Harder, President of the Chamber of Commerce
explained matching funds and the reason for an increase in the Chamber
Budget Request.
ACTION: Motion by Waters, seconded by Morrison, to increase the
allocation for the Chamber of Commerce from $40,000 to $45 000 and that
during the next year, members of the Council, City Staff and the Chamber
Sit down to discuss future funding and budget structure. Carried by
unanimous vote.
Motion by Inzunza, seconded by Beauchamp, to add $3 000 to the Maytirne
Band Review Budget of $10,000 to cover the cost of a second set of judges.
Carried by unanimous vote.
Motion by Morrison, seconded by Zarate, to delete account 9009 "Other
Contributions" and the $5,010 budgeted for that account. Carried by
unanimous vote.

Non -Departmental (continued)
Motion by Morrison, seconded by Zarate, the money for the "National City
Today" newsletter in accounts 230 and 250 be set aside to be considered for
televising of City Council meetings to be discussed at afuture City Council
Workshop. Carried by unanimous vote.
Motion by Morrison, seconded by Zarate, the Non -Departmental Budget be
approved as amended. Carried by unanimous vote.
Police Department 001-411-000
ACTION: Motion by Waters, seconded by Beauchamp, the Police
Department Budget of $8,671,837 be approved. Carried by unanimous vote.
Management Information Systems 001-415-000
ACTION: Motion by Beauchamp, seconded by Zarate, the Management
Information Systems Budget of $123.056 be approved. Carried by
unanimous vote.
Engineering 001-421-000
ACTION: Motion by Waters, seconded by Morrison, the Engineering
Department Budget of $642.484 be approved. Carried by unanimous vote.
Streets 001-422-221
ACTION: Motion by Morrison, seconded by Beauchamp, the Public
Works Department Street Budget of $1.034,208 be approved. Carried by
unanimous vote.

Library 104-431-000
ACTION: Motion by Beauchamp, seconded by Zarate, the Library Budget
of $633,893 be approved. Carried by unanimous vote.
Park 105-442-000
ACTION: Motion by Beauchamp, seconded by Waters, to reconsider the
Park Budget. Carried by unanimous vote.
ACTION: Motion by Beauchamp, seconded by Waters, to add a tree
position into the Park Department to provide maintenance for trees. Carried
by unanimous vote.
Street Tree 302-442-413
ACTION: Motion by Beauchamp, seconded by Morrison, to approve the
Street Tree Budget. Carried by unanimous vote.
Local Transit 552-451-000
ACTION: Motion by Beauchamp, seconded by Waters, the Local Transit
Budget of $2,097,457 be approved. Carried by unanimous vote.
Preliminary Budget
City Manager McCabe indicated that there were oversights that would be
coming back for Council consideration with the final budget. One involves
an incorrect date in the Fire Department Budget. The others involve
program changes in two departments that are still being reviewed.
Motion by Waters, seconded by Zarate, the Preliminary Budget for 1998-99
be approved as amended. Carried by unanimous vote.

ADJOURNM ENT
Motion by Beauchamp, seconded by Zarate, the meeting be adjourned to the
next Regular City Council Meeting - June 16. 1998 - 3:00 PM - Council
Chambers, Civic Center. Carried by unanimous vote.
The foregoing minutes were approved at the Regular Meeting of August 4,
1998.
