MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
AUGUST 11, 1998
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Berkuti, Dalla, Dicerchio, Eiser, Kimble,
McCabe, Morse, Post, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Beauchamp.
APPROVAL OF MINUTES
Approval of the Minutes of the Regular Meeting of August 4, 1998 was
deferred to the next Regular Meeting of August 18, 1998.
MAYOR'S PRESENTATIONS (102-14-2)
Anapatricia Najera-Higareda.
Mayor Waters introduced Anapatricia Najera-Higareda and read a citation
outlining her efforts to render emergency aid to a potential drowning victim
on July 5, 1998. Mayor Waters presented her with a certificate of
appreciation and a key to the city. Motion by Inzunza, seconded by
Morrison, to bring on the agenda the suggestion that Ms Najera-Higareda's
name be added to the plaque in the Lobby. Carried by unanimous vote.
Motion by Inzunza, seconded by Morrison, to add Ms Najera-Higareda to
the plaque. Carried by unanimous vote.

NON CONSENT RESOLUTIONS
COMMUNITY POLICING PROGRAM (302-1-3)
1. Resolution No. 98-102. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE POLICE DEPARTMENT TO 1-IIRE ONE
POLICE OFFICER AND ONE POLICE SERGEANT WITH THE
ASSISTANCE OF THE FEDERALLY FUNDED COPS
UNIVERSAL HIRING PROGRAM". (Police)
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
adopt Resolution No. 98-102. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTER (202-1-13)
2. Warrant Register #5. Ratification of Demands in the amount of
$98,326.26 (Warrant Nos. 150437 through 150525 inclusive
excepting none / 11026 through 11029 and 11030 inclusive) and
Certification of Payroll in the amount of $511,061.90. (Finance)
RECOMMENDATION: Staff recommended that Council ratify the
warrants for a total of $625,204.48.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, to ratify
the warrants. Carried by the following vote, to -wit: Ayes:
Beauchamp, Inzunza, Morrison, Zarate, Waters. Nays: None.
Absent: None. Abstain: None.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
3. SUBJECT: Use of the Community Building by the Marine Corps
Junior ROTC Unit at Sweetwater High, and waiver of fees. (Public
Works)
RECOMMENDATION: Staff requested Council discretion.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, Lo
approve the request. including waiver of fees. Carried by
unanimous vote.

BUDGET FY 98-99 (206-1-14)
EQUIPMENT PURCHASE ADMIN (209-1-1)
4. Resolution No. 98-103. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY RATIFYING
THE PURCHASE OF ONE THREE -WHEEL PARKING
ENFORCEMENT VEHICLE". (Public Works)
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, to adopt
Resolution No. 98-103. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
5. SUBJECT: Use of the Community Building by Congressman Filner,
and waiver of fees.
RECOMMENDATION: Staff recommended Council guidance.
TESTIMONY: Manny Doria, Special Assistant to
Congressman Filner, spoke in favor of the request and
answered questions.
ACTION: Motion by Beauchamp, seconded by Inzunza, 14
approve the request. includ. g waiver of fees.
CITY MANAGER - No Report.
CITY ATTORNEY
City Attorney George Eiser requested a Closed Session be held at the end of
the Council Meeting.
OTHER STAFF - No Report.
MAYOR
Mayor Waters read a letter from the Wilson family thanking everyone
involved with Christmas in July, on behalf of their mother, for the work that
was done to her home. Mayor Waters read letters from Congressmen Filner
and Hunter dealing with funding for the M.TDB trolley system.
Mayor Waters recognized City Treasurer George Hood.

CITY COUNCIL
Councilman Morrison suggested that the old Mile of Cars signs on the
freeway be inventoried and removed.
PUBLIC ORAL COMMUNICATIONS
Dorothy Howery, 305 "J" Avenue, advised the Council of her concerns
about the safety of children and adults in the area of Division and Laurel
Streets due to the numerous automobile accidents that have occurred.
Recently a car crashed into her daughters front yard narrowly missing two
children. Mrs. Howery requested the situation be looked into and
something done. She suggested consideration be given to speed humps.
Cheryl Howery, 23 Laurel Street, said there have been 15 accidents in the
area, most of them associated with high speed. She also suggested
consideration be given to speed humps or stop signs.
Councilman Beauchamp inquired if Ms. Howery would favor a cul-de-sac
on Laurel to eliminate through traffic. The City Council requested that the
situation and possible solutions be considered by the Traffic Safety
Committee at their next meeting.
Alfonso Hernandez, 2132 Euclid Avenue, advised the Council of illegal
dumping on the MTDB right of way near Cleveland Avenue and the
accumulation of trash near the Market at Civic Center Drive and Harding
Avenue.
CLOSED SESSION
Pending litigation under Government Code Section 54956.9a.
Joe Palacios vs. City of National City.
ACTION: Motion by Beauchamp, seconded by Morrison, to go into
Closed Session. Carried by unanimous vote.
Councilmembers left the Council Chambers at 6:46 p.m.

ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting -
August 18, 1998 - at 3:00 p.m. - Council Chambers, Civic Center.
The meeting closed at 7:12 p.m.
The foregoing minutes were approved at the Regular Meeting of August 18,
1998.
