MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
AUGUST 25, 1998
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Zarate, Waters.
Councilmembers absent: Morrison.
Administrative officials present: Dalla, Eiser, Iglesias, Kimble, McCabe,
Morse, Myers, Post, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe. There was a moment of silence in honor of Park
Superintendent Gordon Drake followed by the invocation by Councilman
Beauchamp.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Zarate, the Minutes of the Regular
Meeting of August 18, 1998 be approved. Carried by unanimous vote.
Absent: Morrison.
BOARDS AND COMMISSIONS
SENIOR CITIZEN ADVISORY COMMITTEE ADMIN (101-11-1)
Mayor Waters turned control of the meeting to Vice Mayor Inzunza. Vice
Mayor Inzunza reported that Mayor Waters had recommended that Alfred
Hlawatsch be reappointed to the Senior Citizens Advisory Committee for a
term ending August 31, 2000.
ACTION: Motion by Beauchamp, seconded by Zarate, in favor of
the Mayor's recommendation.

Vice Mayor Inzunza reported that Mayor Waters had recommended that
Louise Barcus be reappointed to the Senior Citizens Advisory Committee
for a term ending August 31, 2000.
ACTION: Motion by Zarate, seconded by Morrison, in favor of the
Mayor's recommendation.
Vice Mayor Inzunza reported that Mayor Waters had recommended that
Raymond Spann be reappointed to the Senior Citizens Advisory Committee
for a term ending August 31, 2000.
ACTION: Motion by Waters, seconded by Zarate, in favor of the
Mayor's recommendation.
City Clerk Dalla administered the oath of office to Mrs. Barcus and Mr.
Spann.
Vice Mayor Inzunza returned control of the meeting to Mayor Waters.
PUBLIC HEARING
CONDITIONAL USE PERMITS 1998 (403-13-1)
NOTE: Mayor Waters relinquished control of the meeting to Vice Mayor
Inzunza after the Public Hearing commenced because he owns income
property within 2500 feet of the proposed business.
1 Public Hearing - Appeal of the Planning Commission's denial of a
Conditional Use Permit Application for an indoor bazaar within an
existing commercial building at 1320 Highland Avenue. Applicant:
Kye Chuan Chu. Case File No. CUP-1998-5. (Planning)
NOTE: Notice of Public Hearing and Proof of Publication are on
file in the Office of the City Clerk.
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that Council deny the
appeal.
TESTIMONY: Paul Dolin, 402 W. Broadway #400,
San Diego, representing the applicant, spoke in favor of the
appeal.

Fred Soto, 3531-2 Valley Rd., representing the applicant, spoke
in favor of the appeal.
Sang Chu, 618 Rivera Street, Chula Vista, spoke in favor of the
appeal.
Roberto Plascencia, 140 Rosemary Pl., Chula Vista, spoke in
favor of the appeal.
Ed Mendiola, 6184 Dracaena Court, San Diego, spoke in favor
of the appeal.
Mohseh Kazemaini, 6255 Cardeno Dr., San Diego, spoke in
favor of the appeal.
Leila Contemprato, 103 N. `T' Avenue, spoke in favor of the
appeal.
Louise Martin, 1527 E. 15th Street, spoke in opposition to the
appeal.
ACTION: Motion by Zarate, seconded by Beauchamp, t4
continue the Public Hearing for one week. Carried by the
following vote, to -wit: Ayes: Beauchamp, lnzunza, Zarate.
Nays: None. Abstain: Waters. Absent: Morrison.
Vice Mayor Inzunza returned control of the meeting to Mayor Waters.
GRANT/LAW ENFORCEMENT (302-1-2)
POLICE COMPUTER DISPATCH SYSTEM ADMIN (302-3-2)
2. Public Hearing on Police Department request for Local Law
Enforcement Block Grant Funds. (Police) (Refer to Item No. 3)
NOTE: Notice of Public Hearing and Proof of Publication are on
file in the Office of the City Clerk.
RECOMMENDATION: Staff recommended that Council hold the
Public Hearing.
TESTIMONY: None.
ACTION: The Public Hearing was closed.

NON CONSENT RESOLUTION
GRANT/LAW ENFORCEMENT (302-1-2)
POLICE COMPUTER DISPATCH SYSTEM ADMIN (302-3-2)
3. Resolution No. 98-104. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
APPROPRIATION OF FY 1997/98 LOCAL LAW ENFORCEMENT
BLOCK GRANT FUNDS TO THE POLICE DEPARTMENT FOR
PURCHASE OF AN INTEGRATED COMPUTER AIDED
DISPATCH AND RECORDS MANAGEMENT SYSTEM
(CAD/RMS) (Police) (Refer to Item No. 2)
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, to adopt
Resolution No. 98-104. Carried by unanimous vote. Absent:
Morrison.
NEW BUSINESS
WARRANT REGISTER (202-1-13)
4. Warrant Register #7. Ratification of Demands in the amount of
$542,880.69 (Warrant Nos. 150672 through 150775 inclusive
excepting none / 11068 through 11077 inclusive). (Finance)
RECOMMENDATION: Staff recommended that Council ratify the
warrants for a total of $1,057,683.31.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, to
ratify the warrants. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Zarate, Waters. Nays: None.
Abstain: None. Absent: Morrison.
CITY ATTORNEY REPORTS (509-1-3)
5. SUBJECT: Report on use of commercial areas by non-profit
organizations for outdoor sales. (City Attorney)
RECOMMENDATION: Staff recommended that Council file the
report.
TESTIMONY: None.
ACTION: Accepted and filed.

6. SUBJECT: Notice of Decision - Conditional Use Permit for use of
existing commercial space (701 National City Boulevard) as a
satellite campus for higher education. Applicant: Southwestern
College. Case File No. CUP-1998-7. (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that Council file the Notice
of Decision.
TESTIMONY: Bill Kinney, 3733 Duffy Way, Bonita,
representing Southwestern College, provided an update on the
Higher Education Center, reaffirmed the commitment of
Southwestern College, and answered questions.
ACTION: Accepted and filed.
CITY MANAGER - No Report.
CITY ATTORNEY - No Report.
OTHER STAFF - No Report.
MAYOR
Mayor Waters reported that next years CDBG funding will be $1,396,000
and HOME program funding will be $587,000. Mayor Waters read a letter
of protest from Harvest Meat Co., for the proposed name change to 24th
Street.
CITY COUNCIL
Vice Mayor Inzunza complimented the creative and progressive approach
exhibited by the letter received from California College of Health Sciences
dealing with the proposed name change for 24th Street.
PUBLIC ORAL COMMUNICATIONS
Steven Gonzalez, 1965 Bandolier Lane, San Diego, representing the New
Covenant Tabernacle Church, requested permission to use the Community
Building the Saturday after Thanksgiving (November 28th) to feed the poor,

and waiver of fees. Mayor Waters requested Public Works Director Curt
Williams to keep the November 28th date open until the matter was
considered by the Council as an agenda item.
Alfonso Hernandez, 2132 Euclid Avenue, reported a problem alley between
6th and 7th Street between Hoover and Coolidge Avenue, and reported that
a homeless camp has sprung up in the 100 block of National City Blvd.
CLOSED SESSION
CONFERENCE WITH LABOR NEGOTIATOR - Government Code
Section 54957.6.
Agency Negotiator: Personnel Director
Employee Organization: Firefighters' Association
ACTION: Motion by Inzunza, seconded by Beauchamp, to go into
Closed Session. Carried by unanimous vote. Absent: Morrison.
Councilmetnbers left the Council Chambers at 7:35 p.m.
ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting -
September 1, 1998 - at 3:00 p.m. - Council Chambers, Civic Center.
The meeting closed at 8:04 p.m.
