MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 8, 1998
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Waters.
Councilmembers absent: Zarate.
Administrative officials present: Dalla, Eiser, McCabe, Morse, Myers, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Beauchamp.
Mayor Waters informed the Council and public that Mrs. Louise Martin and
her sister, Mildred Bundy, were injured in an automobile accident over the
weekend.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular
Meeting of September 1, 1998 be approved. Carried by unanimous vote.
Absent: Zarate.
PUBLIC HEARING
CELLULAR RADIO/TEL FACILITIES ADMIN (908-1-3)
EL TOYON PARK ADMIN (702-6-1)
1. Public Hearing - Conditional Use Permit for a wireless
communications facility at 2005 E. 4th Street (El Toyon Park).
Applicant: GTE Mobilnet of San Diego. Case File No. CUP-1998-4.
NOTE: Notice of Public Hearing and Proof of Publication are on
file in the Office of the City Clerk.

PUBLIC HEARING (continued)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that Council approve the
Conditional Use Permit with the added recommended condition.
TESTIMONY: Mayor Waters read into the record a letter
from Mrs. Rita Heuss, 2121 Fourth Street, asking questions and
expressing concerns about the CUP.
ACTION: Motion by Inzunza, seconded by Beauchamp, IQ
concur with staff recommendation. Carried by unanimous
vote. Absent: Zarate.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR - Item No. 2 (Resolution No.
98-107) and Item No. 3 (Warrant Register No. 9). Motion by Inzunza,
seconded by Morrison, the Consent Calendar be approved. Carried by
unanimous vote. Absent: Zarate.
CONTRACT (C97-25)
2. Resolution No. 98-107. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE CITY ENGINEER TO EXECUTE SUPPLEMENTAL
AGREEMENT NO. 1 FOR THE TRAFFIC SIGNAL SYSTEM
COORDINATION ON PLAZA BOULEVARD FROM
ROOSEVELT AVENUE TO THE EASTERLY CITY LIMITS,
ENGINEERING SPECS. 97-6 AND 95-7, FEDERAL PROJECT NO.
CML-5066 (006)." (Engineering)
ACTION: Adopted. See above.
WARRANT REGISTER (202-1-13)
3. Warrant Register #9. Ratification of Demands in the amount of
$127,406.10 (Warrant Nos. 150935 through 151031 inclusive
excepting none) and Certification of Payroll in the amount of
$506,756.67. (Finance)
ACTION: Adopted. See above.

NON CONSENT RESOLUTION
CONDITIONAL USE PERMITS 1998 (403-13-1)
4. Resolution No. 98-108. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY DENYING A
CONDITIONAL USE PERMIT APPLICATION FOR AN INDOOR
BAZAAR WITHIN AN EXISTING COMMERCIAL BUILDING AT
1320 HIGHLAND AVENUE. APPLICANT: KYE CHUAN CHU.
CASE FILE NO.: CUP-1998-5." (Planning)
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: City Attorney George Eiser updated the
Council on the status of the project. Mr. Eiser reported that the
applicants had changed their business plan and formed a
corporation in such a way that, if valid, would eliminate the
need for CUP approval. City Attorney Eiser is reviewing the
paperwork and filings provided by the applicants.
ACTION: Motion by Morrison, seconded by Beauchamp, to
adopt Resolution No. 98-108. Carried by the following vote,
to -wit: Ayes: Beauchamp, Morrison. Nays: Inzunza. Abstain:
Waters. Absent: Zarate. Mayor Waters abstained due to the
fact that he owns income property within 2500 feet of the
proposed project.
Motion by Morrison, seconded by Beauchamp, to continue this
item for one week.
CITY MANAGER - No Report.
CITY ATTORNEY - No Report.
MAYOR - No Report.
CITY COUNCIL
Councilman Beauchamp informed the Council that Washington Mutual had
foreclosed on the property at 5th & C Street and were taking steps to clean
up and improve the property.

CITY COUNCIL (continued)
Councilman Morrison informed the Council that Mr. Paul Long, a long time
resident who devoted his life to working to mold the lives of young men,
had been killed in an automobile accident while traveling in Colorado.
Councilman Morrison stated it was a great loss for the community to lose
good caring people like Mr. Long.
PUBLIC ORAL COMMUNICATIONS - None.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Next Regular City Council Meeting - September 15. 1998 - at 3:00 p.m. -
Council Chambers. Civic Center. Carried by unanimous vote. Absent:
Zarate.
The meeting closed at 6:35 p.m.
