HomeMy WebLinkAbout1998 10-13 CC MINBook 80/Page 272 10/13/98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 13, 1998 The Regular Meeting of the City Council of the City of National City was called to order at 6:01 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, lnzunza, Zarate, Waters. Councilmembers absent: Morrison. Administrative officials present: Bouse, Dalla, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Morse, Myers, Post, Ruiz, Williams. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Approval of the Minutes of the Regular Meeting of October 6, 1998, was deferred to the next Regular Meeting of October 20, 1998. PRESENTATIONS POLITICAL SUPPORT ADMIN ((102-4-1) Presentation on Proposition 9 Opposition (SDG&E Representative). TESTIMONY: Mr. Frank Urtasun, representing SDG&E, provided background information, and answered questions. ACTION: Motion by lnzunza, seconded by Waters, to oppose Proposition 9. Carried by unanimous vote. Absent: Morrison. Book 80/Page 273 10/13/98 CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR --Item No. 1 (Warrant Register No. 14), and Item No. 2 (Claim for Damages). Motion by Inzunza, seconded by Zarate, the Consent Calendar be approved, and the Claim for Damages be denied. Carried by unanimous vote. Absent: Morrison. WARRANT REGISTER (202-1-13) 1. Warrant Register #14. Ratification of Demands in the amount of $181,681.80 (Warrant Nos. 151437 through 151561 inclusive excepting none / 1186 - 1211 inclusive). (Finance) ACTION: Adopted. See above. CLAIMS (501-1-142) 2. SUBJECT: Claim for Damages: Isavia Vargas. (City Clerk) ACTION: Denied. See above. WRITTEN COMMUNICATIONS COMMUNITY PROMOTION (102-1-3) 3. SUBJECT: Letter from National City Chamber of Commerce requesting financial assistance to build a float for the Holiday Bowl Parade. TESTIMONY: Edith Hughes, Executive Director, Chamber of Commerce, 711 "A" Avenue, answered questions. ACTION: Motion by Inzunza, seconded by Waters, I approve the request. The motion was clarified by the maker and second to include appropriation of funds. Carried by unanimous vote. Absent: Morrison. CITY MANAGER --No Report. CITY ATTORNEY --No Report. OTHER STAFF --No Report. Book 80/Page 274 10/13/98 MAYOR Mayor Waters reported that Knights & Carver will receive a $250,000 Federal grant to train workers for their facility in National City. Mayor Waters announced that his team placed second in the Salute to Navy golf tournament. CITY COUNCIL Councilman Beauchamp reported that his absence from the last Council meeting was due to his attendance at the American Public Transit Association Meeting (APTA) in New York, as the City's representative on MTDB, and the South Bay Cities' representative on the Trolley Board. Councilman Beauchamp requested that this be reflected in the minutes of the October 6th meeting. Councilwoman Zarate asked staff to look into reports of weeds and trash at 5th and Palm Avenue. PUBLIC ORAL COMMUNICATIONS --None. ADJOURNMENT Motion by Inzunza, seconded by Beauchamp, the meeting be adjourned to the Next Regular City Council Meeting --October 20. 1998--at 3:00 p.m. -- Council Chambers, Civic Center.
