HomeMy WebLinkAbout1998 10-20 CC MINBook 80/Page 276 10/20/98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 20, 1998 The Regular Meeting of the City Council of the City of National City was called to order at 3:01 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, McCabe, Morse, Myers, Post, Ruiz, Williams. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Zarate, seconded by Beauchamp, the Minutes of the Regular Meeting of October 6. 1998, be approved. Carried by unanimous vote. Motion by Zarate, seconded by Beauchamp, the Minutes of the Regular Meeting of October 13, 1998, be approved. Carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza, Waters, Zarate. Nays: None. Abstain: Morrison. Absent: None. PRESENTATIONS NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that City Engineer Burt Myers introduce his new employee, Michael Long/Assistant Engineer -Civil. Mr. Long stood and was recognized by those present. Book 80/Page 277 10/20/98 NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters then requested that Police Chief Skip DiCerchio introduce his new employees, Daniel Harward/Police Officer, Kenneth Springer/Police Officer, and Damian Ballardo/Police Officer. Officers Harward, Springer, and Ballardo stood and were recognized by those present. PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Zarate, the Proclamation be read in its entirety, provided there is someone present to accept it. Carried by unanimous vote. The Proclamation proclaiming the week of October 25th through 31 st, 1998, as: "WORLD POPULATION AWARENESS WEEK" was read aloud in its entirety by Mayor Waters. PUBLIC HEARING CONTRACT (C98-2) 1. Public Hearing to consider a subcontractor substitution for the construction of National City Boulevard Bridge, Engineering Specs. No. 92-15, Federal Project 5066(004), Bridge No. 57C-122. (Engineering) (Refer to Item No. 5) RECOMMENDATION: Staff recommended approval of the request. TESTIMONY: None. ACTION: The Public Hearing was declared closed. Note: Item No. 5, Non Consent Resolutions, was taken up next. NON CONSENT RESOLUTIONS CONTRACT (C98-2) 5. Resolution No. 98-142. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A SUBCONTRACTOR SUBSTITUTION FOR THE CONSTRUCTION OF NATIONAL CITY BOULEVARD BRIDGE, Book 80/Page 278 10/20/98 CONTRACT (C97-37) (continued) SPECS NO. 92-15, FEDERAL PROJECT NO. 5066 (004), BRIDGE NO. 57C-122." (Engineering) (Refer to Item No. 1) RECOMMENDATION: Staff recommended that Council adopt the Resolution. TESTIMONY: None. ACTION: Motion by Zarate, seconded by Inzunza, to adopt Resolution No. 98-142. Carried by the following vote, to -wit: Ayes: Morrison, Inzunza, Waters, Zarate. Nays: None. Abstain: Beauchamp. Absent: None. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR --Item Nos. 2 and 3 (Resolution Nos. 98-140, and 98-141), and Item No. 4 (Warrant Register No. 15). Motion by Inzunza, seconded by Morrison, the Consent Calendar be approved. Carried by unanimous vote. CONTRACT (C98-42) 2. Resolution No. 98-140. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT AGREEMENT WITH HARDING LAWSON ASSOCIATES FOR UPGRADING THE CITY'S PAVEMENT MANAGEMENT SYSTEM." (Engineering) ACTION: Adopted. See above. CONTRACT (C98-43) PARADISE CREEK EDUCATIONAL PARK (702-10-1) 3. Resolution No. 98-141. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE CALIFORNIA COASTAL CONSERVANCY FOR A GRANT TO PREPARE AN ENHANCEMENT PLAN FOR PARADISE CREEK EDUCATIONAL PARK." (Parks & Recreation) ACTION: Adopted. See above. h Book 80/Page 279 10/20/98 WARRANT REGISTER (202-1-13) 4. Warrant Register #15. Ratification of Demands in the amount of $331,8673.00 (Warrant Nos. 151563 through 151689 inclusive excepting none / 1212--1238 inclusive) and Certification of Payroll in the amount of $472,888.22. (Finance) ACTION: Adopted. See above. Note: item No. 5, Non Consent Resolutions, was taken up after Item No. 1, Public Hearing. NON CONSENT RESOLUTIONS CONTRACT (C98-2) 5. Resolution No. 98-142. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A SUBCONTRACTOR SUBSTITUTION FOR TI-IE CONSTRUCTION OF NATIONAL CITY BOULEVARD BRIDGE, SPECS NO. 92-15, FEDERAL PROJECT NO. 5066 (004), BRIDGE NO. 57C-122." (Engineering) (Refer to Item No. 1) CITY -OWNED LAND ADMIN (1001-1-4) 6. SUBJECT: Request to use city -owned property. (Parks & Recreation) RECOMMENDATION: Staff recommended approval of the request. TESTIMONY: Ted Godshalk, 2413 Cleveland Ave., spoke in favor of the request and provided an up date on the Paradise Creek Educational Park. ACTION: Motion by Waters, seconded by Beauchamp, to approve the request. Carried by unanimous vote. CITY MANAGER --No Report. CITY ATTORNEY --No Report. OTHER STAFF --No Report. Book 80/Page 280 10/20/98 MAYOR Mayor Waters announced that Barbara Jones, a long-time National City resident and employee of the Star News, passed away. Mayor Waters announced that his team came in second in the golf tournament. Mayor Waters addressed a letter that appeared in the newspaper regarding his negotiations with the Firefighters' Association. Mayor Waters explained, from his perspective, the events leading up to his meeting with the Union, and his perspective on employee negotiations. CITY COUNCIL Councilwoman Zarate responded to some of the comments made by Mayor Waters, and expressed her views on the negotiation process and the impropriety of an individual councilmember or mayor meeting privately with the Firefighters' Association when they had previously determined that such meetings would not occur. Vice Mayor Inzunza expressed his belief that the City Council meeting is not a political forum, and that it should be a place where they conduct City business and not politics. Councilman Morrison expressed his concern about one of the City Council candidates in the upcoming November election not providing required campaign filing disclosure, as required by law. Vice Mayor Inzunza expressed his views on the negotiations that occurred between the Firefighters' Association and the Mayor. PUBLIC ORAL COMMUNICATIONS Larry Beck, National City Firefighter, chastised individual councilmembers for their inaction in dealing with the labor negotiations between the Firefighters' Association and the City. Book 80/Page 281 10/20/98 PUBLIC ORAL COMMUNICATIONS (continued) Louise Martin, 1527 E. 15th Street, expressed her gratitude to the staff, Council and others who expressed their concerns following her recent automobile accident. Ms. Martin said she has seen the Fire Department at work, and is grateful for their professionalism and the way they get the job done. Ms. Martin also informed the Council that services for Ms. Barbara Jones are scheduled for 11:00 a.m. on Friday, October 23, 1998. ADJOURNMENT Motion by Inzunza, seconded by Morrison, the meeting be adjourned to the Next Regular City Council Meeting --October 27. 1998--at 6:00 p.m. -- Council Chambers. Civic Center.
