HomeMy WebLinkAbout1998 11-10 CC MINBook 80/Page 290 11/10/98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA NOVEMBER 10, 1998 The Regular Meeting of the City Council of the City of National City was called to order at 6:05 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, McAvoy, McCabe, Morse, Myers, Post, Ruiz, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Zarate, seconded by Morrison, the Minutes of the Regular Meeting of October 20, 1998. be approved. Carried by unanimous vote. Motion by Zarate, seconded by Morrison, the Minutes of the Regular Meeting of October 27. 1998, be approved. Carried by the following vote, to -wit: Ayes: Beauchamp, Morrison, Zarate, Waters. Nays: None. Absent: None. Abstain: Inzunza. Frank Chenelle, Board Member, San Diego County Water Authority, announced that, after 1.1 years, the Memorandum of Understanding was signed. This will ensure a dependable water supply for the region. Book 80/Page 291 11/10/98 PUBLIC HEARING SPECIFIC PLAN AMENDMENT/HARBOR DISTRICT (417-1-7) (Public Hearing continued from meeting of October 27, 1998) 1. Continued Public Hearing to respond to Coastal Commission staff recommendations for the Harbor District Specific Area Plan. (Community Development Commission) NOTE: Notice of Public Hearing and Proof of Publication are on file in the Office of the Community Development Commission. RECOMMENDATION: Staff recommended to hold the Public Hearing. TESTIMONY: None. ACTION: The Public Hearing was closed. Motion by Beauchamp, seconded by Waters, to approve Item No. 1. Carried by unanimous vote. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR --Item Nos. 2 through 6 (Resolution Nos. 98-144, 98-145, 98-146, 98-147, and 98-148), and Item Nos. 7 and 8 (Warrant Register Nos. 17 and 18). Motion by Inzunza, seconded by Morrison, the Consent Calendar be approved. Carried by unanimous vote. CONTRACT (C88-57) 2. Resolution No. 98-144. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING A PROCEDURE FOR INDUSTRIAL DISABILITY DETERMINATIONS OF LOCAL SAFETY OFFICER EMPLOYEES OF THE PUBLIC EMPLOYEES RETIREMENT SYSTEM." (City Attorney) ACTION: Adopted. See above. LABOR RELATIONS/FIREFIGHTERS--MOU 1992-1996 (605-6-5) 3. Resolution No. 98-145. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING RESOLUTION NO. 97-88, CONCERNING THE EXTENSION OF Book 80/Page 292 11/10/98 LABOR RELATIONS/FIREFIGHTERS--MOU 1992-1996 (continued) THE 1994-1997 MEMORANDUM OF UNDERSTANDING BETWEEN THE NATIONAL CITY FIREFIGHTERS' ASSOCIATION AND THE CITY OF NATIONAL CITY." (Personnel) ACTION: Adopted. See above. CONTRACT (C98-44) LABOR RELATIONS/FIREFIGHTERS--MOU 1998-2001 (605-6-6) 4. Resolution No. 98-146. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF NATIONAL CITY AND NATIONAL CITY FIREFIGHTERS' ASSOCIATION FOR FISCAL YEARS 1998-99, 1999-2000, 2000- 2001." (Personnel) ACTION: Adopted. See above. CONTRACT (C98-18) LIBRARY --IMPROVEMENTS ADMIN (1101-4-1) 5. Resolution No. 98-147. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE WORK AND AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION, AND APPROVING CHANGE ORDER NO. 1 FOR THE REROOFING OF THE LIBRARY (BUILDING AND SAFETY DEPARTMENT SPECIFICATION NO. 1563)." (Building & Safety) ACTION: Adopted. See above. CONTRACT (C98-45) POLICE DEPARTMENT ADMIN (302-4-1) 6. Resolution No. 98-148. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BY AND Book 80/Page 293 11/10/98 CONTRACT (C98-45) POLICE DEPARTMENT ADMIN (continued) BETWEEN THE CITY OF NATIONAL CITY AND ROBERT H. LEIN TO PROVIDE SERVICES IN THE POLICE DEPARTMENT'S PROPERTY AND EVIDENCE UNIT." (Police) ACTION: Adopted. See above. WARRANT REGISTER (202-1-13) 7. Warrant Register # 17. Ratification of Demands in the amount of $284,582.53 (Warrant Nos. 151792 through 151896 inclusive excepting none / 1259-1322 inclusive) and Certification of Payroll in the amount of $494,951.96. (Finance) ACTION: Adopted. See above. WARRANT REGISTER (202-1-13) 8. Warrant Register 418. Ratification of Demands in the amount of $223,101.97 (Warrant Nos. 151898 through 151992 inclusive excepting none / 1323-1347 inclusive). (Finance) ACTION: Adopted. See above. NON CONSENT RESOLUTION STREET VACATION ADMIN (902-26-1) 9. Resolution No. 98-149. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY GIVING NOTICE OF INTENTION TO VACATE A PORTION OF E. 19TH STREET, EAST OF EUCLID AVENUE AND WEST OF VALLE VISTA AVENUE. CASE FILE NO. SC-1998-1." (Planning) RECOMMENDATION: Staff recommended that Council adopt the Resolution, and set a Public Hearing date for consideration of the street vacation request. TESTIMONY: None. ACTION: Motion by Zarate, seconded by Inzunza, to adopt Resolution No. 98-149. and set for Public Hearing on November 24. 1998. Carried by unanimous vote. Book 80/Page 294 11/10/98 OLD BUSINESS LAS PALMAS POOL ADMIN (702-3-3) 10. SUBJECT: Report on pool schedule. (Parks & Recreation) RECOMMENDATION: Staff requested Council direction. TESTIMONY: Josephine Shepherd, 803 Mary Lane, spoke in favor of keeping the pool open. James Geddes, 1124 Connecticut St., Imperial Beach, spoke in favor of keeping the pool open. Tom Paradowski, 5509 Amadita Ln., Bonita, spoke in favor of keeping the pool open. Mayor Waters read a letter from the National City Firefighter's Association in support of keeping the pool open. ACTION: Motion by Morrison, seconded by Inzunza, to continue keeping the pool open though November 26, 1998, continue working on the plan, and bring back on the agenda in early December, 1998. CONTRACT (C97-21) 11. SUBJECT: Legislative Advocacy. (City Manager) RECOMMENDATION: Staff requested Council direction. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Zarate, to go along with staff's recommendation. Motion and second withdrawn. Motion by Beauchamp, seconded by Inzunza, to direct staff to develop an RFP: come back to us with the criterion for selection: and, after we approve the criterion that staff go out. without further involvement of the Council, develop a short list of potential firms: come back to us with an evaluation of the criterion as applied to the firms, who will then appear before the City Council for consideration. The motion was clarified to include the exclusion of Councilmembers from the initial review committee. Motion carried by unanimous vote. Book 80/Page 295 11/10/98 CIVIC CENTER/MAINT & REPAIRS ADMIN (1101-2-1) 12. SUBJECT: Cablecasting City Council Meetings. (City Manager) RECOMMENDATION: Staff recommended Council direction. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Beauchamp, 14 schedule a workshop and invite the consultant. Carried by unanimous vote. NEW BUSINESS CITY MANAGER --No Report. CITY ATTORNEY 13. Closed Session Report for October 28, 1998. OTHER STAFF Acting Public Works Director McAvoy reported that 102 roll -off bins were filled and taken to the dump on Saturday during the "City Clean -Up Day", staffed by Public Works and EDCO Disposal personnel. MAYOR Mayor Waters confirmed that the Public Works department would be prepared to take action to deal with campaign signs left up past the deadline. CITY COUNCIL Councilman Beauchamp reported on his recent ride -a -long with the Police Department. PUBLIC ORAL COMMUNICATIONS --None. ADJOURNMENT Motion by lnzunza, seconded by Morrison, the meeting be adjourned to the Next Regular City Council Meeting --November 17. 1998--at 3:00 p.m. -- Council Chambers. Civic Center.
