MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CA LIFORNIA
NOVEMBER 24,1998
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Dalla, Eiser, McAvoy, McCabe, Morse,
Myers, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Beauchamp.
APPROVAL OF MINUTES
Councilman Beauchamp requested that the minutes reflect that he did not
attend the November 17, 1998, closed session dealing with SDG&E.
ACTION: Motion by Morrison, seconded by Beauchamp, the
Minutes of the Regular Meeting of November 17. 1998 be approved
with the requested change. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Morrison, Waters. Nays: None.
Abstaining: Zarate. Absent: None.
PUBLIC HEARING
STREET VACATION ADMIN (902-26-1)
1. Public Hearing --Vacation of a portion of E. l 9th Street, east of Euclid
Avenue and west of Valle Vista Avenue. Case File No. SC-1998-1.

NOTE: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: Staff recommended that the hearing be
continued to the next available hearing date.
TESTIMONY: None.
ACTION: This item was continued to the next available
hearing date, December 1, 1998.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR --Item No. 1 (Warrant Register
Nos. 20) and Item No. 2 (Claim for Damages). Motion by Beauchamp,
seconded by Morrison, the Consent Calendar be approved. and the Claim
for Damages be denied. Carried by unanimous vote.
WARRANT REGISTER (202-1-13)
2. Warrant Register #20. Ratification of Demands in the amount of
$1,346,318.12 (Warrant Nos. 152151 through 152283 inclusive
excepting none / 1378-1402 inclusive). (Finance)
ACTION: Adopted. See above.
CLAIMS (501-1-142)
3. SUBJECT: Claim for Damages: Kenneth Cates, M.D. (City Clerk)
ACTION: Denied. See above.
CITY MANAGER
City Manager McCabe reminded everyone that the City offices would be
closed for the four -day Thanksgiving Holiday and would re -open on
Monday, November 30, 1998.
CITY ATTORNEY --No Report.

OTHER STAFF
City Clerk Dalla reported that a Public Hearing has been scheduled for the
Regular Council Meeting of December 1, 1998, at 3 p.m. Since the City
Council planned to adjourn to 6 p.m. on that date to accommodate the
swearing in of the newly -elected Councilmembers, the City Clerk would
appear at 3 p.m., adjourn to 6 p.m., and notify anyone present of the change.
MAYOR - No Report.
CITY COUNCIL
Councilwoman Zarate said she had an urgent matter involving a clothing
store that planned and advertised a parking lot sale for the upcoming
weekend, but failed to get the proper permit.
ACTION: Motion by Morrison, seconded by Waters, to bring the
item on the agenda. Carried by unanimous vote.
TESTIMONY: Daniel Dianda, 28 N. Euclid, manager of the store,
spoke in favor of the request and answered questions from the
Council.
ACTION: Motion by Morrison, seconded by Inzunza, to approve the
request subject to approval of staff and payment of appropriate fees.
Carried by unanimous vote.
Councilman Beauchamp expressed his displeasure with the new City phone
system.
PUBLIC ORAL COMMUNICATIONS --None.
CLOSED SESSIONS
CONFERENCE WITH LEGAL COUNSEL --ANTICIPATED
LITIGATION. Significant exposure to litigation pursuant to

LITIGATION --Government Code Section 54956.9(a). Herb Fox, et
al. v. County of San Diego, et al: County of San Diego v. City of
National City and Community Development Commission of the City
of National City; City of National City, Community Development
Commission of the City of National City v. State Water Resources
Control Board, et al.
ACTION: Motion by Morrison, seconded by Zarate, to go into
closed session. Carried by unanimous vote.
Councilmembers left the Council Chambers at 6:21 p.m.
ADJOURNMENT
The meeting was adjourned to the Adjourned Regular City Council
Meeting, --December 1, 1998--at 6:00 p.m. --Council Chambers, Civic
Center.
The meeting closed at 7:21 p.m.
The foregoing minutes were approved at the Adjourned Regular Meeting of
December 1, 1998.
