MINUTES OF THE ADJOURNED MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
DECEMBER 1, 1998
The Adjourned Meeting of the City Council of the City of National City
was called to order at 6:03 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
McAvoy, McCabe, Myers, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Father Dennis Macalintal
from St. Mary's Catholic Church.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Beauchamp, the Minutes of the Regular
Meeting of November 24, 1998, be approved. Carried by unanimous vote.
BUSINESS RELATING TO GENERAL MUNICIPAL ELECTION,
NOVEMBER 3, 1998.
ELECTION 1998 (505-12-1)
1. Resolution No. 98-152. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY RECITING THE
FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON
NOVEMBER 3, 1998, DECLARING THE RESULT AND SUCH
OTHER MATTERS AS PROVIDED BY LAW." (City Clerk)
ACTION: Motion by Morrison, seconded by Inzunza, to
adopt Resolution No. 98-152. Carried by unanimous vote.

ELECTION 1998 (continued)
Mayor Waters presented a plaque, flowers, and the key to the City to
outgoing Councilmember Rosalie Zarate on behalf of the Mayor and City
Council for her many years of service to the community. Councilmembers
Beauchamp, lnzunza and Morrison expressed their sentiments and best
wishes to Councilmember Zarate.
Outgoing Councilwoman Zarate spoke regarding her eight years on the City
Council, and thanked the Council, staff and citizens of National City for
their support and friendship.
Judge John Menard administered the Oaths of Office to re-elected Mayor
George Waters, re-elected Councilmember Mitch Beauchamp, and newly -
elected Councilmember Fred Soto.
Re-elected Councilman Beauchamp and newly -elected Councilman Soto
introduced friends and family, and addressed the Council, staff and citizens.
Re-elected Mayor George Waters introduced his family, and addressed the
Council, staff and citizens.
ROLL CALL OF THE NEW CITY COUNCIL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Mayor Waters called a recess.
Councilmembers left the Council Chambers at 6:40 p.m.
Councilmembers returned to the Council Chambers at 7:11 p.m.

INTERVIEWS AND APPOINTMENTS
BOARDS AND COMMISSIONS (101-1-1)
Mayor George Waters recommended that Ron Morrison be appointed to
serve as Vice -Mayor for a term expiring on November 10, 1999.
ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
the Mayor's recommendation. Carried by unanimous vote.
SANDAG BOARD ADMIN & APPOINTMENT (101-16-1)
Mayor Waters recommended that Ron Morrison be appointed to serve as
National City's representative on the San Diego Association of
Governments (SANDAG).
ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
the Mayor's recommendation. Carried by unanimous vote.
STREET TREE & PARKWAY COMMITTEE ADMIN (101-2-1)
Mayor Waters recommended that Howard Schwitkis be appointed to serve
on the Street Tree Committee.
ACTION: Motion by Morrison, seconded by Beauchamp, in favor
of the Mayor's recommendation. Carried by unanimous vote.
PUBLIC HEARING
STREET VACATION ADMIN (902-26-1)
(Public Hearing continued from meeting of November 24, 1998)
2. Continued Public Hearing --Vacation of a portion of E. 19th Street,
east of Euclid Avenue and west of Valle Vista Avenue. Case File No.
SC-1998-1. (Planning)
NOTE: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: Staff concurred with the recommendation
of the Planning Commission.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, t
concur with the findings and recommendation of the Planning
Commission. Carried by the following vote, to -wit: Ayes:
Beauchamp, Inzunza, Morrison, Waters. Nays: None. Abstain:
Soto. Absent: None.

3. Public Hearing on a technical amendment to the National City Local
Coastal Program (LCP). (Community Development Commission).
Refer to Item No. 11.
NOTE: Notice of Public Hearing and Proof of Publication are on file
in the Office of the Community Development Commission.
RECOMMENDATION: Hold the hearing.
TESTIMONY: None.
Mayor Waters asked that related Item No. 11, Resolution No. 98-158, be
brought forward and introduced.

11. Resolution No. 98-158. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING
AND ADOPTING THE CALIFORNIA COASTAL
COMMISSION'S SUGGESTED MODIFICATIONS TO THE
LOCAL COASTAL PROGRAM AMENDMENT NO. 1-98A."
(Community Development Commission). Refer to Item No. 3.
ACTION: Motion by Beauchamp, seconded by Morrison, to
close the hearing and adopt Item No. 11, Resolution No. 98-
158. Carried by the following vote, to -wit: Ayes: Beauchamp,
Inzunza, Morrison, Waters. Nays: None. Abstain: Soto.
Absent: None.
SUPPLEMENTAL LAW ENFORCEMENT SVCS FUNDS (302-1-4)
POLICE COMPUTER DISPATCH SYSTEM ADMIN (302-3-2)
4. Public Hearing on Police Department request for Supplemental Law
Enforcement Services funds for purchase of an integrated Computer
Aided Dispatch and Records Management System. (Police) Refer to

POLICE COMPUTER DISPATCH SYSTEM ADMIN (302-3-2)
12. Resolution No. 98-159. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
APPROPRIATION OF 1998/99 SUPPLEMENTAL LAW
ENFORCEMENT SERVICES FUNDS TO THE POLICE
DEPARTMENT FOR PURCHASE OF INTEGRATED COMPUTER
AIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM."

RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Morrison, to
close the hearing and adopt Item No. 12. Resolution No. 98-
159. Carried by unanimous vote.

ADOPTION OF CONSENT CALENDAR --Item Nos. 5 through 9
(Resolution Nos. 98-153, 98-154, 98-155, 98-156, and 98-157), and Item
No. 10 (Warrant Register Nos. 21). Motion by Inzunza, seconded by
Beauchamp, Item No. 9 be pulled. and the remainder of the consent
calendar be approved. Carried by unanimous vote.

5. Resolution No. 98-153. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE
BID FROM DION INTERNATIONAL TRUCKS, INC. AND
