MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
FEBRUARY 9, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 6:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, McCabe, Morse,
Myers, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of January 26, 1999. and the Minutes of the Regular Meeting of
February 2, 1999, be approved. Carried by unanimous vote.
Mayor Waters presented Councilman Soto with a Councilman badge.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR --Item No. 1 (Resolution
No. 99-17), and Item No. 2 (Warrant Register No. 31). Motion by Inzunza,
seconded by Morrison, the Consent Calendar be approved. Carried by
unanimous vote.

CONTRACT (C99-3)
COMMUNITY PROMOTION (102-1-3)
1. Resolution No. 99-17. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT WITH THE MAYTIME
BAND REVIEW CORPORATION." (City Manager)
ACTION: Adopted. See above.
WARRANT REGISTER (202-1-13)
2. Warrant Register #31. Ratification of Demands in the amount of
$120,187.13 (Warrant Nos. 153427 through 153525 inclusive
excepting none / 1801--1834 inclusive) and Certification of Payroll in
the amount of $491,567.18. (Finance)
ACTION: Adopted. See above.
ORDINANCE FOR ADOPTION
Motion by Morrison, seconded by Beauchamp, the Ordinance be adopted by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1999 (506-2-14)
3. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AMENDING TITLE 10 OF THE NATIONAL
CITY MUNICIPAL CODE BY ADDING CHAPTER 10.23
REGULATING PUBLIC TRANSPORTATION." (City Attorney)
RECOMMENDATION: Staff recommended that the Ordinance be
adopted.
TESTIMONY: None.
ACTION: Motion by lnzunza, seconded by Beauchamp, the
Ordinance be adopted. Carried by unanimous vote.
NEW BUSINESS
COMMUNITY POLICING PROGRAM (302-1-3)
4. SUBJECT: An update to Council regarding civil injunction (gangs).
(Police)

TESTIMONY: Sergeant Lanny Roark made a presentation to
the Council and responded to questions. Councilman
Beauchamp read a statement expressing his concerns about
some of the actions reportedly being taken by the Police
Department.
ACTION: Accepted and filed.
Mayor Waters called National City Port Commissioner Jess Van Deventer
to come forward and make a report. Commissioner Van Deventer said he
wanted to inform the Council of some recent items of interest to National
City. First, the individual slated to refurbish the trolley car for the Art Plaza
project withdrew from consideration just three minutes before that item was
to be approved by the Port Commission; and the architect for the design of
Plaza also withdrew. Second, the Port has decided to loan $10 million to
the Convention Center to enclose the open sail area of the existing facility.
The money is to be paid back over a ten-year period. Third, the unsightly
building at 1440 Tidelands Avenue will be demolished by March 19th.

CITY COUNCIL
Vice Mayor Morrison inquired when the City would receive its portion of
the tobacco revenue and how much it might be. City Manager McCabe
indicated there will likely be a significant time delay before any money is
received, and the amount that the smaller cities will get is unknown but not
expected to be substantial.

Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Adjourned Regular City Council Meeting --February 11. 1999--at 3:00 p.m.-
-Council Chambers. Civic Center. Carried by unanimous vote.
The meeting closed at 7:12 p.m.
