ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Dalla, Danesh far, Desrochers, DiCerchio, Eiser, Kimble, McCabe, Morse, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Morrison, seconded by Beauchamp, the Minutes of the Regular Meeting of February 9. 1999. be approved. Carried by unanimous vote. MAYOR'S PRESENTATION PERSONNEL RECOGNITION/APPRECIATION ADMIN (604-2-1) Mayor Waters presented a certificate of appreciation and a lapel pin to Police Captain Craig A. Short for his twenty-five years of dedication and service. Captain Short thanked the City Council, said he was proud to work for the City and planned to stay for at least five more years. PRESENTATIONS NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Police Chief Skip DiCerchio introduce his new employees, Christopher Sullivan/Police Officer, Kenneth Kufahl/Police Officer, and Jason Burkett/Police Officer. Officers Sullivan, Kufahl, and Burkett stood and were recognized by those present. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR --Item No. 1 (Warrant Register No. 32), Item No. 2 (Claim for Damages), Item No. 3 (Amicus Curiae Brief), and Item No. 4 (Maytime Band Review). Motion by Inzunza, seconded by Soto, the Consent Calendar be approved. and the Claim for Damages be denied. Carried by unanimous vote. WARRANT REGISTER (202-1-13) 1. Warrant Register #32. Ratification of Demands in the amount of $498,188.64 (Warrant Nos. 153527 through 153658 inclusive excepting none / 1835--1849 inclusive). (Finance) ACTION: Approved. See above. CLAIMS (501-1-143) 2. SUBJECT: Claim for Damages: Oletta Johnson. (City Clerk) ACTION: Denied. See above. POLITICAL SUPPORT ADMIN (102-4-1) 3. SUBJECT: Consider joining the Amicus Curiae Brief to be filed on behalf of the City of Los Angeles in L.A. Alliance for Survival v. City of Los Angeles. (City Attorney) ACTION: Approved. See above. COMMUNITY PROMOTION (102-1-3) 4. SUBJECT: Request to enter antique fire engine in the Maytime Band Review. (Fire) ACTION: Approved. See above. NEW BUSINESS NATIONAL CITY COMMUNITY CENTER (1101-5-1) 5. SUBJECT: Use of the Community Building by Sweetwater High's Marine Corps Junior Reserve Officers Training Corps (MCJROTC) for a parent's potluck dinner, and waiver of fees. (Public Works) Book 81/Page 41 2/16/99 NATIONAL CITY COMMUNITY CENTER (continued) RECOMMENDATION: Staff requested Council decision on waiver of fees. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Beauchamp, ko approve the request. Carried by unanimous vote. PLANNED UNIT DEVELOPMENT REPORTS ADMIN (408-3-1) VARIANCES 1999 (409-1-27) 6. SUBJECT: Notice of Decision --Modification of a Planned Development Permit and a Zone Variance to convert an apartment complex recreation room into a dwelling unit without the required number of parking spaces at 924-926 "N" Ave. Case File Nos.: MI-PD-1974; Z-1998-4. (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission, and recommended that the Notice of Decision be filed. TESTIMONY: None. ACTION: Motion by lnzunza, seconded by Waters, the Notice of Decision be filed. Carried by the following vote, to - wit: Ayes: Beauchamp, lnzunza, Morrison, Soto. Nays: Waters. Abstain: None. Absent: None. CONDITIONAL USE PERMITS 1999 (403-14-1) 7. SUBJECT: Notice of Decision --Conditional Use Permit for a mortuary at 2200 Highland Avenue (Case File No. CUP-1998-9). (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission, and recommended that the Notice of Decision be filed. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, t e Notice of Decision be filed. Carried by unanimous vote. Book 81/Page 42 2/16/99 CITY MANAGER City Manager McCabe reported that there would not be a City Council meeting on March 2, 1999, due to the county -wide Special Election. CITY ATTORNEY --No Report OTHER STAFF --No Report MAYOR Mayor Waters read a letter of appreciation from the County for the use of the Community Building on January 21, 1999. CITY COUNCIL --No Report PUBLIC ORAL COMMUNICATIONS --None. Councilman Inzunza left the chamber at 3:56 p.m. ADJOURNMENT Motion by Soto, seconded by Beauchamp, the meeting be adjourned to the Next Regular City Council Meeting --February 23, 1999--at 6:00 p.m. -- Council Chambers. Civic Center. Carried by unanimous vote. Absent: Inzunza.
