ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Dalla, DiCerchio, Desrochers, Eiser, Kimble, Kossyta, McCabe, Morse, Myers, Post, Trees, Williams. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of March 23. 1999. be approved. Carried by unanimous vote. MAYOR'S PRESENTATION PERSONNEL RECOGNITION/APPRECIATION ADMIN (604-2-1) City Employee. Rigoberto Chavez, Park Caretaker, Parks & Recreation Department, was presented a certificate of appreciation for offering his assistance to a blind citizen. PUBLIC HEARING VARIANCES 1999 (409-1-27) 1. Public Hearing --Modification of a zone variance to delete a Condition of Approval requiring a trash enclosure at St. Anthony's Church, 1816 Harding Avenue. Case File No.: M1-Z-1997-2. (Planning) NOTE: Notice of Public Hearing and Proof of Publication are on file in the Office of the City Clerk. r Book 81/Page 78 4/6/99 PUBLIC HEARING VARIANCES 1999 (continued) RECOMMENDATION: Staff concurred with the recommendation of the Planning Commission for approval of the request. TESTIMONY: Rev. William Lawson, Pastor, St. Anthony's Church, spoke in favor. Alfonso Hernandez, 2132 Euclid Ave., representing St. Anthony's, spoke in favor. ACTION: Motion by Morrison to deny request. Motion died for lack of a second. General discussion ensued. Motion by Waters, seconded by Inzunza, to approve the modification request for a two-year trial period. and come back at that time after staff review. Carried by the following vote, to -wit: Ayes: Inzunza, Soto, Waters. Nays: Beauchamp, Morrison. Absent: None. Abstain: None. CONSENT CALENDAR ADOPTION OF' CONSENT CALENDAR--ltem Nos. 2 through 5 (Resolution Nos. 99-34, 99-35, 99-36, 99-37), Item No. 6 (Recommendation on ADA Revenue Allocation Funding), and Item No. 7 (Street Tree Committee Minutes). Motion by Beauchamp, seconded by Morrison, item Nos. 2 and 7 be pulled, and the remainder of the Consent Calendar be approved. Carried by unanimous vote. CONTRACT (C99-11) CIVIC CENTER/MAINT & REPAIR/ ADMIN (1101-2-1) 2. Resolution No. 99-34. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH BLAYLOCK ENGINEERING GROUP FOR A SEISMIC EVALUATION OF THE CIVIC CENTER BUILDING." (Building & Safety) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. (Engineering) ACTION: Adopted. See above. CONTRACT (C97-12) 6. SUBJECT: Recommendation on American's with Disabilities Act-- ADA Revenue Allocation Funding. (National City Transit) ACTION: Approved. TESTIMONY: Pat Barajas, 375 "J" Street, Chula Vista, asked for two trees, instead of one, at 1902 "N" Avenue. ACTION: Motion by lnzunza, seconded by Beauchamp, t4 approve the Street Tree Committee Minutes. and allow two trees as requested, subject to staff review and approval. Carried by unanimous vote. NON CONSENT RESOLUTIONS CONTRACT (C99-12) POLICE COMPUTER DISPATCH SYSTEM ADMIN (302-3-2) 8. Resolution No. 99-38. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND TRITECH SOFTWARE SYSTEMS FOR A COMPUTER AIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM FOR TITE POLICE DEPARTMENT." (Police) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, adopt Resolution No. 99-38. Carried by unanimous vote. CONTRACT (C99-13) 9. Resolution No. 99-39. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A FRANCHISE AGREEMENT WITH METRICOM, INC. TO INSTALL POLICE POLETOP RADIO TRANSCEIVERS IN TIIE CITY'S PUBLIC RIGHT-OF-WAY." (Engineering) RECOMMENDATION: Staff recommended approval. TESTIMONY: Darel Daugherty, 302 State Pl., Escondido, spoke in support of the agreement and answered questions. Book 81/Page 81 4/6/99 CONTRACT (continued) ACTION: Motion by Inzunza, seconded by Beauchamp, to adopt Resolution No. 99-39. Carried by unanimous vote. NEW BUSINESS CONTRACT (97-21) 10. SUBJECT: Legislative Advocacy Services --Approval of Request for Proposals. (City Manager) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Beauchamp, seconded by Morrison, to gpprove the request. Carried by unanimous vote. TEMPORARY USE PERMITS 1999 (203-1-15) 11. SUBJECT: Temporary Use Permit-Maytime Band Review Corporation. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval, including the request for a waiver of the $345.00 processing fee. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, IQ approve staffs recommendation. Carried by unanimous vote. CITY MANAGER --No Report CITY ATTORNEY --No Report OTHER STAFF --No Report MAYOR Mayor Waters reported on the status of one of the homeless people frequently seen in the city; provided an update on the rail car project; and listed numerous improvements completed in the Port area of National City. Book 81/Page 82 4/6/99 CITY COUNCIL Councilman Beauchamp: Reconsideration of City of National City's position on Coronado Bridge tolls. Note: This item was not on the printed agenda. It was inadvertently omitted during the agenda preparation process. RECOMMENDATION: Councilman Beauchamp recommended that the City Council reconsider its previous support for eliminating the toll on the Coronado Bridge. TESTIMONY: None. ACTION: No action was taken. Councilman Beauchamp reported on the status of the Desert Line Railroad including the availability of the concession for the portion of the line in Mexico, and on the proposed dinner train along the bay front areas of National City, Chula Vista and imperial Beach. Vice Mayor Morrison recommended that National City have a representative present at the League of Cities, San Diego Division dinner in San Diego on April l4th; and informed the Council that the preliminary State Regional Transportation Project Plan lists the expansion of 1-5 through National City as the number one project in the region.
