MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
APRIL 27, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 6:03 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Eiser, Matienzo, McCabe, Morse,
Myers, Post, Short, Trees, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Beauchamp.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of April 20, 1999, be approved. Carried by unanimous vote.
PRESENTATION
SANDAG/CENSUS DATA CENTER (105-3-10)
Census 2000 Complete Count --Rosalie Zarate. This item was withdrawn.
INTERVIEWS AND APPOINTMENTS
BUILDING ADVISORY & APPEALS BOARD ADMIN (101-10-1)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison.
Vice Mayor Morrison announced that Mayor Waters has recommended that
Mr. John M. Georgino be appointed to serve on the Building Advisory &
Appeals Board, for a term expiring February 28, 2003.

ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
Mayor's recommendation. Carried by unanimous vote.
City Clerk Dalla administered the oath of office to Mr. Georgino.
Vice Mayor Morrison returned control of the meeting to Mayor Waters.

ADOPTION OF CONSENT CALENDAR --Item Nos. 1 through 9
(Resolution Nos. 99-52, 99-53, 99-54, 99-55, 99-56, 99-57, 99-58, 99-59,
99-60), Item Nos. 10 and 11 (Warrant Register Nos. 39 and 40), and Item
Nos. 12 and 13 (Claims for Damages). Motion by Morrison, seconded by
Beauchamp, the Consent Calendar be approved. and the Claims for
Damages be denied. Carried by unanimous vote.

NON CONSENT RESOLUTION (continued)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: Paula Forbis, 1717 Kettner Blvd., Suite 100,
San Diego, appeared on behalf of the Environmental Health
Coalition and spoke in favor of the Resolution.
Dora Luz Hernandez, 1925 Via Las Palmas 1443, appeared on
behalf of the Environmental Health Coalition and spoke in
favor of the Resolution.
City Clerk Dalla informed the Council that Ms. Ann Clark,
President of the San Diego County League of Woman Voters,
called to say that she was unable to attend the meeting but
wanted to go on record as supporting the Resolution.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
delete the number "3" from the first three points in the
Resolution. direct Councilman Inzunza to negotiate a suitable
structure for the Board membership, and adopt Resolution No.
99-61. Carried by unanimous vote.
ORDINANCE FOR INTRODUCTION
Motion by Inzunza, seconded by Morrison, the Ordinance be introduced
by title only. Carried by the following vote, to -wit: Ayes: Inzunza,
Morrison, Soto, Waters. Nays: None. Absent: None. Abstain: Beauchamp.
Note: Councilman Beauchamp abstained due to the fact that he owns
property in the area.
MUNICIPAL CODE 1999 (506-2-14)
15. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AMENDING SECTION 11.16.010.0 (SPEED
ZONES DESIGNATED) OF THE NATIONAL CITY MUNICIPAL
CODE ESTABLISHING A NEW SPEED ZONE ON 'N' AVENUE
FROM 18TH STREET TO 24TH STREET." (Engineering)

OLD BUSINESS
LAW ENFORCEMENT ADM IN (302-2-1)
16. SUBJECT: Letter to General Manager and members of the
Qualcomm Stadium Authority. (City Manager)
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: Several modifications were discussed. No action
was taken. The letter will be redrafted to incorporate the
suggested changes.

MAYOR
Mayor Waters reported that the rail car contract has been signed and the car
will be loaded for shipment to the restoration site. Mayor Waters also
updated the Council on the Plaza structure project where the rail car will be
displayed.
CITY COUNCIL
Vice Mayor Morrison reported that, under the Federal Congestion
Mitigation and Air Quality (CEMAQ) Program which was finalized by
SANDAG, $885,000 will be used to construct the bike path bridge across
the Sweetwater River; the list of planned transportation projects for the next
twenty years has been sent to the State and includes, as the number one
priority, the widening of 1-5 in National City. Vice Mayor Morrison also
reported on the Household Hazardous Waste program and discussions with
the County on the disposition of the proceeds from the sale of the trash
system.

STREET SWEEPING REGS/POLICY/ADMIN (903-3-5)
17. SUBJECT: Parking Enforcement. (Councilman Soto)
• To review basic policies regarding the no parking ordinance for
"Street Sweeping".
• To review the "Law Enforcement" vs. "Revenue Generating
Goal" for the program.
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: There was lengthy discussion on the apparent
problems and confusion caused by the signs posted for street
sweeping; safety issues; and reconciling the spirit of the law /
letter of the law in enforcement practices. Suggestions were
made to modify the signs by eliminating the "street sweeping"
verbiage and/or to add "time limits strictly enforced" to the
bottom of the signs. Public Works Director Curt Williams was
requested to look into the options and come back with more
information.

Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Next Regular City Council Meeting --May 4, I999--at 3:00 p.m --Council
Chambers, Civic Center. Carried by unanimous vote.
