MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
MAY11,1999
The Regular Meeting of the City Council of the City of National City was called
to order at 6:01 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, Matienzo,
McCabe, Morse, Myers, Post, Trees, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager Toni G.
McCabe, followed by the invocation by Councilman Beauchamp.
APPROVAL OF' MINUTES
Approval of the Minutes of the Regular Meeting of May 4, 1999, was held over
for one week.
PRESENTATIONS
FIRE DEPARTMENT ADMIN (305-1-1)
Firc Department Presentation: Fire Chief Randy Kimble made a presentation to
the City Council on a proposal to upgrade and enhance the National City
Emergency Medical Services (EMS) Delivery System that will be considered
during the upcoming budget deliberations.
SANDAG/CENSUS DATA CENTER (105-3-10)
Census 2000 Complete Count --Rosalie Zarate. Rosalie Zaratc, 1730 E. 12th
Street, emphasized to the City Council the importance of an accurate count in the
upcoming census and requested consideration be given at budget time to
appropriating $10,000 to get information out to the public. Carmen Lopez,

Partnership Specialist from the Bureau of the Census, 395 5th Avenue, Chula
Vista, reviewed the plans that are under way and the financial importance to the
City in achieving an accurate census count.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by lnzunza, the Proclamations be read in their
entirety, provided there is someone present to accept them. Carried by unanimous
vote.
The Proclamation proclaiming May 12, 1999, to be "PEACE OFFICERS'
MEMORIAL DAY," was read in its entirety by Mayor Waters and presented to
Sergeant Lanny Roark.
The Proclamation proclaiming May 16-22, 1999, to be "NATIONAL PUBLIC
WORKS WEEK," was read in its entirety by Mayor Watcrs and presented to
City Engineer Burt Myers.
The Proclamation proclaiming May 16-22, 1999, to be "EMERGENCY
MEDICAL SERVICES AND CPR WEEK," was read in its entirety by Mayor
Waters and presented to Firefighter Bob Madena.
Mayor Waters called forward Mrs. Louise Ataway, 2115 E. 5th St. Mrs. Ataway.
explained the efforts under way by National City residents to assist the victims of
the devastating tornadoes that occurred in Oklahoma. Janice Martinelli, 926 A
Ave., provided additional details; requested support for donations of non-
perishable goods, nails, hammers and shovels; and asked for volunteers to assist in
the relief effort.
INTERVIEWS AND APPOINTMENTS
HOUSING & COMMUNITY DEV COMM (101-12-1)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison. Vice
Mayor Morrison announced that Mayor Waters has recommended that Ms. Alda
Wcst be reappointed to serve on the Housing & Community Development
Committee, for a term expiring April 28, 2001.

ACTION: Motion by Inzunza, scconded by Waters, in favor of the
Mayor's recommendation. Four -fifths vote required. Motion withdrawn.
No action taken.
Vice Mayor Morrison returned control of the meeting to Mayor Waters.
NON CONSENT RESOLUTION
FINANCE --CREDIT CARD ADMIN (204-5-1)
1. Resolution No. 99-65. A "RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY AUTHORIZING TIIE FINANCE
DIRECTOR TO OPEN A CITY CREDIT CARD ACCOUNT WITII
BANK OF AMERICA." (Finance)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Morrison, scconded by Inzunza, to adopt
Resolution No. 99-65, and to look at other possible opportunities to
save money by using the credit card. Carried by unanimous vote.
MUNICIPAL CODE 1999 (506-2-14)
2. Resolution No. 99-66. A "RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY SCHEDULING A PUBLIC HEARING
TO CONSIDER ADOPTION BY REFERENCE OF VARIOUS UNIFORM
CODES PERTAINING TO CONSTRUCTION AND MAINTENANCE OF
STRUCTURES AND TO FIRE PREVENTION." (Building & Safety)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to adopt
Resolution No. 99-66. Carried by unanimous vote.

POLITICAL SUPPORT ADMIN (102-4-1)
12. SUBJECT: Legislative Advocacy Services. (City Manager)
RECOMMENDATION: Staff recommended that Council direct the
Committee to re -advertise the RFP to a somewhat larger group than the
original seven and see if that causes the proposer pool to change.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Morrison, to
terminate the existing agreement, but with the understanding that the
Wilson Group be included in the RFP process. Carried by unanimous
vote.
AUDIT/FINANCIAL REPORT FY 97-98 (208-1-12)
13. SUBJECT: Year -End Audit Reports for Fiscal Year Ended June 30, 1997.
(Finance)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: Mr. Calderon of Calderon, Jaham & Osborn,
addressed the Council and answered questions.

ACTION: Motion by Inzunza, seconded by Morrison, to accept the
reports and direct staff to implement the corrective actions. Carried
by unanimous vote.
AUDIT/FINANCIAL REPORT FY 98-99(208-1-13)
14. SUBJECT: Year -End Audit Reports for Fiscal Year Ended June 30, 1998.

RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to accept the
reports and direct staff to implement the corrective actions. Carried
by unanimous vote.

15. SUBJECT: Refuse Rate Recommendation for FY-00. (Public Works)
RECOMMENDATION: Staff recommended that: a) the refuse fund
amount be set at $150,000 for FY-00; b) that the contractor's offer to
transition to blue carts for Automated Curbside in the 1 December time
frame at a cost of about $15,000 for FY-00 be approved; c) that in the
interest of keeping trash rates the same, the contractor's offer to forgo the
CPI increase to which he is entitled by the contract be accepted; d) that the
City delay the 1% franchise fee increase (to 9%) for the same reason, and;
e) that the rates for all of EDCO services to the City remain at the current
level, (i.e., established by Resolution 97-68) without an increase for FY-00.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to approve staff's
recommendation, and accept Edco's proposal including recycling.,
CPI, and franchise fee. Carried by unanimous vote.
TEMPORARY USE PERMIT 1999 (203-1-15)

16. SUBJECT: Temporary Use Permit --National City Lions Club Annual 4th
of July Independence Day celebration. (Building & Safety)
RECOMMENDATION: Staff recommended approval, subject to
compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Soto, to approve,
with staff bringing hack information on broadcast plan. Carried by
unanimous vote.

MAYOR
Mayor Waters expressed concern about the consequences of terminating the
agreement with the City's lobbyist at a time when the City needs help to secure
funding from the State for a new fire station.
Councilman lnzunza left the Council meeting at 7:26 p.m.
CITY COUNCIL
Vice Mayor Morrison informed the Council that he would be traveling to
Sacramento with the Chamber of Commerce to visit with legislative
representatives and CALTRANS officials.
PUBLIC ORAL COMMUNICATIONS --None.
ADJOURNMENT
Motion by Morrison, seconded by Soto, the meeting be adjourned to the Next
Regular City Council Meeting --May 18, 1999--at 3:00 p.m. --Council Chambers,
Civic Center. Carried by unanimous vote.
