ROLL CALL Councilmembers present: Inzunza, Morrison, Soto, Waters. Councilmembers absent: Beauchamp. Administrative officials present: Dalla, Eiser, McCabe, Morse, Myers, Post, Short, Trees, Williams. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Morrison. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of May 11, 1999, and the Minutes of the Regular Meeting of Mav 18, 1999, be approved. Carried by unanimous vote. Absent: Beauchamp. PRESENTATION SCHOOL ADMIN (704-1-1) Report from the County of San Diego on a Potential Joint -Use Facility. County Supervisor Greg Cox and Assistant Superintendent for Plans and Facilities Andy Campbell, from the Sweetwater Union High School District. unveiled plans to build a new joint -use library on the campus of Granger Junior High School. The $1.5 million facility is intended to replace the small County library in Lincoln Acres with a larger facility that will also F Book 81/Page 141 5/25/99 SCHOOL ADMIN (continued) serve students and residents from the surrounding area. Funding has already been approved and will not require any participation from the City. Supervisor Cox also updated the Council on issues involving the Duck Pond Landfill. INTERVIEWS AND APPOINTMENTS HOUSING AND COMMUNITY DEV COMM ADMIN (101-12-1) Mayor Waters turned control of the meeting over to Vice Mayor Morrison. Vice Mayor Morrison announced that Mayor Waters had recommended that Mr. Richard Hubbard be appointed to serve on the Housing and Community Development Commission, for a term ending on April 28, 2001. ACTION: Motion by Inzunza, seconded by Soto, in favor of Mayor's recommendation. Carried by unanimous vote. Absent: Beauchamp. HOUSING AND COMMUNITY DEV COMM ADMIN (101-12-1) Vice Mayor Morrison announced that Mayor Waters had recommended that Ms. Georgia Guarano be reappointed to serve on the Housing and Community Development Commission, for a term ending on April 28, 2001. ACTION: Motion by Inzunza, seconded by Waters, in favor of Mayor's recommendation. Carried by unanimous vote. Absent: Beauchamp. City Clerk Dalla administered the oath of office to Mrs. Guarano. Vice Mayor Morrison returned control of the meeting to Mayor Waters. BOARDS AND COMMISSIONS ADMIN (101-1-1) Mr. Aurelio (Relly) Mendoza, 4132 Calmoor Street, appeared for an interview and expressed his interest in serving on the Housing and Community Development Committee. Book 81/Page 142 5/25/99 BOARDS AND COMMISSIONS ADMIN (101-1-1) Mr. Marc Deguzman, 630 Indego Canyon Rd., Chula Vista, appeared for an interview and expressed interest in serving on the Housing & Community Development Committee. Mr. DeGuzman was advised that he would need to be a resident of National City to serve on all Boards and Commissions except the Advisory & Appeals Board. Mr. Deguzman expressed his interest in serving on the Advisory & Appeals Board and outlined his background and qualifications. PUBLIC HEARING MUNICIPAL CODE 1999 (506-2-14) 1. Public Hearing —Consideration of adoption of'various California and Uniform Codes relating to construction and maintenance of structures by reference. (Building & Safety) NOTE: Notice of Public Hearing and Proof of Publication are on file in the Office of the City Clerk. RECOMMENDATION: Staff recommended that the City Council conduct a public hearing and, if appropriate, adopt the ordinances. TESTIMONY: None. ACTION: The hearing was closed. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR —Item Nos. 2 through 10 (Resolution No. 99-68, 99-69, 99-70, 99-71, 99-72, 99-73, 99-74, 99-75, 99-76), and Item No. 11 (Warrant Register No. 45). Motion by Morrison, seconded by Inzunza, the Consent Calendar be approved. Carried by unanimous vote. Absent: Beauchamp. DEED (D99-9) CITY ACQUISITION / PROPERTY ADMIN (1001-1-6) 2. Resolution No. 99-68. (City Manager) ACTION: Motion by Morrison, seconded by Inzunza, to recess on Tuesday, June 22, June 29, and July 6, 1999. Carried by unanimous vote. Absent: Beauchamp. BUDGET FY 98-99 (206-1-14) 22. SUBJECT: Scheduling Finance Committee Review of the 1999-00 Annual Budget. (City Manager) ACTION: Motion by lnzunza, seconded by Morrison, to approve Thursday, June 17, 1999, at 9:00 a.m., for budget hearings. Carried by unanimous vote. Absent: Beauchamp. CLAIMS (501-1-142) 23. SUBJECT: Requested relief from sewer billing by Hocking. (Public Works) RECOMMENDATION: None. TESTIMONY: None. ACTION: City Attorney Eiser reported that the issue is the subject of pending litigation, and recommended that it be considered in Closed Session at the June 1, 1999, Council Meeting. Motion by Inzunza, seconded by Morrison, to approve. Carried by unanimous vote. Absent: Beauchamp. CITY MANAGER --No Report CITY ATTORNEY --No Report OTHER STAFF --No Report MAYOR Mayor Waters reminded everyone that the historic rail car would be loaded on a truck and sent off for restoration on Thursday, May 27th, at 10 a.m. Mayor Waters also reported on his meeting with the Governor and the President of Mexico, and on the recent meeting at the Boys & Girls Club. Book 81 /Page 151 5/25/99 CITY COUNCIL Vice Mayor Morrison announced that the Trolley Board has decided to give citations to people who fail to pay the fare. Vice Mayor Morrison requested that Mayor Waters provide a copy of the Year 2000 Compliance Report from the Sweetwater Authority Report. Councilman Soto announced that May is Asian Pacific Islander Heritage Month as approved by Congress and invited everyone to a big celebration in Balboa Park on Sunday, May 30. Councilman Soto provided some demographic information on the Asian Pacific islander population in the lJnited States and San Diego and stressed the importance of being educated about and getting to know other cultures. PUBLIC ORAL COMMUNICATIONS —None. CLOSED SESSION Conference with Labor Negotiators —Government Code Section 54957.6. Agency Designated Representatives: Dan Cassidy, Roger DeFratis. Employee Organization: Police Officers' Association. ACTION: Motion by Morrison, seconded by Inzunza, to go into Closed Session. Carried by unanimous vote. Absent: Beauchamp. Councilmembers left the Council Chambers at 7:28 p.rn. ADJOURNMENT The meeting was adjourned to the Next Regular City Council Meeting -- June 1, 1999--at 3:00 p.m. --Council Charbers, Civic Center.
