HomeMy WebLinkAbout1999 07-13 CC MINBook 81/Page 185 7/13/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA JULY 13, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 6:01 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Campbell, Dalla, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Morse, Myers, Post, Ruiz, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the tlag led by City Manager Tom G. McCabe, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of June 15, 1999, and the Minutes of the Adjourned Regular Meeting of June 17, 1999, be approved. Carried by unanimous vote. INTERVIEWS AND APPOINTMENTS HOUSING AND COMMUNITY DEV COMM ADMIN (101-12-1) Mayor Waters turned control of the meeting over to Vice Mayor Morrison. Vice Mayor Morrison stated that Mayor Waters recommended that Mr. Bing Bersamina, be appointed to serve on the Housing & Community Development Committee, for a term ending April 28, 2001. ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of Mayor's recommendation. Carried by unanimous vote. City Clerk Dalla administered the oath of office to Mr. Bersamina. Book 81/Page 186 7/13/99 Vice Mayor Morrison returned control of the meeting to Mayor Waters. Mayor Waters then deviated from the agenda and brought forward the Closed Sessions. Councilmembers left the Council Chambers at 6:10 p.m. Councilmembers returned at 7:21 p.m. All members were present. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR —Item Nos. 1 through 10 (Resolution No. 99-88, 99-89, 99-90, 99-91, 99-92, 99-93, 99-94, 99-95, 99-96, 99-97), and Item Nos. 11 and 14 (Warrant Register Nos. 49, 50, 51, and 52). A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH THE SAN DIEGO Book 81/Page 190 7/13/99 NON CONSENT RESOLUTIONS (continued) CHAMBER ORCHESTRA FOR A MUSICAL PROGRAM TO BE HELD AT PEPPER PARK." (Parks & Recreation) RECOMMENDATION: Staff recommended approval. TESTIMONY: Geoffrey Brooks, 2010 Encinitas Blvd., Encinitas, representing the San Diego Chamber Orchestra, explained the various program options and answered questions. ACTION: Motion by Inzunza, seconded by Beauchamp, to adopt Resolution No. 99-98, with the added Mariachi component. Carried by unanimous vote. ORDINANCES FOR ADOPTION Motion by lnzunza, seconded by Waters, the Ordinance be adopted by title only. Carried by unanimous vote. MUNICIPAL CODE (506-2-14) 16. Ordinance No. 99-2166. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING SEWER SERVICE FEES FOR FISCAL YEAR 00, FISCAL YEAR 01 AND FISCAL YEAR 02." (Public Works) RECOMMENDATION: Staff recommended that Council adopt the Ordinance. TESTIMONY: None. ACTION: Motion by lnzunza, seconded by Waters, to adopt Ordinance No. 99-2166. Carried by unanimous vote. OLD BUSINESS EL TOYON PARK ADMIN (702-6-1) 17. SUBJECT: Report on park security. (Parks & Recreation) RECOMMENDATION: Staff recommended to implement entire program on a one-year trial basis. TESTIMONY: None. SUBJECT: Report on park security for athletic leagues. (Parks & Recreation) RECOMMENDATION: None. TESTIMONY: None. ACTION: No action taken. NEW BUSINESS TEMPORARY USE PERMIT (203-1-15) 19. SUBJECT: Temporary Use Permit --National City Chamber of Commerce Taste of National City. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval, including the request for a waiver of the fees. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, to approve staffs recommendation. Carried by unanimous vote. TEMPORARY USE PERMIT (203-1-15) 20. SUBJECT: Temporary Use Permit --Clothing International, Inc./d.b.a. Mario's Family Clothing. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, to approve staffs recommendation. Carried by unanimous vote. Book 81/Page 192 7/13/99 CITY MANAGER --No Report CITY ATTORNEY --No Report OTHER STAFF --No Report MAYOR Mayor Waters read a letter he sent to the Governor, State Representatives and County Mayors on behalf of Sweetwater Authority. The letter urged $700,000 in funding by the California Department of Transportation (CALTRANS) for a monitoring study of the wind-borne effects of traffic from SR 125 on the drinking water supply of the Sweetwater watershed. CITY COUNCIL Vice Mayor Morrison announced that he has been appointed to the High Speed Rail Task Force. Vice Mayor Morrison reminded Council that the Assistant Director for CALTRANS ‘vill be the speaker at the Chamber of Commerce breakfast on July 21st. COMMUNITY PROMOTION (102-1-3) 21. Production of "National City TV Commercial." (Councilman Soto) Councilman Soto expressed his concern about the importance of improving the image of the City. Mr. Soto recommended that the City commission a 30-second commercial to promote the positive aspects of the community and said he had an offer of free airtime for its broadcast during the month of August. Edith Hughes, Executive Director of the Chamber of Commerce, 711 "A" Avenue, expressed the willingness of the Chamber to cooperate and offered use of the promotional video previously produced by the Chamber and City. N.C. TRANSIT PARATRANSIT PLAN (TDA FUNDS) (805-1-4) POLITICAL SUPPORT ADMIN (102-4-1) 22. Metro Transit Systems Third Quarter Performance Report. (Councilman Beauchamp) Councilman Beauchamp introduced Mr. Noe Valdez from McDonald Transit, the operators of National City Transit, and praised their Book 81/Page 193 7/13/99 N.C. TRANSIT PARATRANSIT PLAN (continued) performance as reflected by the very favorable operating statistics from the third quarter performance report. Councilman Beauchamp alerted the Council to some very ominous legislation introduced in Sacramento that would redistribute the Transportation Development Act (TDA) funds in a manner detrimental to National City. Noe Valdez, representing National City Transit, 522 W. 8th Street, commented on the highlights of the favorable operating report and urged opposition to SB 664 which would be very detrimental to transit service in National City. PUBLIC ORAL COMMUNICATIONS Juanita Penney, 2131 E. 1st Street, thanked the City Council for their action to improve park security. Rita Heuss, 2121 E. 4th Street, thanked the City Council, on behalf of herself and her neighborhood, for the new park security.
