MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF' NATIONAL CITY,
CALIFORNIA
JULY 27, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 6:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Desrochers, Eiser, Hodges,
McCabe, Morse, Myers, Ruiz.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of July 20, 1999, be approved. Carried by unanimous vote.
INTERVIEWS AND APPOINTMENTS
BOARDS AND COMMISSIONS (101-1-1)
Alejandra Refugio Sotelo, 1215 Coolidge Avenue, - appeared for an
interview and expressed an interest in serving.
LIBRARY BOARD OF TRUSTEES ADMIN (101-3-1)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison.
Mr. Morrison announced that Mayor Waters had recommended that
Ms. Maureen Wisener be appointed to serve on the Library Board of
Trustees, for a term ending June 30, 2002. It was clarified that, if
appointed, Ms Wisener would vacate her position on the Traffic Safety
Committee.

ACTION: Motion by Inzunza, seconded by Soto, in favor of
Mayor's recommendation. Carried by unanimous vote.
HOUSING AND COMMUNITY DEV COMM ADMIN (101-12-1)
Vice Mayor Morrison announced that Mayor Waters had recommended that
Mr. Aurelio Mendoza be appointed to serve on the FIousing and Community
Development Commission Committee, for a term ending April 28, 2001.
ACTION: Motion by Inzunza, seconded by Soto, in favor of
Mayor's recommendation. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR —item Nos. 1 and 2
(Resolution No. 99-105, 99-106), Item No. 3 (Warrant Register No. 02), and
Item No. 4 (Street Tree Committee Minutes). Motion by Inzunza, seconded
by Morrison, the Consent Calendar be approved. Carried by unanimous
vote.
CONTRACT (C99-21)
PARADISE CREEK EDUCATIONAL PARK (702-10-1)
1. Resolution No. 99-105. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN AGREEMENT WITH
SCI-IMIDT DESIGN GROUP TO DEVELOP THE PARADISE
CREEK EDUCATION PARK ENHANCEMENT PLAN." (Parks &
Recreation)
ACTION: Adopted. See above.
CONTRACT (C98-23)
2. Resolution No. 99-106. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE
WORK AND AUTHORIZING THE FILING OF THE NOTICE

CITY MANAGER —No Report

MAYOR
Mayor Waters reported that the Cuyamaca Meat site has been acquired and
the money deposited with the court. Mayor Waters informed the Council
that his recent letter on the 125 freeway has resulted in an invitation for him
to testify on the matter.
CITY COUNCIL
Vice Mayor Morrison said that the identification signs for interstate
highway 5 are still in need of replacement by CALTRANS. Vice Mayor
Morrison also reminded everyone that Christmas in July and Auto Heritage
Days would be held on the weekend of July 31 and August 1, 1999.

CITY COUNCIL (continued)
Councilman Soto reported on his recent trip on a Navy submarine and an
invitation by the Navy to accommodate other Councilmembers who would
like to participate in the future.
PUBLIC ORAL COMMUNICATIONS
Ted Godshalk, 2143 Cleveland Avenue, gave a progress report on the
Paradise Creek Educational Park.
Mayor Water called a recess at 6:24 p.m.
The meeting reconvened at 6:26 p.m.
CLOSED SESSIONS
Conference with Legal Counsel - Anticipated Litigation
initiation of Litigation pursuant to subdivision (c) of Section 54956.9

ACTION: Request withdrawn. Closed Session not held on

Councilmembers left the Chambers at 6:27 p.m.
ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting —
August 3, 1999—at 3:00 p.m. —Council Chambers, Civic Center.
