HomeMy WebLinkAbout1999 08-03 CC MINBook 81/Page 207 8/3/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUGUST3, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 3:06 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Inzunza, Morrison, Soto, Waters. Councilmembers absent: Beauchamp Administrative officials present: Dalla, Desrochers, DiCerchio, Hodges, I-Iradecky, Matienzo, McCabe, Myers, Post. Mayor Waters stated that Councilman Beauchamp was excused from the meeting. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Morrison. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of July 27, 1999, be approved. Carried by unanimous vote. Absent: Beauchamp. MAYOR'S PRESENTATION BOYS & GIRLS CLUB ADMIN (109-5-1) Scott Alevy, Pacific Bell. Presentation to the Mayor. Scott Alevy, representing Pacific Bell, explained the lnclusionary Program at the National City Boys & Girls Club and showed a video. Mr. Alevy then presented a $2,500 check from Pacific Bell to the Boys & Girls Club to help with the Inclusionary Program and pledged continued annual support 1 Book 81/Page 208 8/3/99 MAYOR'S PRESENTATION (continued) for the program. Mayor Waters presented Mr. Alevy with a City pin in recognition of the job he is doing on behalf of the community. PROCLAMATION (102-2-1) Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety. Carried by unanimous vote. The Proclamation proclaiming September 20-24, 1999, to be "LAWSUIT ABUSE AWARENESS WEEK," was read in its entirety by Mayor Waters, and presented it to Andy Kotner, Executive Director of Citizens Against Lawsuit Abuse. PUBLIC HEARING COMM DEV / LANDSCAPE DIST NO. 1 (MILE OF CARS) (406-2-8) 1. Public 1-learing regarding levy of assessments for costs of maintenance —Landscape Maintenance District No. 1 (LMD)—"Mile of Cars." (Community Development Commission) Note: Notice of Public Hearing and Proof of Publication are on file in the Office of the Community Development Commission. RECOMMENDATION: Hold the hearing and accept public testimony. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Waters, to close the hearing. Carried by unanirous vote. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR —Item Nos. 2 through 15 (Resolution No. 99-107, 99-108, 99-109, 99-110, 99-1 1 1, 99-112, 99-113, 99-114, 99-115, 99-116, 99-117, 99-118, 99-119, 99-120), Item Nos. 16 and 17 (Warrant Register Nos. 03 and 04), and Item No. 18 (Consolidated Cash and Investment Report). A "RESOLUTION OF THE CITY COUNCIL OF -I HE CITY OF NATIONAL CITY CONFIRMING THE DIAGRAM AND ASSESSMENT AND PROVIDING FOR THE LEVY OF THE ANNUAL ASSESSMENT IN A SPECIAL MAINTENANCE DISTRICT." ACTION: Motion by Inzunza, seconded by Morrison, to adopt Resolution No. 99-121. Carried by unanimous vote. NEW BUSINESS COMMUNITY CENTER PACNC ADMIN (109-7-1) 20. SUBJECT: Report on the annual review of the Maintenance and Operating Agreement with PACNC as operator of a Community Services Center. (City Manager) RECOMMENDATION: None. TESTIMONY: None. ACTION: It was the consensus of the Council that a) Mayor Waters contact Mr. Ungab to initiate the resolution of reporting deficiencies and future compliance with City requirements; b) the emphasis not be to hold them responsible for the past but to talk about the future; and c) if no efforts are made to meet with the City by September, the matter is to be placed back on the Agenda. CITY MANAGER —No Report CITY ATTORNEY —No Report OTHER STAFF —No Report MAYOR Mayor Waters expressed concern that there has not been any publicity about the Concert in the Park on August 29th and asked staff to look into it. Mayor Waters updated the Council on the fire damage and status of the old Santa Fe Depot. Book 81/Page 215 8/3/99 CITY COUNCIL Vice Mayor Morrison commented on the two successful community events that took place over the weekend: Christmas in July and Auto Heritage Days. PUBLIC ORAL COMMUNICATIONS Mel Chiong, 1650 Tarleton Street, Spring Valley, expressed his concerns and views on the operation of the PACNC facility. Mike Williams, 1844 E. Ave., #D, expressed his displeasure about the way the Stein Farm was being run. Mary Pontecorvo, 1844 E. Ave., #A, told the Council she loves the Stein Farm but is worried about the animals and the condition of the farm. Fabian Munoz, 1933 E. Ave., 42, spoke in support of Mr. Williams and said the Stein Farm caretaker is not doing a good job. ADJOURNMENT Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the Next Regular City Council Meeting —August 10, 1999—at 6:00 p.m. — Council Chambers, Civic Center.
