ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Campbell, Dalla, Desrochers, DiCerchio, Eiser, I -lodges, Kimble, McCabe, Morse, Myers, Post, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Morrison. APPROVAL OF MINUTES Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of August 3, 1999, be approved. Carried by unanimous vote. PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that City Engineer Burt Myers introduce his new employee, Abraham Folk / Civil Engineering Technician. Mr. Folk stood and was recognized by those present. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR —Item Nos. 1 through 3 (Resolution No. 99-122, 99-123, and 99-124), Item Nos. 4 and 5 (Warrant Register Nos. 05 and 06), and Item Nos. 6, 7, and 8 (Claims for Damages). Motion by Inzunza, seconded by Beauchamp, Item No. 1 be pulled, the remainder of the Consent Calendar be approved, and the Claims for Damages be denied. Carried by unanimous vote. Book 81/Page 218 8/17/99 DONATION OF EQUIPMENT (209-1-3) I. Resolution No. 99-122. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE DONATION OF OBSOLETE EQUIPMENT TO THE TECATE FIRE DEPARTMENT." (Purchasing) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Beauchamp, seconded by Morrison, to adopt Resolution No. 99-122. Carried by unanimous vote. CONTRACT (C99-28) 2. Resolution No. 99-123. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE LOWEST RESPONSIVE BID FROM NIXON EGLI EQUIPMENT COMPANY, AND AUTHORIZING THE PURCHASE OF ONE ATI FEY STREET SWEEPER." (Purchasing) ACTION: Adopted. See above. DEEDS AND EASEMENTS (D99-15) CITY ACQUISITION / PROPERTY ADMIN (1001-1-6) 3. Resolution No. 99-124. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING AN EASEMENT FROM THE PORT OF SAN DIEGO FOR THE CONSTRUCTION AND OPERATION OF A PORTION OF HARRISON AVENUE." (Engineering) ACTION: Adopted. See above. WARRANT REGISTER (202-1-14) 4. Warrant Register #05. Ratification of Demands in the amount of $299,072.47. (Finance) ACTION: Approved. See above. SUBJECT: Use of the Community Building by the National School District on August 27, 1999, and waiver of fees. (Acting Public Works Director) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Beauchamp, to approve request, including waiver of fees. Carried by unanimous vote. NATIONAL CITY COMMUNITY CENTER (1101-5-1) 10. SUBJECT: Use of the Community Building by the National City Chamber of Commerce for the 42' Annual Salute to the Navy on October 13, 1999, and waiver of tees. (Acting Public Works Director) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Beauchamp, to approve request, including waiver of fees. Carried by unanimous vote. Book 8I /Page 220 8/17/99 TEMPORARY USE PERMITS 1999 (203-1-15) 11. SUBJECT: Temporary Use Permit —National City Library Chili Cook -off/ R.I.F. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval, including the request for a waiver of the $212 processing fee. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve staffs recommendation. Carried by unanimous vote. TEMPORARY USE PERMITS 1999 (203-1-15) 12. SUBJECT: Temporary Use Permit —St. Mary's Parish, Fall Festival. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval, and denial of the request for a waiver of fees. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve staffs recommendation. Carried by unanimous vote. TEMPORARY USE PERMITS 1999 (203-1-15) 13. SUBJECT: Temporary Use Permit —National City Nutrition & Senior Center International Senior Celebration. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval, including the request for a waiver of the $199 processing fee. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve staffs recommendation. Carried by unanimous vote. TEMPORARY USE PERMITS 1999 (203-1-15) 14. SUBJECT: Temporary Use Permit—R.V. Peddlers, R.V. Show and Sale. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval. CITY MANAGER —No Report CITY ATTORNEY —No Report OTHER STAFF —No Report MAYOR Mayor Waters provided sales tax revenue figures for National City and Chula Vista; read a letter he received on behalf of senior citizens about the need for a grocery store to take the place of the FEDCO store; and read a letter he sent to the Metropolitan Water District of Southern California (MWD) regarding the impact to National City of MWD cost overruns on the Eastside Reservoir. CITY COUNCIL RAILROADS / RAILWAYS (802-6-1) 15. SUBJECT: Coronado Belt Line Abandonment Proposal by City of Chula Vista. (Councilman Beauchamp) ACTION: This item was trailed to the end of the meeting. PUBLIC ORAL COMMUNICATIONS —None. Mayor Water called a recess at 3:42 p.m. The meeting was reconvened at 5:07 p.m. All members were present, with the exception of Councilman Inzunza, who arrived at 5:08 p.m. Book 81/Page 222 8/17/99 Item No. 15, carried over from earlier in the meeting, was then taken up. RAILROADS / RAILWAYS (802-6-1) 15. SUBJECT: Coronado Belt Line Abandonment Proposal by City of Chula Vista. (Councilman Beauchamp) TESTIMONY: Councilman Beauchamp updated the Council on recent events regarding the Coronado Belt Line and the request by Chula Vista that the section in Chula Vista be abandoned. Charles Alban, 780 Via Santa Paulo, Vista, representing SanRail, reviewed a preliminary concept plan and proposal for a dinner train and railroad museum in National City, explained the importance of the belt line, and answered questions. ACTION: Motion by Morrison, seconded by Waters, that the concept of a dinner / excursion train and museum is in order; a workshop be scheduled, and; that the City Council go on record with a Resolution opposing the abandonment of the Coronado Belt Line. Carried by unanimous vote. ADJOURNMENT Motion by Beauchamp, seconded by Morrison, the meeting be adjourned to the Next Regular City Council Meeting —August 24, 1999—at 6:00 p.m. — Council Chambers, Civic Center.
