MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 14, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 6:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, Matienzo,
McCabe, Morse, Myers, Post, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Beauchamp.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of August 24, 1999, and the Minutes of the Regular Meeting of
September 7, 1999, be approved. Carried by unanimous vote.
INTERVIEWS AND APPOINTMENTS
STREET TREE & PARKWAY COMMITTEE ADMIN (101-2-1)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison.
Vice Mayor Morrison announced that Mayor Waters had recommended that
Ms. Alejandra Sotelo be appointed to serve on the Street Tree & Parkway
Committee, for a term ending April 30, 2003.
ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
Mayor's recommendation. Carried by unanimous vote.
City Clerk Dalla administered the Oath of Office to Ms. Sotelo.

BOARDS AND COMMISSIONS (101-1-1)
Ms. Mable "Louise" Attaway, 2115 E. 5th Street, appeared for an interview
and expressed an interest in serving on the Parks & Recreation Advisory
Board.
PUBLIC HEARING
STREET DEDICATING / NAMING 1999 (903-11-14)
1. Public Hearing. A Proposal to Change the Name of "Bay Marina
Way" to "Bay Marina Drive." (Building & Safety) Refer to
Item No. 3
Note: Notice of Public Hearing is on file in the Office of the
City Clerk.
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: No speakers were present. Motion by Inzunza,
seconded by Beauchamp, to close the Public Hearing. Carried
by unanimous vote.
MUNICIPAL CODE 1999 (506-2-14)
2. Public Hearing. An Ordinance of the City Council of the City of
National City amending Chapters 15.36, 18.04, and 18.69 of the
National City Municipal Code relating to peep show establishments,
cabarets and adult oriented businesses. (City Attorney) Refer to
Item No. 5
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: No speakers were present. Motion by Inzunza,
seconded by Beauchamp, to close the Public Hearing. Carried
by unanimous vote.
NON CONSENT RESOLUTIONS

3. Resolution No. 99-136. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY CHANGING THE

NAME OF 24 11 STREET BETWEEN INTERSTATE 5 AND THE
BAY TO "BAY MARINA DRIVE." (Building & Safety)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
adopt Resolution 99-136. Carried by unanimous vote.
N.C. TRANSIT / PARATRANSIT FUNDS (TDA) (805-1-4)
4. Resolution No. 99-137. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE USE OF APPROXIMATELY $2.3 MILLION IN
TRANSPORTATION DEVELOPMENT ACT FUNDS FOR THE
PURCHASE OF 16 NEW DIESEL LOW FLOOR BUSES BY THE
METROPOLITAN DEVELOPMENT TRANSIT BOARD."
(National City Transit)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: Mr. Fred Rios, representing National City
Transit, and Mr. Elliott Herwitz, representing the Metropolitan
Transit Development Board, responded to questions.
ACTION: Motion by Beauchamp, seconded by Morrison, to
adopt Resolution 99-137. Carried by unanimous vote.
ORDINANCES FOR INTRODUCTION
Motion by Morrison, seconded by Soto, the Ordinances be introduced by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1999 (506-2-14)
5. "AN ORDINANCE OF THE CITY COUNCIL OP THE CITY OF
NATIONAL CITY AMENDING CHAPTER 15.36, 18.04 AND
18.69 OF THE NATIONAL CITY MUNICIPAL CODE RELATING
TO THE DEFINITIONS OF PEEP SHOW ESTABLISHMENTS,
CABARETS AND ADULT ORIENTED BUSINESSES."

6. Warrant Register #10. Ratification of Demands in the amount of
$356,464.67. (Finance)
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
7. SUBJECT: Use of the Community Building by the National School
District on November 1, 1999, and waiver of fees." (Public Works)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
approve request, including waiver of fees. Carried by
unanimous vote.
TEMPORARY USE PERMITS 1999 (203-1-15)
8. SUBJECT: Temporary Use Permit — Appliance Parts Center, Inc.
parking lot tent sale. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
approve staffs recommendation. Carried by unanimous vote.

MAYOR
Mayor Waters announced that he would be traveling to Sacramento to meet
with the Governor to discuss State Route 125. Mayor Waters also reported
that he had called the railroad and was finally successful in getting the deed.
CITY COUNCIL
Councilman Inzunza expressed his concern about excessive noise created
by the fireworks in Kimball Park on Sunday and his belief that quieter
fireworks should be required in the future.
Vice Mayor Morrison concurred that the noise from the fireworks was
extreme and also expressed concern about the parking problems created by
the large crowd and the need for paramedics at future events.
Councilman Inzunza left the meeting at 6:48 p.m.
PUBLIC ORAL COMMUNICATIONS.
Laura Casas, 2604 L Avenue, complained about a bee problem on her
property that occurred as a result of the City removing two large trees in the
parkway. Staff indicated they would take appropriate action.
ADJOURNMENT
Motion by Beauchamp, seconded by Soto, the meeting be adjourned to the
Next Regular City Council Meeting, September 21, 1999, at 3:00 p.m.,
Council Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 6:53 p.m.
