MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 21, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 3:04 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, lnzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
McCabe, Morse, Myers, Post, Ruiz, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of September 14, 1999, be approved. Carried by unanimous vote.
MAYOR'S PRESENTATION
Acceptance of the Transportation Project of the Year Award ($2 million to
$10 million) from the American Public Works Association (APWA).
Mayor Waters called upon City Engineer Burt Myers to make a
presentation.
Burt Myers presented a photograph of the newly constructed National City
Blvd. Bridge to Mayor Waters commemorating its selection as
Transportation Project of the Year by the APWA. City Engineer Myers
presented a second photograph to City Manager Tom McCabe. Richard
Liptak from Dokken Engineering, representing the project Engineer /
Manager expressed appreciation for the opportunity to do the project.

Mayor Waters called a recess at 3:10 p.m.
The meeting reconvened at 3:26 p.m. All members were present.
PRESENTATION
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison.
Vice Mayor Morrison requested that Police Chief DiCerchio introduce his
new employees, Samuel Dollman / Police Support Services Manager, Molli
Duker / Crime Analyst, Wade Walters / Police Officer, Luke Powell / Police
Officer. Mr. Dollman, Ms. Duker, and Officers Walters and Powell stood
and were recognized by those present.
Vice Mayor Morrison also requested that Burt Myers introduce his new
employee, Liviu Rosu / Civil Engineering Technician. Mr. Rosu stood and
was recognized by those present.
Vice Mayor Morrison returned control of the meeting to Mayor Waters.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 24
(Resolution Nos. 99-138 through 99-161), Item No. 25 (Warrant Register
Nos. 11), and Item No. 26 (Claim for Damages). Motion by Inzunza,
seconded by Morrison, the Consent Calendar be approved, the record reflect
an abstention by Councilman Beauchamp on Item No. 4, and the Claim for
Damages be denied. Carried by unanimous vote. Note: Councilman
Beauchamp abstained on Item No. 4 because he has a consulting contract
with the owner of the property adjacent to the bridge.

27. SUBJECT: Request for information from the San Diego Local
Agency Formation Commission (LAFCO) concerning dissolution of
the Lower Sweetwater Fire Protection district and alternatives.

RECOMMENDATION: Provide direction to staff on transmittal of
draft letter.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to approve
the letter with necessary changes. Carried by the following
vote, to -wit: Ayes: Inzunza, Morrison, Soto, Waters. Nays:
None. Absent: None. Abstain: Beauchamp. Motion by
Morrison, seconded by Soto, to delete the response about
library services. Carried by the following vote, to -wit: Ayes:
Inzunza, Morrison, Soto, Waters. Nays: None. Absent: None.
Abstain: Beauchamp. Councilman Beauchamp stated the
reason for abstaining on both motions is because he has
property adjacent to Lincoln Acres.
TEMPORARY USE PERMITS 1999 (203-1-15)
28. SUBJECT: Temporary Use Permit — National City Firefighters'
Association Spirit of the Holidays. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval, and waiver of fees.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
approve staff's recommendation, including waiver of fees.
Carried by unanimous vote.

ACTION: Motion by lnzunza, seconded by Soto, to approve
staff's recommendation, including waiver of fees. Carried by
unanimous vote.
CITY MANAGER.
City Manager McCabe announced that former National City Port
Commissioner Larry Ruehle died and that funeral services would be held on
Wednesday. Accordingly, flags at City facilities would be flown at half-
staff.

OTHER STAFF. No Report
MAYOR.
Mayor Waters reported that the old railroad car being restored in Georgia
was safe from the recent hurricane and that the final plans for the Round
House facility were approved. Mayor Waters read a letter from the
Metropolitan Water District MWD responding to his letter on the Eastside
Reservoir. Mayor Waters announced a special meeting with the MWD to
be held at the Holiday Inn to discuss the impacts of Hwy. 125 on water
quality. Mayor Waters read comments he delivered in remembrance of
Espiranza Demara, a devoted, active, hard working mother and long time
resident.
CITY COUNCIL
Councilman Beauchamp reported that a successful Safe Night was held at
the Community Building over the weekend. Councilman Beauchamp also
reported that he discussed the issue of the water quality impacts of Highway

125 with the Executive Director of the San Diego Regional Water Quality
Control Board and was told that the water quality impacts of highway 125
are not considered as critical as the air quality impacts.
Vice Mayor Morrison inquired about the return of the Goodwill collection
bin at the 24th Street Trolley Station.
PUBLIC ORAL COMMUNICATIONS.
Michael Burns, 1317 D Avenue, spoke about rules, regulations and TUP
requirements not being enforced. According to Mr. Burns residents of
Kimball and Morgan Towers were not notified, as required, about recent
events in the park and at the Lions Club Fourth of July Carnival the rides
did not stop at midnight which was a condition of the TUP.
Mayor Waters called a recess at 4:48 p.m.
The meeting was reconvened at 6:19 p.m. All members were present.

ACTION: Motion by Inzunza, seconded by Morrison, to go into
Closed Session. Carried by unanimous vote.
