MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 28, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 3:04 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Waters.
Councilmembers Absent: Soto.
Administrative officials present: Dalla, DeFratis, Diaz, DiCerchio, Eiser,
Kossyta, McCabe, Morse, Myers, Ray, Trees.
Mayor Waters announced that Councilman Soto was excused due to a
family emergency.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Approval of the Minutes of the Regular Meeting of September 21, 1999,
was held over for one week.
PUBLIC HEARING
SPECIFIC PLAN AMENDMENT / HARBOR DISTRICT (407-1-7)
1. Public Hearing — Coastal Development Permit and Conditional Use
Permit for the continued use of an automobile and truck import /
export storage yard and new paving to accommodate expansion of the
facility located in Harbor District Specific Plan Area at the northwest
corner of 32nd Street and the proposed Harrison Avenue extension.
(Applicant: Port of San Diego) (Case File Nos. CDP-1999-2, CUP-
1999-3) (Planning)

Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission for approval of the Coastal Development
Permit and Conditional Use Permit.
TESTIMONY: Bill Chopyk, Manager of Port Planning
Services and National City Port Commissioner Jess Van
DeVenter provided information on the proposal, spoke in favor
of the requests, and responded to questions.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
close the hearing. Carried by unanimous vote. Motion by
Waters, seconded by Morrison, that we deny, without
prejudice, the request for a CUP and Coastal Development
Permit based on the findings enumerated by the City Attorney,
which will be contained in the Resolution for Denial. Carried
by unanimous vote. Absent: Soto.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 2 and 3
(Resolution Nos. 99-162 and 99-163), Item No. 4 (Warrant Register Nos.
12), and Item No. 5 (Street Tree Committee Minutes). Motion by Inzunza,
seconded by Morrison, the Consent Calendar be approved. Carried by
unanimous vote. Absent: Soto.
CONTRACT (C99-24)
2. Resolution No. 99-162. "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY APPROVING A
MEMORANDUM OF UNDERSTANDING BY AND BETWEEN
THE CITY OF NATIONAL CITY AND THE NATIONAL CITY
POLICE OFFICERS' ASSOCIATION." (Personnel)
ACTION: Adopted. See above.

3. Resolution No. 99-163. "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT WITH PROJECT
DESIGN CONSULTANTS TO PROVIDE "AS NEEDED"
CONSTRUCTION AND LAND SURVEYING SERVICES FOR
THE CITY'S CAPITAL IMPROVEMENT PROJECTS FOR

6. SUBJECT: Temporary Use Permit — La Mesa R.V. Parking Lot Sale
and Show. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve staffs recommendation. Carried by unanimous vote.

MAYOR
Mayor Waters reported that the rail car being restored in Georgia was safe
from the recent storm and that he has the seen the final plans for the Rail
Car Plaza. Mayor Waters referenced an article in San Diego Magazine
dealing with the MWD reservoir project, and read a letter he received from
the Governor on finance issues.
CITY COUNCIL
Vice Mayor Morrison reported that SANDAG will be doing a study on
traffic going into the mid -city arca along the Interstate 5 corridor.
Mr. Morrison also expressed concern about the former Campbell Marine
property and the prospects of the Port District being the actual hotel
developer at the site. Vice Mayor Morrison referred to the approved MOU
with the Police Department and said it was good for the City, the Police
Officers and the public.

ACTION: Motion by Beauchamp, seconded by Morrison, to go into
Closed Session. Carried by unanimous vote. Absent: Soto.
Councilmembers left the Council Chambers at 7:20 p.m.
ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting,
October 5, 1999, at 3:00 p.m., Council Chambers, Civic Center. Carried by
unanimous vote. Absent: Soto.
