HomeMy WebLinkAboutCC MIN OCT05 1999Book 81/Page 261 10/5/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 5, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 3:05 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble, Morse, Myers, Post, Ruiz, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by Assistant City Manager Park Morse, followed by the invocation by Councilman Beauchamp. APPROVAL OF MINUTES Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular Meeting, of September 21, 1999, be approved. Carried by unanimous vote. PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety, provided there is someone present to accept it. Canied by unanimous vote. The Proclamation proclaiming the week of October 10-16, 1999, to be "WORLD POPULATION AWARENESS WEEK," was read in its entirety by Mayor Waters. Book 81/Page 262 10/5/99 INTERVIEWS AND APPOINTMENTS CIVIL SERVICE COMMISSION ADMIN (101-9-1) Mayor Waters turned control of the meeting over to Vice Mayor Morrison. Vice Mayor Morrison announced that Mayor Waters had recommended that Kathleen Smith be reappointed to the Civil Service Commission, for a term ending December 30, 1999. ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of Mayor's recommendation. Carried by unanimous vote. City Clerk Dalla administered the oath of office to Ms. Smith. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 5 (Resolution Nos. 99-164, 99-165, 99-166, 99-167, and 99-168), and Item No. 6 (Warrant Register Nos. 13). Motion by Morrison, seconded by Inzunza, the Consent Calendar be approved. Carried by unanimous vote. LABOR RELATIONS CONFIDENTIAL EMPLOYEES 1999-2002 (605-5-5) 1. Resolution No. 99-164. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING SALARY, BENEFIT PROVISIONS AND TITLES FOR NATIONAL CITY CONFIDENTIAL EMPLOYEES (UNREPRESENTED GROUP)." (Personnel) ACTION: Adopted. See above. LABOR RELATIONS PART-TIME / TEMPS / SEASONAL 1999 (605-7-1) 2. Resolution No. 99-165. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE WAGE INCREASES FOR PART-TIME AND SEASONAL EMPLOYEES." (Personnel) ACTION: Adopted. See above. Book 81/Page 263 10/5/99 PERSONNEL POSITIONS NEW & RECLASSIFICATIONS (604-1-1) 3. Resolution No. 99-166. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE UPGRADE OF THE PURCHASING DEPARTMENT'S SENIOR OFFICE ASSISTANT POSITION TO THAT OF PURCI-LASING CLERK." (Purchasing) ACTION: Adopted. See above. ENCROACHMENT AGREEMENT ADMIN (903-14-1) 4. Resolution No. 99-167. "Resolution of the City Council of the City of National City approving and authorizing an Encroachment Agreement between the City of National City and Restructure Petroleum Marketing Services for installation of two groundwater monitoring wells along Tolas Court and Salot Avenue." (Engineering) ACTION: Adopted. See above. SPECIFIC PLAN AMENDMENT / HARBOR DISTRICT (407-1-7) 5. Resolution No. 99-168. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DENYING THE COASTAL DEVELOPMENT PERMIT AND CONDITIONAL USE PERMIT FOR THE CONTINUED USE OF AN AUTOMOBILE AND TRUCK IMPORT/EXPORT STORAGE YARD AND NEW PAVING TO ACCOMMODATE EXPANSION OF THE FACILITY LOCATED IN THE HARBOR DISTRICT SPECIFIC PLAN AREA AT THE NORTHWEST CORNER OF 32nd STREET AND THE PROPOSED HARRISON AVENUE EXTENSION. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING THE NATIONAL CITY MUNICIPAL CODE BY AMENDING TITLE 6 BY REPEALING CHAPTERS 6.46, 6.48 AND 6.56 REGARDING BUSINESS LICENSES AND REGULATIONS; AMENDING TITLE 7, CHAPTERS 7.20 AND 7.28 REGARDING PROPERTY CONSERVATION AND COMMUNITY APPEARANCE; AMENDING TITLE 9, CHAPTER 9.06 REGARDING FOOD VENDING VEHICLES; AMENDING TITLE 10, CHAPTER 10.22 REGARDING PUBLIC PEACE, MORALS AND SAFETY; AND TITLE 11, CHAPTER 11.32 REGARDING VEHICLES AND TRAFFIC." (Planning) ORDINANCE FOR ADOPTION Motion by Morrison, seconded by Inzunza, the Ordinance be adopted by title only. Carried by unanimous vote. MUNICIPAL CODE (506-2-14) 9. Ordinance No. 99-2167. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING CHAPTERS 15.36, 18.04 AND 18.69 OF THE NATIONAL CITY Book 81/Page 265 10/5/99 MUNICIPAL CODE (cont.) MUNICIPAL CODE RELATING TO PEEP SHOW ESTABLISHMENTS, CABARETS AND ADULT ORIENTED BUSINESSES." (City Attorney) RECOMMENDATION: Staff recommended that Council adopt the Ordinance. TESTIMONY: None. ACTION: Motion by lnzunza, seconded by Morrison, to adopt Ordinance No. 99-2167. Carried by unanimous vote. NEW BUSINESS NATIONAL CITY COMMUNITY CENTER (1101-5-1) 10. SUBJECT: Use of the Community Center on October 30th and 31' by the National City Host Lions Club, and waiver of fees. (Public Works) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve the request. Carried by unanimous vote. TEMPORARY USE PERMITS 1999 (203-1-15) 11. SUBJECT: Temporary Use Permit - Seafood City Supermarket Filipino -Mexican cultural show. (Building & Safety) RECOMMENDATION: Staff recommended approval subject to compliance with all conditions of approval. TESTIMONY: None. ACTION: Motion by lnzunza, seconded by Soto, to approve staff's recommendation. Carried by unanimous vote. CITY MANAGER. No Report. CITY ATTORNEY. No Report Book 81/Page 266 10/5/99 OTHER STAFF. No Report MAYOR. No Report. CITY COUNCIL Councilman Beauchamp announced that he would be out of town on city business attending the American Public Transit Association meeting and would be absent from the October 12, 1999, meeting. PUBLIC ORAL COMMUNICATIONS Anthony Gaut, 10658 Felix Dr., Santee, MEA President, discussed the current labor impasse, presented facts, and reviewed the history of negotiations. Mayor Waters called a recess at 3:27 p.m. The meeting was reconvened at 4:46 p.m. All members were present. CLOSED SESSIONS Conference with Council Representative - Government Code Section 54957.6. Agency Designated Representatives - Ron Morrison Employee Group - Executive and Management Employees ACTION: Motion by Beauchamp, seconded by Inzunza, to go into Closed Session. Carried by unanimous vote. Councilmembers left the Council Chambers at 4:47 p.m. ADJOURNMENT The meeting was adjourned to the Next Regular City Council Meeting, October 12, 1999, at 6:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote.
