MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
OCTOBER 5, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 3:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
Morse, Myers, Post, Ruiz, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by Assistant City
Manager Park Morse, followed by the invocation by Councilman
Beauchamp.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular
Meeting, of September 21, 1999, be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety, provided there is someone present to accept it. Canied by
unanimous vote.
The Proclamation proclaiming the week of October 10-16, 1999, to be
"WORLD POPULATION AWARENESS WEEK," was read in its
entirety by Mayor Waters.

INTERVIEWS AND APPOINTMENTS
CIVIL SERVICE COMMISSION ADMIN (101-9-1)
Mayor Waters turned control of the meeting over to Vice Mayor Morrison.
Vice Mayor Morrison announced that Mayor Waters had recommended that
Kathleen Smith be reappointed to the Civil Service Commission, for a term
ending December 30, 1999.
ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
Mayor's recommendation. Carried by unanimous vote.
City Clerk Dalla administered the oath of office to Ms. Smith.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 5
(Resolution Nos. 99-164, 99-165, 99-166, 99-167, and 99-168), and Item
No. 6 (Warrant Register Nos. 13). Motion by Morrison, seconded by
Inzunza, the Consent Calendar be approved. Carried by unanimous vote.
LABOR RELATIONS CONFIDENTIAL EMPLOYEES 1999-2002

1. Resolution No. 99-164. "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY APPROVING SALARY,
BENEFIT PROVISIONS AND TITLES FOR NATIONAL CITY

ACCOMMODATE EXPANSION OF THE FACILITY LOCATED IN
THE HARBOR DISTRICT SPECIFIC PLAN AREA AT THE

NEW BUSINESS
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
10. SUBJECT: Use of the Community Center on October 30th and 31'
by the National City Host Lions Club, and waiver of fees.

RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve the request. Carried by unanimous vote.
TEMPORARY USE PERMITS 1999 (203-1-15)
11. SUBJECT: Temporary Use Permit - Seafood City Supermarket
Filipino -Mexican cultural show. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by lnzunza, seconded by Soto, to approve
staff's recommendation. Carried by unanimous vote.

CITY COUNCIL
Councilman Beauchamp announced that he would be out of town on city
business attending the American Public Transit Association meeting and
would be absent from the October 12, 1999, meeting.
PUBLIC ORAL COMMUNICATIONS
Anthony Gaut, 10658 Felix Dr., Santee, MEA President, discussed the
current labor impasse, presented facts, and reviewed the history of
negotiations.
Mayor Waters called a recess at 3:27 p.m.
The meeting was reconvened at 4:46 p.m. All members were present.

ACTION: Motion by Beauchamp, seconded by Inzunza, to go into
Closed Session. Carried by unanimous vote.
Councilmembers left the Council Chambers at 4:47 p.m.
ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting,
October 12, 1999, at 6:00 p.m., Council Chambers, Civic Center. Carried
by unanimous vote.
The meeting closed at 6:05 p.m.
