HomeMy WebLinkAboutCC MIN OCT12 1999Book 81/Page 268 10/12/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 12, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 6:01 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Inzunza, Morrison, Soto, Waters. Councilmembers Absent: Beauchamp Councilman Beauchamp was excused from the meeting while on official business as the City's representative to the Metropolitan Transit Development Board. Administrative officials present: Dalla, DiCerchio, Eiser, Matienzo, Morse, Myers, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by Assistant City Manager Park Morse, followed by the invocation by Vice Mayor Morrison . APPROVAL OF MINUTES Motion by Inzunza, seconded by Soto, the Minutes of the Regular Meeting of October 5, 1999, be approved. Carried by unanimous vote. INTERVIEWS AND APPOINTMENTS SENIOR CITIZEN ADVISORY COMMITTEE ADMIN (101-11-1) Mayor Waters turned control of the meeting over to Vice Mayor Morrison. Vice Mayor Morrison announced that Mayor Waters had recommended that Frances Fleck be reappointed to serve on the Senior Citizen Advisory Committee, for a term ending August 31, 2001. ACTION: Motion by Inzunza, seconded by Soto, in favor of Mayor's recommendation. Carried by unanimous vote. Book 81/Page 269 10/12/99 INTERVIEWS AND APPOINTMENTS (cont.) City Clerk Dalla administered the oath of office to Ms. Fleck. Vice Mayor Morrison returned control of the meeting to Mayor Waters. PUBLIC HEARING SUBDIVISION (SE CORNER 91" ST / PARADISE DR (415-31-1) 1. Public Hearing and proposed finding of no significant environmental effect for subdivision of one lot into eleven single-family parcels at the southeast corner of 9th Street and Paradise Drive. (Applicant: Paradise Knoll Partnership / Wilfrido C. Naval) (Case File Nos. S-1991-1, IS-1999-1) (Planning) Note: Notice of Public Hearing and Proof of Publication are on file in the Office of the City Clerk. RECOMMENDATION: Staff concurred with the decision of the Planning Commission for approval of the request. TESTIMONY: Micki Head, 836 Paradise Dr., expressed concerns about the project. Frado Naval, 427 Shell Ave., representing the proponent, spoke in favor of the project. Bill Shepley, 2146 E IOth St., expressed concern about the project and the need for mitigation. ACTION: Motion by Waters, seconded by Morrison, to close hearing. Carried by unanimous vote. Motion by Inzunza, seconded by Waters, to approve with the same findings as the Planning Commission. Carried by unanimous vote. NEW BUSINESS WARRANT REGISTER (202-1-14) 2. SUBJECT: Warrant Register #14. Ratification of Demands in the amount of $237,791.82. (Finance) RECOMMENDATION: Staff recommended ratification of warrants. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, the warrants be ratified. Carried by unanimous vote. Book 81 /Page 270 10/12/99 COMMUNICATION SYSTEMS / WIRELESS COMM (908-1-3) 3. SUBJECT: Notice of Decision Conditional Use Permit for a wireless communications facility at 801 National City Boulevard. (Case File No CUP-1999-5) (Applicant: AT&T Wireless) (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission and recommended that the Notice of Decision be filed. TESTIMONY: None. ACTION: Filed. CITY MANAGER. No Report. CITY ATTORNEY. No Report OTHER STAFF. No Report MAYOR Mayor Waters discussed some problems that occurred at another government agency regarding the inappropriate use of the Internet and said staff was working on a policy for the City. Mayor Waters read a letter he sent to Police Officers' Association President Lanny Roark regarding the recently concluded labor negotiations. CITY COUNCIL Councilman Inzunza acknowledged the Sweetwater High School students in the audience and asked that they be introduced. Mr. Mark Baca, 1412 E. 14th St., introduced the students from National City Youth Organizers. Councilman Inzunza invited the Council to attend the pep assembly and football game at Sweetwater High on Friday. Vice Mayor Morrison reported on his attendance at the League of Cities meeting in San Jose. According to Mr. Morrison, two items of interest and concern that will be getting a lot of attention statewide are local government finance reform and Senator Steve Peace's bill on local government reform. Book 81/Page 271 10/12/99 PUBLIC ORAL COMMUNICATIONS Anthony Gaut, 10658 Felix Dr., Santee, MEA President, discussed the status of labor negotiations. Mr. Gaut told the Council that the bottom line, according to the vote that was taken by the membership, was that "if the City was going to sit on this any longer, then the membership would like you to go ahead and impose your one year proposal." Mayor Waters urged Mr. Gaut to keep working with the Personnel Director to work something out. CLOSED SESSIONS Public Employee Discipline / Dismissal / Release Government Code Section 54957 ACTION: Motion by Morrison, seconded by Soto, to go into Closed Session. Carried by unanimous vote. Councilmembers left the Council Chambers at 7:10 p.m. Councilmembers returned at 8:07 p.m. All members were present. Mayor Waters announced that in Closed Session the City Council heard from representatives on both sides and had determined to hold the item over until October 26, 1999, to allow sufficient time to review the information that was presented. The appellant had agreed to waive the time for a final decision. ADJOURNMENT Motion by Waters, seconded by lnzunza, to dispense with the Next Regular City Council Meeting of October 19, 1999, and adjourn to the Next Regular City Council Meeting, October 26, 1999, at 6:00 p.m., Council Chambers, Civic Center.
