MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
NOVEMBER 2, 1999
The Regular Meeting of the City Council of the City of National City was
called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
McCabe, Morse, Myers, Post, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of October 26, 1999, be approved. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 5
(Resolution Nos. 99-172, 99-173, 99-174, 99-175, 99-176), Item No. 6
(Draft Letter to County regarding Wireless Communications Facility), Item
No. 7 (Warrant Register No. 17), and Item Nos. 8 and 9 (Claims for
Damages). Motion by Inzunza, seconded by Soto, Item No. 5 be pulled, the
remainder of the Consent Calendar be approved, and the Claims for
Damages be denied. Carried by unanimous vote.

1. Resolution No. 99-172. "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY ACCEPTING THE LOWEST
RESPONSIVE, RESPONSIBLE BID FROM FULLER FORD AND

Collaborative Family Resource Center on December 1, 1999, and

waiver of fees.

ACTION: Motion by Inzunza, seconded by Morrison, to
approve the request. Carried by unanimous vote.
TEMPORARY USE PERMIT (203-1-15)
11. SUBJECT: Temporary Use Permit — Sweetwater High School
Fireworks Display. (Building & Safety)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
approve the request. Carried by unanimous vote.

MAYOR
Mayor Waters provided a progress report on the rail car restoration and rail
car plaza construction schedule. Mayor Waters inquired about new
requirements for 'fire exit' signs that will impose a financial burden on
businesses.
CITY COUNCIL
Vice Mayor Morrison reported on the public forum held by Senator Steve
Peace on Peace's proposed legislation to reorganize local government.
According to Vice Mayor Morrison, the proposal would be bad for National
City.

CITY COUNCIL (cont.)
Councilman Beauchamp reported on the Economic Summit he attended in
Tijuana and San Diego. Current issues discussed include changes in the
Mexican tax structure; prospects for the east line railroad and development
of a passenger terminal facility at Brown Field for joint use of Rodriguez
Airport. Councilman Beauchamp introduced Anthony Gonzalez, a former
Sweetwater High student and recent graduate of the Juliard School of
Music.
PUBLIC ORAL COMMUNICATIONS
Tony Gaut, 10658 Felix Dr., Santee, MEA President, thanked the Council
for their courtesy, and expressed hope that a favorable resolution would be
forthcoming on pending labor issues.
Mayor Waters called a recess at 3:35 p.m.
The meeting was reconvened at 3:59 p.m.

The meeting was adjourned to the City Council Workshop - Railroad
"tourism - to be held on November 8, 1999, at 3:00 p.m., Large Conference
Room, Civic Center.
The Next Regular City Council Meeting of November 9, 1999, at 6:00 p.m.
was dispensed with.
The Next Regular City Council Meeting will be held on November 9, 1999,
at 3:00 p.m., Council Chambers, Civic Center.
The meeting closed at 5:30 p.m.
