HomeMy WebLinkAbout1999 11-02 CC MINBook 81/Page 283 11/02/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA NOVEMBER 2, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 3:02 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble, McCabe, Morse, Myers, Post, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Morrison. APPROVAL OF MINUTES Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of October 26, 1999, be approved. Carried by unanimous vote. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 5 (Resolution Nos. 99-172, 99-173, 99-174, 99-175, 99-176), Item No. 6 (Draft Letter to County regarding Wireless Communications Facility), Item No. 7 (Warrant Register No. 17), and Item Nos. 8 and 9 (Claims for Damages). Motion by Inzunza, seconded by Soto, Item No. 5 be pulled, the remainder of the Consent Calendar be approved, and the Claims for Damages be denied. Carried by unanimous vote. CONTRACT (C99-26) 1. Resolution No. 99-172. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE LOWEST RESPONSIVE, RESPONSIBLE BID FROM FULLER FORD AND Book 81/Page 284 11/02/99 CONTRACT (cont.) AUTHORIZING AWARD OF BID #GS9900/2 FOR TRUCKS WITH VARIOUS LIFTGATES AND BODIES." (Purchasing) ACTION: Adopted. See above. DONATION OF EQUIPMENT (209-1-3) SCHOOL ADMIN (704-1-1) 2. Resolution No. 99-173. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE DONATION OF A SURPLUS KILN TO IRA HARBISON SCHOOL." (Purchasing) ACTION: Adopted. See above. DONATION OF EQUIPMENT (209-1-3) 3. Resolution No. 99-174. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING DONATION OF TWO SURPLUS POLICE MOTORCYCLES TO THE CITY OF SAN DIEGO POLICE DEPARTMENT." (Purchasing) ACTION: Adopted. See above. NATIONAL CITY COMMUNITY CENTER (1101-5-1) 4. Resolution No. 99-175. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING THE RULES AND REGULATIONS FOR THE USE OF THE NATIONAL CITY COMMUNITY CENTER." (Public Works) ACTION: Adopted. See above. CONTRACT (C99-27) KIMBALL PARK ADMIN (702-1-1) 5. Resolution No. 99-176. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH EHM ARCHITECTURE TO PROVIDE PROFESSIONAL SERVICES TO PREPARE PLANS, SPECIFICATIONS AND COST ESTIMATES Book 81/Page 285 11/02/99 CONTRACT (cont.) FOR THE KIMBALL PARK BOWL OPEN-AIR AMPHITHEATER RENOVATION PROJECT. (ENGINEERING SPECIFICATION NO. 99-8)." (Engineering) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Beauchamp, seconded by Morrison, to adopt Resolution No. 99-176. Carried by unanimous vote. COMMUNICATION SYSTEMS / WIRELEESS COMM (908-1-3) 6. Draft letter to County regarding a wireless communications facility proposed in Lincoln Acres. (Planning) ACTION: Approved. See above. WARRANT REGISTER (202-1-14) 7. Warrant Register #17. Ratification of Demands in the amount of $781,919.05. (Finance) CLAIMS FOR DAMAGES (501-1-143) 8. SUBJECT: Claim for Damages: Luis C. and Anamaria Garcia. (City Clerk) ACTION: Denied. See above. CLAIMS FOR DAMAGES (501-1-143) 9. SUBJECT: Claim for Damages: Scott Record d.b.a. Flood Rescue. (City Clerk) ACTION: Denied. See above. NEW BUSINESS NATIONAL CITY COMMUNITY CENTER (1101-5-1) 10. SUBJECT: Use of the Community Center by the National City Collaborative Family Resource Center on December 1, 1999, and waiver of fees. (Public Works) Book 81/Page 286 11/02/99 NATIONAL CITY COMMUNITY CENTER (cont.) RECOMMENDATION: Staff recommended approval including waiver of fees. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve the request. Carried by unanimous vote. TEMPORARY USE PERMIT (203-1-15) 11. SUBJECT: Temporary Use Permit — Sweetwater High School Fireworks Display. (Building & Safety) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, to approve the request. Carried by unanimous vote. CITY MANAGER. No Report. CITY ATTORNEY. No Report OTHER STAFF. No Report MAYOR Mayor Waters provided a progress report on the rail car restoration and rail car plaza construction schedule. Mayor Waters inquired about new requirements for 'fire exit' signs that will impose a financial burden on businesses. CITY COUNCIL Vice Mayor Morrison reported on the public forum held by Senator Steve Peace on Peace's proposed legislation to reorganize local government. According to Vice Mayor Morrison, the proposal would be bad for National City. Book 81/Page 287 11/02/99 CITY COUNCIL (cont.) Councilman Beauchamp reported on the Economic Summit he attended in Tijuana and San Diego. Current issues discussed include changes in the Mexican tax structure; prospects for the east line railroad and development of a passenger terminal facility at Brown Field for joint use of Rodriguez Airport. Councilman Beauchamp introduced Anthony Gonzalez, a former Sweetwater High student and recent graduate of the Juliard School of Music. PUBLIC ORAL COMMUNICATIONS Tony Gaut, 10658 Felix Dr., Santee, MEA President, thanked the Council for their courtesy, and expressed hope that a favorable resolution would be forthcoming on pending labor issues. Mayor Waters called a recess at 3:35 p.m. The meeting was reconvened at 3:59 p.m. CLOSED SESSIONS Public Employee Discipline / Dismissal / Release Government Code Section 54957 Conference with Labor Negotiators - Government Code Section 54957.6. Agency Designated Representatives - Roger DeFratis, Brenda Hodges and Jim Ruiz Employee Organization: Municipal Employees' Association ACTION: Motion by Morrison, seconded by Inzunza, to go into Closed Session. Carried by unanimous vote. Councilmembers left the Council Chambers at 4:00 p.m. Book 81/Page 288 11/02/99 ADJOURNMENT The meeting was adjourned to the City Council Workshop - Railroad "tourism - to be held on November 8, 1999, at 3:00 p.m., Large Conference Room, Civic Center. The Next Regular City Council Meeting of November 9, 1999, at 6:00 p.m. was dispensed with. The Next Regular City Council Meeting will be held on November 9, 1999, at 3:00 p.m., Council Chambers, Civic Center.
