HomeMy WebLinkAbout1999 11-16 CC MINBook 81/Page 298 11/16/99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA NOVEMBER 16, 1999 The Regular Meeting of the City Council of the City of National City was called to order at 3:08 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Inzunza, Soto, Waters. Councilmembers absent: Beauchamp, Morrison. Administrative officials present: Dalla, Desrochers, DiCerchio, Eiser, Kimble, McCabe, Morse, Myers, Post, Ruiz, Trees. Mayor Waters stated that Councilmembers Beauchamp and Morrison were away on City business and were excused. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led City Manager Tom G. McCabe, followed by the invocation. APPROVAL OF MINUTES Motion by Inzunza, seconded by Soto, the Minutes of the Regular Meeting of November 9, 1999, be approved. Carried by unanimous vote. Absent: Beauchamp, Morrison. MAYOR'S PRESENTATION (102-14-2) ReWater Systems, Inc. Mr. Stephen Wm. Bilson, Chairman and CEO of Rewater Systems, Inc., 477 Marina Parkway, Chula Vista, distributed written materials, introduced his company, provided background, and urged the City Council to request the City of San Diego pursue alternatives to the planned water reclamation plant. Book 81/Page 299 11 / 16/99 MAYOR'S PRESENTATION (cont.) ACTION: Motion by lnzunza, seconded by Waters, to refer to staff. Carried by unanimous vote. Absent: Beauchamp, Morrison. MAYOR'S PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Fire Chief Kimble introduce his new employee, Thomas Achter / Firefighter. Mr. Achter stood and was recognized by those present. Mayor Waters then requested that Parks & Recreation Director Jim Ruiz introduce his new employee, Norma Maggiora / Administrative Secretary. Ms. Maggiora stood and was recognized by those present. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 3 (Resolution Nos. 99-179, 99-180, 99-181), and Item No. 4 (Warrant Register No. 19). Motion by Inzunza, seconded by Soto, the Consent Calendar be approved. Carried by unanimous vote. Absent: Beauchamp, Morrison. DEEDS AND EASEMENTS (D99-22) CITY ACQUISITION / PROPERTY ADMIN (1001-1-6) 1. Resolution No. 99-179. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE CONVEYANCE, AUTHORIZING THE RECORDATION OF THE EASEMENT DOCUMENT FOR STREET PURPOSES, AND AUTHORIZING THE NAMING OF A PARCEL OF LAND ON HARRISON AVENUE." (Community Development Commission) ACTION: Adopted. See above. Book 81/Page 300 11/16/99 CONTRACT (C99-33) 2. Resolution No. 99-180. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH KLEINFELDER, INC. TO PROVIDE 'AS NEEDED' MATERIALS TESTING SERVICES FOR THE CITY'S CAPITAL IMPROVEMENT PROJECTS FOR FY 1999- 2000." (Engineering) ACTION: Adopted. See above. CONTRACT (C99-34) 3. Resolution No. 99-181. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AWARDING A CONTRACT TO SOUTHLAND PAVING, INC. FOR THE NATIONAL CITY STREET RESURFACING PROJECT, FY 1999-2000, SPEC. NO. 99-3." (Engineering) ACTION: Adopted. See above. WARRANT REGISTER (202-1-14) 4. Warrant Register #19. Ratification of Demands in the amount of $765,441.02. (Finance) ACTION: Approved. See above. NEW BUSINESS CITY MANAGER. No Report. CITY ATTORNEY. No Report OTHER STAFF. No Report MAYOR Mayor Waters reported that the Roundhouse Building has been approved by both the Planning Commission and the Port Commission. Book 81/Page 301 11/16/99 CITY COUNCIL. No Report. PUBLIC ORAL COMMUNICATIONS. None ADJOURNMENT Motion by Inzunza, seconded by Waters, the meeting be adjourned to the Next Regular City Council Meeting, November 23, 1999, at 6:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote. Absent: Beauchamp, Morrison. The meeting closed at 3:25 p.m. The foregoing minutes were approved at the Regular Meeting of November 23, 1999.
