MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JANUARY 22,1997
The Adjourned Regular Meeting of the City Council of the City of National City
was called to order at 9:00 a.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Eiser, Kimble, McCabe, Myers, Post, Ruiz.
The meeting was turned over to the facilitator, Mr. Gary C. Winters, from
Systemics Co. Facilitator Winters distributed hand-outs and presented a short
overview, highlighting the presentations for the day. He started the meeting by
reviewing the previous Strategic Initiative Plans.

Facilitator Winters went over the establishment of the following Ground Rules:

The group members reviewed "The Models". Facilitator Winters was asked to
describe what the visions and purposes were to the City of National City. He also
covered the following areas on characterizing the "High Performing Team; The
Strategies of Team Development. He emphasized there should not be personal
attacks; the group must be supportive in a relationship- work together, even if the
City Council and the Staff members disagree; try to proceed with an effective
meeting; and create a good team.

Facilitator Winters asked the group members to rank the following areas, as to
how much improvement has been made in the City, since the March 1996 retreat:

IMAGE IMPROVEMENT
Councilman Morrison discussed the tree planting and maintenance program
Mayor Waters stated that the peoples perceptions of the crime rates in
National City were high, but in reality the crime rate had gone down.
Vice Mayor Beauchamp also discussed the tree planting project, and how
the owners should take care of the tree in front of their property. He also
talked about the undergrounding of utilities.
Councilwoman Zarate said she did not want to plant trees in front of houses
if the people do not want to own and maintain the trees; She was concerned
about Graffiti and questioned that if someone was caught, she wanted to see
a program that would make them liable or responsible for the clean-up.
Mayor Waters said Graffiti has been taken care off. He wanted to see the
establishment of a committee to take care of the youth that is creating the
problem.
Councilman Inzunza suggested that the businesses form a Committee to be
responsible for keeping the environment clean. He also suggested getting
cooperation from the Chamber of Commerce.
Councilman Morrison stated that property owners should take care of their
own property first. He suggested that the City look into a program i.e.,
Senior Citizen Patrol.
City Manager McCabe informed the group members that he is presently
preparing new criteria for the Volunteer Program. The new criteria will be
ready soon for the City Attorney to review, and will be adopted by the
Council and distributed to the all of the Departments.
Facilitator Winters asked if there were any motto for the City.
Councilwoman Zarate said "City of Action".

EXPECTATIONS -EFFICIENCY IN PROVIDING SERVICES ISSUES
Councilwoman Zarate said she has observed the interactions with the
Building and Planning Departments and how they were working together,
she suggested cross- training with other departments so that everybody can
interact in a nice manner.
Councilman Inzunza complimented the Planning Department for their
customer relations.
Councilman Morrison stated that Police dispatchers using the computerized
technology should see a decrease in the pressure on them..
Vice Mayor Beauchamp stated that he felt awkward going to the Police
Station at night, he does not want the public to feel the same way.
Mayor Waters was excused for another engagement, and left the meeting at
11:40 a.m.

Mayor Waters was excused and left the meeting at 2:55 p.m.
ECONOMIC DEVELOPMENT

Prior to adjoining the retreat, it was suggested by the City Council members
that the group have a dreaming workshop in the future. The City Manager
was going to investigate the possibility, and report back to the City Council.
PUBLIC INPUT - ORAL COMMUNICATIONS
Mrs. Louise Martin, resident of National City for over 42 years, said she
would like to see the City Council have more one-on-one sessions in the
Community. She also mentioned that the City had a great Fire Department
and Police Department and she hopes this continues.
ADJOURNMENT
Motion by Inzunza, seconded by Beauchamp, to adjourn to the next Regular
City Council Meeting - January 28, 1997 - 6:00 p.m. - Council Chambers,
Civic Center. Carried by unanimous vote. Absent: Waters.
