HomeMy WebLinkAbout1997 02-25 CC MINBook 79/Page 68 02/25/97 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA FEBRUARY 25,1997 The Regular Meeting of the City Council of the City of National City was called to order at 6:01 p.m. by Mayor Waters. ROLL CALL Council members present: Inzunza, Morrison, Zarate, Waters. Absent: Beauchamp. Administrative officials present: Dalla, DiCerchio, Eiser, McCabe, Morse, Myers, Post. NOTE: Mayor Waters announced, for the record, that Vice Mayor Beauchamp was out of town on personal business. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom McCabe, followed by the invocation by Councilwoman Zarate. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Adjourned Regular Meeting of January 22, 1997, the Corrected Minutes of the Regular Meeting of February 4th, and the Minutes of the Regular Meeting of February 18, 1997 be approved. Carried by unanimous vote. Absent: Beauchamp. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution No. 97-24 through 97-26). Motion by Inzunza, seconded by Zarate, the Consent Resolutions be approved. Carried by unanimous vote. Absent: Beauchamp. Book 79/Page 69 02/25/97 CONTRACT (C96-22) 1. Resolution No. 97-24. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING WORK AND AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION FOR THE MISCELLANEOUS CURBS, GUTTERS, SIDEWALKS, CROSS -GUTTERS, PAVEMENTS, AND PEDESTRIAN RAMPS IMPROVEMENTS AT VARIOUS LOCATIONS. (ENGINEERING SPECIFICATIONS NO. 96-2)" (Engineering) ACTION: Adopted. See above. CONTRACT (C97-5) 2. Resolution No. 97-25. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING SELECT ELECTRIC, INC. TO BE THE LOWEST RESPONSIVE BIDDER AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH SELECT ELECTRIC, INC. FOR THE TRAFFIC SIGNAL PROJECT. (ENGINEERING SPEC. NO. 95-8)" (Engineering) ACTION: Adopted. See above. PARKING ADMIN 1997 (801-2-17) 3. Resolution No. 97-26. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF ONE ON -STREET HANDICAPPED PARKING SPACE AT 509 EAST 2ND STREET, NATIONAL CITY, CALIFORNIA." (Engineering) ACTION: Adopted. See above. NEW BUSINESS WARRANT REGISTER (202-1-11) 4. Warrant Register #34. Ratification of Demands in the amount of $264,248.56 (Warrant Nos. 142396 through 142516 inclusive excepting none) and Certification of Payroll in the amount of $447,521.86. (Finance) WARRANT REGISTER (continued) Book 79/Page 70 02/25/97 RECOMMENDATION: Staff recommended ratification of these warrants. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Ratification of Demands and Certification of Payroll. Carried by the following vote, to -wit: Ayes: Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: None. Absent: Beauchamp. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF - No report. MAYOR DESIGN GUIDELINES (405-7-1)BUILDING PERMITS (405-2-2) 5. SUBJECT: Garage Conversion Alternative. Mayor Waters read into the record the proposed Garage Conversion Alternative (a copy is on file in the Office of the City Clerk), and asked the Council to consider referring it to staff to bring back a proposed ordinance. TESTIMONY: Aileane Roberts, 845 E. l3th Street, advised the Council that parking is a problem in her neighborhood because of the large number of cars owned by residents in the area. ACTION: Motion by Inzunza, seconded by Zarate, to send this back to staff for further study and a possible ordinance to allow the 5 year period and to address the parking also. Planning Director Post inquired if it was the desire of the Council for Planning Staff to continue preparing a report on alternatives to garage conversions and parking, as directed during the Garage Conversion Workshop. Mayor Waters said it should all be included together. Motion carried by unanimous vote. Absent: Beauchamp, Zarate. NOTE: Councilwoman Zarate left the Council Chamber prior to the vote. Book 79/Page 71 02/25/97 CITY COUNCIL - No report. PUBLIC ORAL COMMUNICATIONS - None. ADJOURNMENT Motion by Inzunza, seconded by Morrison, to adjourn to a Financial Forecasting Workshop - February 27, 1997 - 3:30 p.m. - Large Conference Room. Next Regular City Council Meeting - March 4, 1997 - 3:00 p.m. - Council Chambers, Civic Center. Carried by unanimous vote. Absent: Beauchamp, Zarate.
