MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
MAY 13,1997
The Regular Meeting of the City Council of the City of National City was
called to order at 6:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bouse, Dalla, DiCerchio, Eiser, Kimble,
McCabe, Morse, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
McCabe, followed by the invocation by Vice Mayor Beauchamp.
APPROVAL OF MINUTES
Minutes of the Regular Meeting of May 6, 1997 were carried over for one
week.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Zarate, the proclamations be read in their
entirety. Carried by unanimous vote.
The Proclamation proclaiming the week of May 18-24, 1997 to be:
"NATIONAL PUBLIC WORKS WEEK" was read aloud in its entirety
by Mayor Waters and presented to Public Works Director Curt Williams.

PROCLAMATIONS (continued)
The Proclamation proclaiming May 15, 1997 to be: "PEACE OFFICERS'
MEMORIAL DAY" was read aloud in its entirety by Mayor Waters and
presented to Detective Dennis Leach of the National City Police
Department.
NON CONSENT RESOLUTIONS
COMMUNITY PROMOTION (102-1-3)
1. Resolution No. 97-58. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN APPLICATION FOR FUNDS
FROM THE SAN DIEGO UNIFIED PORT DISTRICT FOR A
MUSICAL PROGRAM TO BE HELD IN PEPPER PARK." (Parks
& Recreation)
RECOMMENDATION: Staff recommended approval of the
Resolution.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 97-58. Carried by unanimous vote.
Mayor Waters recognized National City Port Commissioner Jess Van
Deventer who was in attendance.
DEEDS & EASEMENTS (D97-5)
2. Resolution No. 97-59. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
AND AUTHORIZING THE EXECUTION OF A QUITCLAIM
DEED FOR THE RELEASE AND TRANSFER OF A DRAINAGE
EASEMENT AT THE SWEETWATER TOWN AND COUNTRY
SHOPPING CENTER. (APN 563-231-16-00)." (Engineering)
RECOMMENDATION: Staff recommended that Council quitclaim
the easement.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 97-59. Carried by unanimous vote.

WRITTEN COMMUNICATIONS
POLITICAL SUPPORT (102-4-1)
3. SUBJECT: Letter from Susan Pollock, Director of San Diego
Committee Against Handgun Violence, requesting support of AB 488
and AB 532.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, to come
back with a Resolution in support. Councilman Morrison stated
for the record "I've had a standing policy since I've been on
the Council; when we take on issues that are not City issues or
do not relate to the City, regardless of my individual feeling on
it, I feel we were elected to do City business and not State or
Bosnia or any of the rest of it. For that reason, even though I
feel Saturday -night specials are about the most useless and
probably most dangerous things out there, I'll be abstaining on
this." Carried by the following vote, to -wit: Ayes:
Beauchamp, Inzunza, Zarate. Nays: None. Abstaining:
Morrison, Waters. Absent: None. Mayor Waters stated that he
abstained because he recently met with U.S. Senator Barbara
Boxer and discussed the handgun issue.
NEW BUSINESS
WARRANT REGISTERS (202-1-11)
4. Warrant Register #44. Ratification of Demands in the amount of
$179,886.11 (Warrant Nos. 143452 through 143511 inclusive
excepting none). (Finance)
RECOMMENDATION: Staff recommended ratification of these
warrants.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of the Ratification of Demands. Carried by the following vote,
to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Nays: None. Abstaining: None. Absent: None.

CONTRACT (94-27)
5. SUBJECT: Presentation: Historic Depot Restoration "Depot"
Project. (Community Development Commission)
RECOMMENDATION: Staff recommended that Council accept
and file the report.
TESTIMONY: Mr. Wilford Donaldson, Historical Architect
for the project, gave a detailed presentation and status report on
the project and answered questions.
ACTION: Motion by Morrison, seconded by Zarate, the
report be accepted and filed and the architect be authorized to
prepare plans for bidding. Carried by unanimous vote.
SWEETWATER AUTHORITY ADMIN (907-3-1)
6. SUBJECT: Assistance request from National City Historical Society
for separation of landscape water service at Granger Hall. (Public
Works)
RECOMMENDATION: Staff recommended Council decision to
support the Historical Society with this self -amortizing project.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
the request. Carried by unanimous vote.
CITY MANAGER - No Report.
CITY ATTORNEY - No Report.
OTHER STAFF - No Report.
MAYOR
Mayor Waters read a letter from a citizen commending his secretary, Norma
Urias. He announced that Frank Huyandi has won a national service award
and that there was a favorable court ruling that should help the City deal
with some of the problems posed by news racks. Mayor Waters also read a
letter from the San Diego Restaurant Association.

CITY COUNCIL
Councilman Morrison informed the Council that Smart & Final will be
having their Grand Opening on June 21. He reported that the graffiti
program employee was back on the job and that there would be a weekend
code conformance officer.
Councilwoman Zarate stated that the new owner of the Hotel on Plaza Blvd.
has promised to work with the neighborhood and is doing extensive
remodeling.
PUBLIC ORAL COMMUNICATIONS
Carol and Gilbert Martinelli, 3130 40th Street, San Diego, told the City
Council that their son was murdered in National City several months ago
and that the City needs more police to deal with homicides and violent
Crime.
Kay Bodge, address given as 22nd Street, agreed with the need for more
police and said the major issue is safety of citizens and crime.
CLOSED SESSIONS
Conference with Legal Counsel - Existing Litigation - Government
Code Section 549.9(a)
Claims of David Salerno
ACTION: Motion by Morrison, seconded by Zarate, in favor
of holding the Closed Session under Government Code Section
54956.9(a). Carried by unanimous vote.
Council Members left the Council Chambers at 7:20 p.m.
Council Members returned to the Council Chambers at 8:04 p.m. All
members were present.

ADJOURNMENT
Motion by Zarate, seconded by Inzunza, to adjourn to the next Regular City
Council Meeting - May 20, 1997 - 3:00 p.m. - Council Chambers, Civic
Center. Carried by unanimous vote.
The meeting closed at 8:05 p.m.
