MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
MAY 27,1997
The Regular Meeting of the City Council of the City of National City was
called to order at 6:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Zarate, Waters. Absent:
Morrison. Administrative officials present: Bouse, Dalla, DiCerchio, Eiser,
Hodges, McCabe, Morse, Myers, Post, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
McCabe, followed by the invocation by Vice Mayor Beauchamp.
Councilman Morrison arrived in Council Chambers at 6:03 p.m.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Zarate, the Minutes of the Regular
Meeting of May 20, 1997 be approved. Carried by unanimous vote.
PUBLIC HEARINGS
MUNICIPAL CODE 1997 (506-2-12)
1. SUBJECT: Public Hearing - Amendment to Title 18 (Zoning) of the
National City Municipal Code clarifying the method of measuring
distance requirements for adult entertainment establishments. Case
File No.: A-1997-1. Applicant: City of National City.
NOTE: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: Staff agreed with the recommendation of
the Planning Commission for approval.

ACTION: Motion by Inzunza, seconded by Beauchamp, in
favor of the Amendment. Carried by unanimous vote.
NON CONSENT RESOLUTIONS
CONTRACT (C97-19)
2. Resolution No. 97-66. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY DECLARING
COLONIAL FORD THE LOWEST RESPONSIVE, RESPONSIBLE
BIDDER AND AUTHORIZING THE PURCHASING AGENT TO
EXECUTE A PURCHASE ORDER WITH COLONIAL FORD FOR
THE PURCHASE OF PICK-UP TRUCKS WITH SERVICE AND
DUMP BODIES." (Purchasing)
RECOMMENDATION: In concurrence with the Director of Public
Works, the Purchasing Agent recommended that the award be made
to Colonial Ford, and that authority be given to the Purchasing gent to
issue the resulting purchase order.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 97-66. Carried by unanimous vote.

Motion by Zarate, seconded by Inzunza, the Ordinances be introduced by
title only. Carried by unanimous vote.

NATIONAL CITY AMENDING SECTION III (2) (B) (1) OF
ORDINANCE NO. 1076, SECTION 2 (B) (1) OR ORDINANCE NO.
1943, AND SECTION 3.08.020 (B) (1) OF THE NATIONAL CITY
MUNICIPAL CODE TO PROVIDE FOR BI-MONTHLY
MEETINGS OF THE CIVIL SERVICE COMMISSION." (City

NATIONAL CITY AMENDING SECTION 1 OF ORDINANCE NO.
1919, AND SUBSECTION A OF SECTION 18.69.030 OF THE
NATIONAL CITY MUNICIPAL CODE." (Planning)
NEW BUSINESS
TRAFFIC STREET MARKINGS ADMIN (801-5-1)
5. SUBJECT: An appeal of the recommendation by the National City
Traffic Safety Committee to deny the request by the Plaza Manor
Tenants Association to install a mid -block crosswalk on Plaza
Boulevard between the apartment complex and the "Family Loompia
Store" at 2720 Plaza Boulevard.
RECOMMENDATION: Staff recommended that Council deny the
request for the crosswalk on Plaza Boulevard.
TESTIMONY: None.
ACTION: The Plaza Manor Tenants Association requested
that the item be continued to the next meeting. Motion by
Beauchamp, seconded by Inzunza, the appeal be continued to
the meeting of June 3, 1997. Carried by unanimous vote.
COUNCIL MEETINGS REGS/SCH ADMIN (102-7-1)
6. SUBJECT: Post -Budget City Council Recess. (City Manager)
RECOMMENDATION: Staff recommended that the City Council
establish the post -budget Council meeting recess as Tuesday, June
24, 1997, Tuesday, July 1, 1997 and Tuesday, July 8, 1997.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, in
favor of staff's recommendation Carried by unanimous vote.
TEMPORARY USE PERMITS 1997 (203-1-13)
7. SUBJECT: Temporary Use Permit - National City Chamber of
Commerce. (Building & Safety)
RECOMMENDATION: Staff recommended that the City Council
approve the application for a Temporary Use Permit subject to
compliance with all conditions of approval and grant the request for a
waiver of the $1,305 in permit fees and event -related expenses.

ACTION: Motion by Beauchamp, seconded by Morrison, in
favor of staffs recommendation. Carried by unanimous vote.
TEMPORARY USE PERMITS 1997 (203-1-13)
8. SUBJECT: Temporary Use Permit Filipino -American Chamber of
Commerce, San Diego County. (Building & Safety)
RECOMMENDATION: Staff recommended that the City Council
approve the application for a Temporary Use Permit subject to
compliance with all conditions of approval and grant the request for a
waiver of the $345.00 processing fee.
TESTIMONY: K. Burgis, 3400 E. 8th Street, representing the
applicant, answered questions from the Council.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of staff s recommendation including waiver of the fee. Carried
by unanimous vote.
CITY MANAGER
BUDGET FY 1997-98 (206-1-13)
9. SUBJECT: Scheduling Finance Committee Review of 1997-98
Annual Budget. (Building & Safety)
RECOMMENDATION: Staff requested City Council direction.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
schedule the Finance Committee Review for June 11, 1997 at
9:00 a.m. Carried by unanimous vote.
CITY ATTORNEY
CLOSED SESSIONS REPORTS (501-3-5)
10. SUBJECT: Closed Session Report: Rattray v. City of National City.
TESTIMONY: None
ACTION: This was in information item only. No action was
taken.

MAYOR
Mayor Waters asked questions regarding the tree trimming contract for
palm trees and advised the City Manager he has some locations where work
has not been done.
CITY COUNCIL
Councilwoman Zarate asked Planning Director Post about the $500 deposit
required for banner signs.
PUBLIC ORAL COMMUNICATIONS
E. J. Dickson, 2745 E. 14th Street, advised the Council of a fence that is
causing a visibility problem in the area of 15th Street and K Avenue.
Mayor Waters advised Mr. Dickson that he would take care of the problem
if provided with a specific address.

City Attorney Eiser advised that a Conference was needed for only two of
the Employee Organizations; the Municipal Employees Association and the
Firefighters' Association.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
holding the Closed Session under Government Code Section
54957.6 Carried by unanimous vote.
