MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JUNE 3,1997
The Regular Meeting of the City Council of the City of National City was
called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bouse, Dalla, DiCerchio, Eiser, Kimble,
McCabe, Morse, Myers, Post, Ruiz, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
McCabe, followed by the invocation by Vice Mayor Beauchamp.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Zarate, the Minutes of the Regular
Meeting of May 27, 1997 be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Zarate, seconded by Morrison, the Proclamations be read in their
entirety. Carried by unanimous vote.
The Proclamation proclaiming the week of June 7-14 as: "NATIONAL
HOME OWNERSHIP WEEK" was read aloud in its entirety by Mayor
Waters.
The Proclamation proclaiming the month of June, 1997 as: "RESOURCES
FOR YOUTH MONTH" was read aloud in its entirety by Mayor Waters.

INTERVIEWS AND APPOINTMENTS
HOUSING & COMMUNITY DEVELOPMENT COMM (101-12-1)
Mayor Waters turned control of the meeting over to Vice Mayor
Beauchamp, who stated that the Mayor had recommended that Ms. Georgia
Guarano be re -appointed to the Housing & Community Development
Committee for a term ending April 28, 1999.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Mayor's recommendation to re -appoint Ms. Guarano for
a term ending April 28, 1999. Carried by unanimous vote.
Vice Mayor Beauchamp then returned control of the meeting to Mayor
Waters.
Mayor Waters said he wanted to deviate from the agenda and called upon
Ailene Roberts and Georgia Guarano to come forward and make a
presentation. Mrs. Roberts and Mrs. Guarano came forward and each
presented a check for $50 dollars to the Police Chief for the Police
Department bus. The money represented the proceeds of yard sales they
had conducted.
NON CONSENT RESOLUTIONS
CONTRACT (C97-20)
1. Resolution No. 97-67. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE A CONTRACT WITH THE SAN
DIEGO CHAMBER ORCHESTRA FOR A MUSICAL PROGRAM
AT PEPPER PARK." (Parks & Recreation)
RECOMMENDATION: Staff recommended that Council approve
the contract.
TESTIMONY: Joel Keller, Executive Director of the
Chamber Orchestra, 7502 Clairemont Dr., San Diego, was
present and answered questions from the Council.
ACTION: Motion by Inzunza, seconded by Zarate in favor of
Resolution No. 97-67. Carried by unanimous vote.

ORDINANCES FOR ADOPTION
Motion by Morrison, seconded by Zarate, the Ordinances be adopted by title
only. Carried by unanimous vote.
MUNICIPAL CODE 1997 (506-2-12)
2. Ordinance No. 97-2034. "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AMENDING
SECTION III (2) (B) (1) OF ORDINANCE NO. 1076, SECTION 2
(B) (1) OR ORDINANCE NO. 1943, AND SECTION 3.08.020 (B)
(1) OF THE NATIONAL CITY MUNICIPAL CODE TO PROVIDE
FOR BI-MONTHLY MEETINGS OF THE CIVIL SERVICE
COMMISSION." (City Attorney)
RECOMMENDATION: Staff recommended that Council enact the
Ordinance.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor,
of the adoption of Ordinance No. 97-2034. Carried by
unanimous vote.
MUNICIPAL CODE 1997 (506-2-12)
3. Ordinance No. 97-2035. "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AMENDING
SECTION 1 OF ORDINANCE NO. 1919, AND SUBSECTION A
OF SECTION 18.69.030 OF THE NATIONAL CITY MUNICIPAL
CODE." (Planning)
RECOMMENDATION: Staff recommended that Council enact the
Ordinance.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of the adoption of Ordinance No. 97-203 5 . Carried by
unanimous decision.

WRITTEN COMMUNICATIONS
PERS/NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
4. SUBJECT: National City Firefighters wish to introduce new officers
and the current state of its membership.
TESTIMONY: William Reed, President of the National City
Fire Fighters Association, introduced their new officers. Mr.
Reed then read a prepared statement expressing the
Association's disapproval of the Fire Chief's administration of
the Fire Department and requested direction from the Council
on how to address their grievances. Larry Beck, Past President,
and Kevin Killacky, President of Membership, of the Fire
Fighters Association, read prepared statements outlining
grievances with the Fire Administration.
ACTION: Motion by Beauchamp, seconded by Morrison, the
item be referred to the City Manager and that he meet with
representatives of the Fire Fighters Association and the Fire
Chief. Carried by unanimous vote.
NEW BUSINESS
TRAFFIC STREET MARKINGS ADMIN (801-5-1)
5. SUBJECT: An appeal of the recommendation by the National City
Traffic Safety Committee to deny the request by the Plaza Manor
Tenants Association to install a mid -block crosswalk on Plaza
Boulevard between the apartment complex and the "Family Loompia
Store" at 2720 Plaza Boulevard. (Engineering)
RECOMMENDATION: Staff recommended that Council deny the
request for the crosswalk on Plaza Boulevard.
TESTIMONY: A representative (no name given) of the Plaza
Manor Tenants Association was present to answer questions
and speak in favor of the request.
ACTION: Motion by Zarate, seconded by Waters, in favor of
staffs recommendation. Carried by unanimous vote.
STREET TREE COMMITTEE MINUTES (102-2-2)
6. SUBJECT: Street Tree Committee Minutes. (Parks & Recreation)
RECOMMENDATION: Staff recommended that Council approve
the minutes.

TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, they
be accepted and filed. No objection as filed.
PLANNED DEVELOPMENT PERMITS 1997 (414-1-12)
7. SUBJECT: Notice of Decision - Planning Commission Resolution
No. 8-97 approving a Planned Development Permit for construction
of a generator equipment building at 2400 E. 4th Street. Applicant:
Paradise Valley Hospital. Case File No.: PD-1997-2. (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission to approve the application, and recommended
that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, the,
Notice of Decision be filed. No objection as filed.
CITY MANAGER
City Manager McCabe advised the Council that, due to a problem with the
PRIME computer software, the Finance Department has not been able to
generate the Warrant Register for City Council review. Mr. McCabe
assured the Council that the bills are being paid and the problem is being
worked on. After it is resolved, several Warrant Registers will be on the
Agenda for Council action.
CITY ATTORNEY - None.
OTHER STAFF - None.
MAYOR
Mayor Waters reported that funeral services for Doris McKinney, who
served on the Civil Service Commission for 20 years, would be on June 6,
1997 at the 32nd Street Naval Station chapel.

CITY COUNCIL
Councilwoman Zarate reminded everyone that Sweetwater High School
graduation would be at 6 p.m.
Councilman Morrison mentioned some recent figures that showed that only
33 per cent of the homes in National City are owner occupied. Councilman
Morrison said that should be taken into account when we plan our housing
programs. Councilman Morrison reminded everyone that the city-wide
cleanup is on Saturday, June 7, 1997.
PUBLIC ORAL COMMUNICATIONS
Alfonso Hernandez, 2132 Euclid Avenue, inquired about the Adult
Entertainment Ordinance, reported that the alley across from City Hall
needs to be cleaned up, and that some the trees that were planted by the City
on National City Blvd., have been removed by the businesses.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular
City Council Meeting - June 10, 1997 - 6:00 p.m. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 4:10 p.m.
