MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JULY 15, 1997
The Regular Meeting of the City Council of the City of National City was
called to order at 3:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bouse, Campbell, Dalla, Eiser, Kimble,
McCabe, Morse, Matienzo, Myers, Park, Post, Tricker, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
McCabe, followed by the invocation by Vice Mayor Beauchamp.
APPROVAL OF MINUTES
Motion by Zarate, seconded by Inzunza, the Minutes of the Regular
Meeting of June 17, 1997 be approved. Carried by unanimous vote.
PRESENTATIONS
PERS/NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Police Lt. Tricker introduce his new employee,
Steve Villariasa/Police Officer. The new employee was recognized by
those present.

ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 97-83
through 97-94), Item Nos. 13 through 21 (Warrant Register Nos. 46 through

24. Ordinance No. 97-2136. "AN URGENCY ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY
AMENDING ORDINANCE NO. 92-2026 AND SECTION 10.60.010
OF THE NATIONAL CITY MUNICIPAL CODE TO PROVIDE

27. SUBJECT: Paradise Creek Education Park Update - July 1997.
(Submitted by Ted Godshalk)
TESTIMONY: Ted Godshald, 2143 Cleveland Av., gave a
verbal report on the progress of the Paradise Creek project,
showed a diagram and answered questions. Mr. Godshalk
requested that the City Council authorize a change order to the
current curb, gutter and sidewalk contract to allow the
installation of sidewalk in the cul-de-sac on Hoover Avenue.
ACTION: Motion by Beauchamp, seconded by Zarate, that
the City Engineer be directed to incorporate the design
submitted by Mr. Godshalk into the current sidewalk contract
through the change order process. Carried by unanimous vote.
NEW BUSINESS
POLITICAL SUPPORT (102-4-1)
28. SUBJECT: Consider joining the amicus curiae brief in support of
the California Coastal Commission in Landgate v. California Coastal
Commission. (City Attorney)
RECOMMENDATION: Staff recommended that Council authorize
joining in amicus curiae brief.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Waters, in favor
to the recommendation. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
29. SUBJECT: Use of the Community Center by the National School
District for an In -House Training Program. Waiver of fees is
requested. (Public Works)

CONDITIONAL USE PERMITS 1997 (403-12-1)
30. SUBJECT: Conditional Use Permit for the sale of beer and wine
(off -site consumption) within a wholesale food establishment at 1220
E. Plaza Boulevard. Applicant: Smart and Final Stores Corporation.
Case File No. CUP-1997-2. (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission to approve the application and recommended
that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, the
Conditional Use Permit be approved. Carried by the following
vote, to -wit: Ayes: Inzunza, Morrison, Zarate, Waters. Nays:

TEMPORARY USE PERMITS 1997 (203-1-13)
31. SUBJECT: Temporary Use Permit - National City Public Library.
(Building & Safety)
RECOMMENDATION: Staff recommended that Council approve
the application for a Temporary Use Permit subject to compliance
with all conditions of approval and grant the request for waiver of the
$705 in permit fees and related overtime expenses.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of the Temporary Use Permit. Carried by unanimous vote.

MAYOR
Mayor Waters reported that the Navy Seabees will be refinishing the
exterior of the Library. The Mayor read a letter from the Maytime Band
Review thanking the City and various departments for their assistance in a
successful 50th Anniversary Parade. Mayor Waters also listed and
acknowledged the accomplishments by the "We're Your Neighbors"
citizens group.
CITY COUNCIL
SOLID WASTE/ADMIN (911-1-8)
33. SUBJECT: Update on Solid Waste Issues. (Councilman Morrison)
TESTIMONY: Councilman Morrison gave a verbal update on
solid waste issues, the status of the ongoing meetings between
seven cities in the county, including National City, and their
decision to form a new Joint Powers Authority to oversee the
transfer of solid waste.
Vice Mayor Beauchamp reported that he attended a forum on juvenile
justice and hopes to have a similar event be the subject of a future adjourned
Council meeting. Vice Mayor Beauchamp said he recently participated in
an event in Tecate and inquired on the status of our sister city program. Mr.
Beauchamp announced that he had received the endorsement of
Congressman Hunter in his quest for the Border Commission appointment.
Vice Mayor Beauchamp asked if it would be possible to honor Mr. Earnest
Anastos from National City Middle school for his work in National City.
Councilman Morrison asked if it would be possible to get a report from the
City Clerk regarding the situation of the taping of City Council meetings,
the tape speed and the availability of the tapes to the public. City Clerk
Dalla gave a verbal report and answered questions. A more detailed report
will be made at a later date. Councilman Morrison requested information
from Vice Mayor Beauchamp on the recent fare adjustments made by the
Metropolitan Transit Development Board. Mr. Morrison thanked the Public
Works and Parks and Recreation staffs for their efforts at the 4th of July
Carnival.

PUBLIC ORAL COMMUNICATIONS
Ivan Bodge, 2210 E. 22nd Street, expressed concern regarding the safety of
the children's play area at Las Palmas Park; the importance of closing 22nd
Street; the need for more BBQ grills in the park; and his desire to honor the
memory and service of Fire Engineer Ron Williams.
James Girer, 1004 Harbison Avenue, expressed his concern and
disappointment on the progress being made on the score shack and score
board projects at El Toyon Park.
Rita Heuss, 2121 E. 4th Street, related her experiences listening to and
getting copies of tapes of Council meetings. Ms. Heuss expressed her views
on the conduct of the baseball players and Pop Warner players at El Toyon
Park.
Louise Martin, 1527 E. 15th Street, asked Mayor Waters about his
experience listening to tapes of City Council Meetings. Mrs. Martin said
she had requested tapes from the City Clerk at least three times in the past
year and she often listens to them in her car. It was her belief that the tapes
should be available to the public.
