MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
AUGUST 26,1997
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Dalla, DeFratis, DiCerchio, Eiser,
Matienzo, McCabe, Morse, Myers, Williams.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Reverend Bob Henson,
Calvery Baptist Church.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of August 19, 1997 be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Zarate, seconded by Morrison, the Proclamations be read in their
entirety. Carried by unanimous vote.
The Proclamation proclaiming the week of September 23-27, 1997 to be:
"LAWSUIT ABUSE AWARENESS WEEK" was read aloud in its
entirety by Mayor Waters.
The Proclamation proclaiming September 22, 1997 to be: "AMERICAN
BUSINESS WOMEN'S DAY" was read aloud in its entirety by Mayor
Waters.

INTERVIEWS/APPOINTMENTS
SENIOR CITIZENS ADVISORY COMMITTEE (101-11-1)
TRAFFIC SAFETY COMMITTEE (101-4-1)
Mayor Waters stated that he had received a letter of resignation from the
Senior Citizens Advisory Committee and the Traffic Safety Committee
from James A. Boyer, Sr., effective September 1, 1997.
ACTION: Motion by Zarate, seconded by Morrison, to accept
Mr. Boyer's resignation from the Senior Citizens Advisory
Committee and the Traffic Safety Committee, effective
September 1, 1997. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 97-110
through 97-111) and Item No. 3 (Warrant Register No. 8). Motion by
Inzunza, seconded by Beauchamp, the Consent Calendar be adopted by title
only. Carried by unanimous vote.
FINANCE-INVESTMENTS/POLICY (204-2-1)
1. Resolution No. 97-110. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE CITY OF NATIONAL CITY'S INVESTMENT POLICY."

ACTION: Adopted. See above.
CONTRACT (C92-29)
1. Resolution No. 97-111. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN AMENDMENT TO THE
MAINTENANCE CONTRACT WITH HONEYWELL, INC."
(Public Works)
ACTION: Adopted. See above.

3. Warrant Register #8. Ratification of Demands in the amount of
$229,717.70 (Warrant Nos. 144842 through 144958 inclusive
excepting none/102972 through 103023 inclusive) and Certification
of Payroll in the amount of $463,905.37. (Finance)
ACTION: Adopted. See above.
NON CONSENT RESOLUTIONS
LABOR RELATIONS CITY CLERK (605-9-1)
4. Resolution No. 97-112. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY DEFINING THE
POSITION AND FIXING THE COMPENSATION OF THE
ELECTED CITY CLERK, DEFINING THE STAFFING LEVEL
AND FIXING THE COMPENSATION OF STAFF FOR THE CITY
CLERK'S OFFICE, RESCINDING RESOLUTION NOS. 95-29
AND 95-30, AND AMENDING SECTION 4 AND EXHIBIT "C"
OF RESOLUTION NO. 97-109." (City Manager)
RECOMMENDATION: Staff recommended that Council adopt the
resolution.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Resolution No. 97-112. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Zarate, Waters. Nays: Morrison.
Absent: None. Abstaining: None.
OLD BUSINESS
PARKING ADMIN 1997 (801-2-17)
5. SUBJECT: Appeal of Traffic Safety Committee's recommendation
to deny a curbside disabled person's parking space at 2828 "I"
Avenue. (Engineering)
RECOMMENDATION: Staff recommended that Council deny the
appeal for a disabled person's parking space, based upon the existing
City Council Policy.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, to deny
the request for a disabled person's parking place. Carried by
unanimous vote.

NEW BUSINESS
SANDAG/SAN DIEGO REGIONAL POWER POOL (105-3-9)
6. SUBJECT: Request for electric usage information by SANDAG.
(Public Works)
RECOMMENDATION: Staff recommended that the City Manager
be authorized to sign the Letter of Authorization.
TESTIMONY: None.
ACTION: It was the consensus of the Council to table this
item for two weeks so a representative of SANDAG could be
present to explain the request and answer questions.
COUNCIL MEETINGS REGS/SCH ADMIN (102-7-1)
7. SUBJECT: Potential Council recess for Tuesday, October 14, 1997.
(City Manager)
RECOMMENDATION: Staff requested Council direction.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, in favor
of a Council recess for Tuesday, October 14, 1997. Carried by
unanimous vote.
CITY MANAGER
City Manager McCabe reminded the City Council that City Hall would be
closed on Monday, September 1, 1997, in observance of Labor Day.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters read a letter from the Bureau of the Census explaining some
of the anticipated procedures for the upcoming census and requesting
appointment of a contact person to coordinate between the City and the
Census Bureau. Based on the recommendation of the City Manager, it was
the consensus of the Council that Planning Director Roger Post be the
City's representative.

CITY COUNCIL
Vice Mayor Beauchamp reported that he had been notified by the White
House that he is a finalist for the Border Environment Cooperation
Commission. Vice Mayor Beauchamp briefed the Council on the trip he and
Mayor Waters took to view the Eastern Line of the Railroad.
PUBLIC ORAL COMMUNICATIONS - None.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the Next Regular
City Council Meeting - September 2, 1997 - 3:00 p.m. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 6:37 p.m.
The foregoing minutes were approved at the Regular Meeting of September
2, 1997.
