HomeMy WebLinkAbout1997 09-09 CC MINBook 79/Page 291 09/09/97 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA SEPTEMBER 9, 1997 The Regular Meeting of the City Council of the City of National City was called to order at 6:00 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, McAvoy, McCabe, Morse, Myers, Williams. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom McCabe, followed by the invocation by Reverend Bob Hensen, Calvary Baptist Church. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of September 2, 1997 be approved. Carried by unanimous vote. PRESENTATIONS (102-14-2) Presentation of the newly published `Presentation and Media Folders' to the Mayor and Council from the Community Promotions Committee of the Chamber of Commerce. Steve South, President of the National City Chamber of Commerce presented the Folders to the City Council and introduced the members of the committee responsible for putting it together. Book 79/Page 292 09/09/97 PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Zarate, the Proclamation be read in its entirety. Carried by unanimous vote. The Proclamation proclaiming September 11, 1997 to be: "LETTIE SILVA DAY" was read aloud in its entirety by Mayor Waters who presented it to Lettie Silva. Allie Pruitt, representing Altrusa, thanked the Mayor and Council for their support of Altrusa. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 97-116 through 97-117) and Item No. 3 (Warrant Register No. 10). Motion by Morrison, seconded by Inzunza, the Consent Calendar be adopted by title only. Carried by unanimous vote. CONTRACT (C97-16) 1. Resolution No. 97-116. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING A CHANGE ORDER FOR $30,000 FOR ADDITIONAL CONCRETE WORK THROUGHOUT THE CITY. ENGINEERING SPEC. NO. 97-1." (Engineering) ACTION: Adopted. See above. CONTRACT (C97-23) 2. Resolution No. 97-117. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING A CHANGE ORDER FOR $14,000 FOR THE CAMACHO GYM REROOFING PROJECT. ENGINEERING SPEC. NO. 97-9." (Public Works) ACTION: Adopted. See above. WARRANT REGISTERS (202-1-12) 3. Warrant Register #10. Ratification of Demands in the amount of $455,211.89 (Warrant Nos. 145051 through 145253 inclusive excepting none/ 103 046 through 103 095 inclusive) and Certification of Payroll in the amount of $498,205.74. (Finance) ACTION: Adopted. See above. Book 79/Page 293 09/09/97 OLD BUSINESS SANDAG/SAN DIEGO REGIONAL POWER POOL (105-3-9) 4. SUBJECT: Information on SANDAG's Power Pooling Proposal. (Public Works) TESTIMONY: Steve Sacks, 401 `B' Street, San Diego, representing SANDAG, answered questions from the City Council. ACTION: Motion by Inzunza, seconded by Zarate, we go in that direction and the City Manager be authorized to sign a letter of authorization. Carried by the following vote, to -wit; Ayes: Inzunza, Morrison, Zarate, Waters. Nays: Beauchamp. WRITTEN COMMUNICATIONS COUNCIL MEETINGS REGS/SCH (102-7-1) 5. SUBJECT: Master Calendar - October, 1997. (City Mana RECOMMENDATION: None. TESTIMONY: None. ACTION: Vice -Mayor Beauchamp requested following be included on the calendar: a) October 8, `Adult School Dedication'; b) October 18, 10 a.m. Stein Farm; c) September 19, Eco-Tourism meeting. ger) that at 10 a.m., to 3 p.m., the NEW BUSINESS NATIONAL CITY COMMUNITY CENTER (1101-5-1) 6. SUBJECT: Use of the Community Building by the National School District for an Employees Health Fair, and waiver of fees. (Public Works) RECOMMENDATION: No staff recommendation. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, in favor of the request. Carried by unanimous vote. CITY MANAGER - No Report. CITY ATTORNEY - No Report. Book 79/Page 294 09/09/97 OTHER STAFF - No Report. MAYOR Mayor Waters reported that former National City Police Chief Stan Knee has been selected as the new Police Chief in Austin, Texas. Mayor Waters announced that the required permit for the Marina Project Area has been approved by the Army Corps of Engineers, and commended CDC Executive Director Paul Desrochers for doing a fine job. CITY COUNCIL Vice Mayor Beauchamp informed the Council that a major seminar on `Docks and Marinas will be held in Wisconsin in October. Councilman Morrison had Certificates of Appreciation to distribute to various City Departments from the Drexel / Belmont / Kenton Neighborhood Watch group. Councilman Morrison inquired about the status of the street widening at the adult school site and was informed that plans were in process to complete the project. PUBLIC ORAL COMMUNICATIONS - None. CLOSED SESSIONS Conference with Legal Counsel Pending Litigation - Government Code Section 54956.9(a). Herb Fox, Bay Cabinets v. County of San Diego; County of San Diego v. City of National City and CDC of the City of National City. (Duck Pond) ACTION: Motion by Zarate, seconded by Morrison, in favor of holding the Closed Session under Government Code Section 54956.9(a). Carried by unanimous voter. Book 79/Page 295 09/09/97 CLOSED SESSIONS (continued) Council Members left the Council Chambers at 7:06 p.m. Council Members returned to the Council Chambers at 8:40 p.m. ROLL CALL Council Members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. ADJOURNMENT Motion by Beauchamp, seconded by Morrison, to adjourn to the Next Regular City Council Meeting - September 16, 1997 - 3:00 p.m. - Council Chambers, Civic Center.
