MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
NOVEMBER 11,1997
The Regular Meeting of the City Council of the City of National City was
called to order at 6:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Berkuti, Dalla, DiCerchio, Eiser, McAvoy,
McCabe, Morse, Ray.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Vice Mayor Beauchamp.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular
Meeting of November 4, 1997 be approved. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR - Item No. 1 (Warrant Register
No. 19). Motion by Inzunza, seconded by Morrison, the Consent Calendar
be approved. Carried by unanimous vote.
WARRANT REGISTERS (202-1-12)
1. Warrant Register #19. Ratification of Demands in the amount of
$288,408.73 (Warrant Nos. 146047 through 146146 inclusive
excepting none / 103 3 3 7 through 103358 inclusive). (Finance)
ACTION: Adopted. See above.

ORDINANCE FOR ADOPTION
Motion by Morrison„ seconded by Inzunza, the Ordinance be adopted by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1997 (506-2-12)
2. Ordinance No. 97-2139. "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AMENDING TITLE 18 (ZONING) OF THE NATIONAL CITY
MUNICIPAL CODE REGARDING REGULATIONS PERTAINING
TO SERVICE STATIONS, SALE OF GASOLINE AND ALCOHOL,
AND MINI -MARKETS. " (CASE FILE NO.: A-1997-4).
RECOMMENDATION: Staff recommended that the Ordinance be
adopted.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison in favor
of Ordinance No. 97-2139. Carried by unanimous vote.
WRITTEN COMMUNICATIONS
TEMPORARY USE PERMITS 1997 (203-1-13)
3. SUBJECT: Letter from Bill Cudog, Principal of Kimball School,
requesting the closure of the southern half of Hoover Avenue on
November 14, 1997, and requesting permission to install a temporary
art mural on Hoover Avenue for National City School District
Science Day.
TESTIMONY: Ted Godshalk, 2143 Cleveland Av., spoke in
favor and answered questions.
ACTION: Motion by Morrison, seconded by Zarate, to
approve the request with all conditions of staff including an
indemnification agreement. Carried by unanimous vote.
NEW BUSINESS
COUNCIL MEETINGS REG/SCH (102-7-1)
4. SUBJECT: Holiday Season City Council Recess. (City Manager)
RECOMMENDATION: Staff recommended that the City Council
establish the holiday season Council meeting recess as Tuesday,
December 23, 1997 and Tuesday, January 6, 1998.

TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
the staff recommendation. Carried by unanimous vote.
CLAIM (501-1-139)
5. SUBJECT: Claim for Damages: Connie Jo West. (City Clerk)
RECOMMENDATION: Staff recommended that Council deny the
claim and refer to the City Attorney.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, the claim
be denied and referred to the City Attorney. Carried by
unanimous vote.
CITY MANAGER - No Report.
CITY ATTORNEY - No Report.
OTHER STAFF- No Report.
MAYOR
Mayor Waters read a memo from the City Clerk advising that the
`reformatter' audio tape machine, authorized by the City Council, was
available and ready for use. Mayor Waters reported that his team placed 3rd
in the Boys & Girls Club golf tournament.
CITY COUNCIL
Councilman Inzunza inquired about the unusual taste of the tap water that
he has experienced.
Vice Mayor Beauchamp discussed the upcoming meetings to hear public
testimony about proposed changes to the telephone area code. It was his
belief that we should consider looking at the alternatives and determine if
the City should take a position on the issue.

CITY COUNCIL (continued)
Councilman Morrison reported that there was a proposal to give separate
area codes to pagers, modems and cellular phones and to leave intact the
current area codes for regular phone service. According to Councilman
Morrison, the phone companies are opposed to the proposal because they
will not be able to charge as much as they will if they create new area codes
for everyone.
PUBLIC ORAL COMMUNICATIONS - None.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
City Council Adjourned meeting - Review of Fire Department Planning
Process - November 12, 1997 - 3 p.m. - Large Conference Room, Civic
Center. Next Regular City Council Meeting - November 18, 1997 - 3:00
p.m. - Council Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 6:26 p.m.
The foregoing minutes were approved at the Regular Meeting of November
18, 1997.
