MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
NOVEMBER 12,1997
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 3:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Morrison, Zarate, Waters. Absent:
Inzunza.
Administrative officials present: Dalla, Hradecky, Kimble, McCabe, Morse.
Mayor Waters announced that Councilman Inzunza would be delayed due
to other City business. The Mayor called a 15 minute recess.
The meeting was recessed at 3:01 p.m.
The meeting was reconvened at 3:19 p.m. All members were present with
the exception of Councilman Inzunza who was absent. Councilman Inzunza
arrived at 3:50 p.m.
FIRE DEPARTMENT ADMIN (305-1-1)
1. SUBJECT: Review of Fire Department Planning Process.
Mayor Waters asked City Manager McCabe to give an update on the status
of meetings held with representatives of the Firefighters' Association, the
City Manager and the Fire Chief.

City Manager McCabe reviewed the progress of the meetings that have been
held over the last several months, the issues discussed and areas of concern
that were addressed. Mr. McCabe said the process is on -going. Teams have
been formed to pursue specific areas and develop possible plans of action
dealing with development of a master training plan; a master priority listing
of tasks; review of administrative and support services; and public works
type items that need attention. City Manager McCabe said follow-up
meetings would take place in January to consider the reports developed by
the teams and possible plans of action.
Bill Reed, President of the National City Firefighters' Association (NCFFA)
distributed written materials to City Council members. Mr. Reed outlined
the situation that existed prior to the June 3, 1997 appearance of NCFFA
representatives before the City Council and what has transpired since then.
According to Mr. Reed, although progress has been made, not all of the
issues raised by the NCFFA have been dealt with in meetings with the City
Manager.
Lengthy discussion followed.
It was the understanding of the Council that the process of dealing with the
issues being discussed is continuing and that many of the items would be
back before the City Council in the form of reports and recommendations
around the end of January, 1998.

Motion by Inzunza, second by Zarate, the meeting be adjourned to the Next
Regular City Council Meeting - November 18, 1997 - 3:00 p.m. - Council
Chambers, Civic Center. Carried by unanimous vote.
