MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JANUARY 26, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Dalla, seconded by Morrison, the Minutes of the Regular Meeting of January
19. 1993 be approved. Carried by unanimous vote.
BOARDS AND COMMISSIONS
INTERVIEWS/APPOINTMENTS
Mayor Waters turned the meeting over to Vice Mayor Dalla.
Vice Mayor Dalla introduced the following applicants: Pamela Kitchen -Engel, 2605 "J"
Avenue, National City. Pam expressed her interest in being appointed to the Housing
& Community Development Commission or the Planning Commission and answered
questions of the Council. Relly Mendoza, 4002 Calmoor Street, National City,
expressed his interest in being appointed to the Civil Service Commission and the
Sister -City Committee and answered questions of the Council.
Vice Mayor Dalla turned the meeting back over to Mayor Waters.
PUBLIC HEARINGS
CONDITIONAL USE PERMIT
1. SUBJECT: Public Hearing - Appeal of Planning Commission denial, of a
Conditional Use Permit for the sale of beer and wine within a convenience
grocery store at 2401 Highland Avenue, Suite 101. Applicant: Maria &
Natividad Barraza. (Case File No. CUP-1992-12)
NOTE: Notice of Public Hearing and Proof of Publication are on file in the
Office of the City Clerk.
RECOMMENDATION: Staff concurs with the Planning Commission and
recommends that the appeal be denied.

TESTIMONY: Fernando Carranza, 902 E. 18th Street, National City,
translated for Applicants (also present), Maria & Natividad Barraza. The
following people spoke in support of the appeal: Jaganat Naya, 1236 E.
24th Street, National City, ? Carranza, 902 E. 18th Street, National City,
Celia Rodriguez (no address given). The following people spoke in
opposition to the appeal: Ed Gilroy 24 1/2 E. 30th Street, National City,
Jack Bazzi, owner of Highland Liquor & Red Bird Market, Isadore Besay,
2710 Highland Avenue, Apt. C, National City.
Acting Chief of Police, Tom Deese answered questions of the Council.
ACTION: Mayor Waters declared the Public Hearing closed.
Motion by Dalla, seconded by Morrison, to concur with the Planning
Commissions recommendation based on the findings contained in their
Resolution. Carried by the following vote, to -wit: Ayes: Dalla, Morrison,
Waters. Nays: Inzunza, Zarate.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-9 through
93-10) Mayor Waters requested that the Resolutions be heard individually.
PARKING ADMINISTRATION 1993
2. Resolution No. 93-9. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY RESTRICTING PARKING ON THE CITY BLOCK
BOUNDED BY ROOSEVELT AVENUE, CIVIC CENTER DRIVE, NATIONAL
CITY BOULEVARD AND TWELFTH STREET."
ACTION: Motion by Dalla, seconded by Zarate, for approval of
Resolution No. 93-9 creating the restricted parking zones on the City
Block bounded by Roosevelt Avenue. Civic Center Drive. National City
Boulevard and Twelfth Street as specified in Staffs' report. Carried by
unanimous vote.
PARKING ADMINISTRATION 1993
3. Resolution No. 93-10. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF "NO PARKING
7AM TO 4PM ON SCHOOL DAYS" SIGNS ON PALMER STREET BETWEEN
EARLE DRIVE AND PALMER WAY."
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Resolution No. 93-10. Carried by unanimous vote.

NON CONSENT RESOLUTIONS
Motion by Dalla, seconded by Morrison, the Resolution be introduced by title only.
Carried by unanimous vote.
CABLE TV/NATIONAL CITY CABLE/ULTRONICS
4. Resolution No. 93-11. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY EXPRESSING ITS PREFERENCE THAT THE
DISSOLUTION OF ULTRONICS, INC. NOT OCCUR."
RECOMMENDATION: Staff recommended that Council consider adoption of
the proposed resolution.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Morrison, for approval of
Resolution No. 93-11 Carried by unanimous vote.
OLD BUSINESS
REVENUE & TAXATION ADMINISTRATION
5. SUBJECT: Report on Transient Occupancy Tax (TOT).
RECOMMENDATION: Staff recommended the item be held over to the
February 9, 1993 Agenda.
ACTION: Motion by Inzunza, seconded by Morrison, in favor of the
Staff recommendation to continue this item to the February 9. 1993
Council Agenda. Carried by unanimous vote.
COUNCIL WORKSHOP NOTICES/ADMINISTRATION
6. SUBJECT: Workshop Schedule.
RECOMMENDATION: Staff recommended the workshop schedule of
Thursday, February 4th at 3:30 p.m. - Finance Workshop; Wednesday, February
10th at 4:00 p.m. - Trash Workshop and Wednesday, March 3rd at 3:30 p.m. -
City Attorney Workshop/Rules of Order be adopted.
TESTIMONY: General discussion ensued. Consensus of the Council
was to change the Finance Workshop from Thursday, February 4th at
3:30 p.m. to Wednesday, February 17, 1993 at 3:30 p.m. The City
Attorney requested input form the City Council as to specific issues to be
addressed at the March 3rd Workshop. Councilwoman Zarate requested
that there be a discussion of public testimony at meetings, including time
limits. The City Attorney requested that the Council provide him with any
additional topics within a week to ten days.
ACTION: Motion by Dalla, seconded by Morrison, for approval as
amended. Carried by unanimous vote.
WRITTEN COMMUNICATIONS
SPECIAL COUNCIL MEETINGS NOTICES/ADMINISTRATION
7. SUBJECT: Proposed Joint Meeting with School Boards.
TESTIMONY: General discussion ensued. Consensus of the Council
was to delay scheduling of Joint Meetings to allow the healing process to
take its course.

NEW BUSINESS
WARRANT REGISTERS 1992
8. SUBJECT: Warrant Register No. 29. Ratification of Demands in the amount
of $204,619.75 (Warrant Nos. 124666 through 124767 inclusive excepting
124672).
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Zarate, seconded by lnzunza, the demands be
ratified. Warrants carried by the following vote, to -wit: Ayes: Dalla,
lnzunza, Morrison, Zarate, Waters. Nays: None.
CITY MANAGER - No report.
CITY ATTORNEY
LITIGATION/SLOAN CANYON SAND COMPANY/SWEETWATER
PROJECT
SUBJECT: Report on Litigation between Sweetwater Authority and San
Diego County regarding Sloan Canyon Sand Company Sweetwater Project.
ACTION: Motion by Dalla, seconded by Morrison, in favor of the City
Attorney submitting a letter in support of the position of the Sweetwater
Authority. Carried by unanimous vote.
OTHER STAFF - No report.
MAYOR - Mayor Waters displayed a plaque which was submitted to the "City of
National City" by the National City American Little League Majors Team - The "Tigers"
in appreciation of the City Councils $250. check sponsoring the team. The plaque
was sent for display at City Hall. The Mayor then read a letter into the record from
citizen Frances Flores of Blue Bonnet Court, commending Public Works employees
Joe lbarra and Don Jasmund for their assistance in placing sand bags at her house
during the recent storm. Two photos were then displayed showing the overflow of the
Sweetwater Dam caused by the storms. Mayor Waters then read into the record a
press release (copy on file in the Office of the City Clerk) and congratulated City
Attorney Eiser and Assistant City Attorney Linda Harter for their success in obtaining
the recent California Supreme Court ruling to close Chucks Books once and for all.
The Mayor then reported that the Historic Stein Farm would be obtaining an 800 ft.
well & pump valued at between $30 - $40,000. from Sweetwater Authority. He further
stated that the group has also obtained, with the assistance of National City
representative Frank Chenelle, a $15,000. grant from Metro Water District for
educational purposes.
CITY COUNCIL -
Councilman Inzunza expressed a desire, with the support of the other Council
members, to establish a procedure for invitations and programs such as the Grand
Opening of the Police Facility wherein all members would have a say in what was
printed. All members should be recognized such as the Mayor and the, City Council,
all members should provide an equal number of invitees etc. Consensus was to
discuss this at the City Attorneys March 3rd Workshop.
Pam Kitchens -Engle inquired as to whether the Mayors personal invitation to the
Police Facility Grand Opening was still valid.

CITY COUNCIL (continued)
Cecilia Kirk reminded the Mayor that he had personally invited all in attendance at a
Sweetwater High function to the grand opening of the Radisson. They all showed up,
were not on the guest list and were politely asked to leave. This is not the kind
treatment that makes the developer or the Council look good to the citizens.
Councilwoman Zarate stated that she would be leaving for a SANDAG retreat for 3
days and will report back upon her return. She made inquiry as to the need for
replacement of a 25 mile per hour sign that was located on 8th Street across from the
Old Schoolhouse Shopping Center. She also made a request for enforcement in front
of the center, of the keep clear lane.
PUBLIC ORAL COMMUNICATIONS -
Alfonso Hernandez, 2132 Euclid Avenue, National City made inquire of the City
Attorney regarding the sale and rental of adult movies in liquor stores throughout the
city. Stores such as Cossines and Georges Liquor.
ADJOURNMENT
Motion by Morrison, seconded by Zarate, to adjourn to the next Regular City Council
Meeting of February 2, 1993 at 7 P.M. - Council Chambers, Civic Center. Carried by
unanimous vote.
The meeting closed at 9:23 p.m.
