MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
APRIL 13, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 7:03 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Vice Mayor Della.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of April
6, 1993 be approved. Carried by unanimous vote.
PROCLAMATIONS
Motion by Morrison, seconded by Della the Proclamation be read in its entirety.
Carried by unanimous vote.
The Proclamation proclaiming the week of April 18 through 24, 1993 to be
"NATIONAL CITY LIBRARY WEEK" was read aloud in full by Mayor Waters, who
then presented it to City Librarian Anne Campbell. Mrs. Campbell thanked the Mayor
and Council for their support of the Library programs and presented each with a
bookmark and button promoting National City Library Week.
PUBLIC HEARINGS
ABATEMENT WEED 1992
1. SUBJECT: Public Hearing - 1992 Weed Abatement.
NOTE: Notice of Public Hearing and Proof of Publication are on file in the
Officer of the City Clerk.
RECOMMENDATION: Staff recommended Council consider any written or
oral protests or objections to the Report and Account, and approve the Report
and Account.
TESTIMONY: Patricia Pittman, National City Fire Marshall, answered
questions of the Council.
ACTION: Mayor Waters declared the Public Hearing closed. Motion by
Zarate, seconded by Inzunza, for approval of the Report and Account.

CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-45 through 93-
47). Motion by Zarate, seconded by Morrison, the Resolutions be adopted by title only.
Carried by unanimous vote.
CONTRACT
2. Resolution No. 93-45. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROGRAM SUPPLEMENT NO. 015 TO LOCAL AGENCY -STATE AGREEMENT
FOR FEDERAL -AID PROJECTS NO. 11-5066 FOR THE CONSTRUCTION OF
LA PALETA CREEK BRIDGES. (ENGINEERING SPECS. NO. 1028)."
ACTION: Adopted. See above.
CONTRACT
3. Resolution No. 93-46. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY ACCEPTING WORK AND AUTHORIZING THE FILING OF
THE NOTICE OF COMPLETION FOR THE DEMOLITION OF RESIDENTIAL
STRUCTURES AND SITE CLEARANCE. (ENGINEERING SPECS. 92-19)."
ACTION: Adopted. See above.
PROPOSITION A TRANSNET
REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM/ISTEA
4. Resolution No. 93-47. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AMENDING FISCAL YEARS 1993-1994 OF THE
REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM."
ACTION: Adopted. See above.
NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Dalia, the Resolution be accepted by title only.
Carried by unanimous vote.
MUNICIPAL CODE 1993
5. Resolution No. 93-48. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY SCHEDULING A PUBLIC HEARING TO CONSIDER
AMENDING CHAPTER 6.20 OF THE NATIONAL CITY MUNICIPAL CODE, AND
AMENDING ORDINANCE NO. 1407, CONCERNING RESIDENTIAL RENTALS."
TESTIMONY: Mike Soliz, 1527 Max Avenue, Chula Vista, representing the
National City Municipal Employees Association, spoke in support of the item.
Terri J. Bettencourt, Revenue & Recovery Coordinator, answered questions of
the Council.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Resolution No. 93-48 and setting the Public Hearing for June 8. 1993 at
7:00 p.m. Carried by unanimous vote.

ORDINANCES FOR ADOPTION
Motion by Dalla, seconded by Morrison, the Ordinance be adopted by title only.
Carried by unanimous vote.
MUNICIPAL CODE 1993
6. Ordinance No. 93-2057. "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AMENDING SECTION 11 OF ORDINANCE NO. 91-
2003, RELATING TO THE CONSTRUCTION SCHEDULE OF ULTRONICS,
INC."
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of the
adoption of the ordinance. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1992
7. SUBJECT: Warrant Register No. 40. Ratification of Demands in the amount
of $144,107.75 (Warrant Nos. 125615 through 125700 inclusive excepting
none) and Certification of Payroll in the amount of $421,781.54.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Morrison, seconded by Zarate, the demands be
ratified and the payroll certified. Warrants carried by the following vote,
to -wit: Ayes: Dalla, Inzunza, Morrison, Zarate, Waters. Nays: None.
REVENUE & TAXATION
8. SUBJECT: Report on the City's participation in a Pooled Financing Program
offered by the League of California Cities.
RECOMMENDATION: Staff recommended that they be directed to
proceed with the City's participation in the pooled TRANs program.
ACTION: Motion by Dalla, seconded by Zarate for approval. Carried
by unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters announced that prior City Councilman, Ralph Pinson, passed away this
past Friday.
CITY COUNCIL
Councilwoman Zarate requested information from Staff with regards to the status of
the bleacher installation at Las Palmas Park.

PUBLIC ORAL COMMUNICATIONS
Alfonso Hernandez, 2132 Euclid Avenue, National City, spoke regarding a prior
request he made for the removal of wrecked cars (3) behind the car lot at 16th Street
and National City Boulevard. He also spoke regarding "taggers" throughout the city
who are now using gum backed name tags on telephone poles etc.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the Next Regular City Council
Meeting - April 20. 1993 - 4:00 P.M. - Council Chambers. Civic Center. Carried by
unanimous vote.
The meeting closed at 7:36 p.m.
