MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
APRIL 27, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 7:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Zarate, seconded by Inzunza, the Minutes of the Regular Meeting of April
20. 1993 be approved. Carried by unanimous vote.
PROCLAMATIONS
Motion by Morrison, seconded by Dalla the Proclamation be read in its entirety.
Carried by unanimous vote.
The Proclamation proclaiming the month of May, 1993 as "CORRECT POSTURE
MONTH" and the week of May 9-15, 1993 to be "CHIROPRACTIC WELLNESS
WEEK" was read aloud in full by Mayor Waters, who then presented it to Georgiana
Uda, representative of South Coast Chiropratic.
BOARDS AND COMMISSIONS
INTERVIEWS/APPOINTMENTS
HOUSING AND COMMUNITY DEVELOPMENT COMMISSION
RECOMMENDATION: Mayor Waters recommended that Ms. Cecilia Kirk
and Ms. Alda West be reappointed for the full terms that will become vacant on
April 28, 1993.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of the
Mayor's recommendation. Carried by unanimous vote.

PUBLIC HEARINGS
ZONING CITY INITIATED
1. SUBJECT: Public Hearing - Amendment to Title 18 (Zoning) of the National
City Municipal Code regarding Family Day Care Centers. (Applicant: City
Initiated) (Case File No. A-1993-1).
NOTE: Notice of Public Hearing and Proof of Publication are on file in the
Office of the City Clerk.
RECOMMENDATION: Staff concurred with the Planning Commission
recommendation that the proposed amendment be approved.
TESTIMONY: Dolores Fincher, 2131 E. 18th Street, National City,
spoke in support of the proposed amendment and made inquiry of the
Council regarding her day care center.
Barry J. Schultz, 945 Fourth Avenue, San Diego, representing the
California Women's Law Center, spoke in support of the proposed
amendment and expressed his opinion on additional recommended
amendments.
Mayor Waters declared the Public Hearing closed.
ACTION: Motion by Morrison, seconded by Dalla, in favor of the
Planning Commission and Staff's recommendation for approval of the
proposed amendment. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-52 through 93-
53). Motion by Dalla, seconded by Morrison, the Resolutions be adopted by title only.
Carried by unanimous vote.
PARKING ADMIN JAN-DEC 1993
2. Resolution No. 93-52. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF ONE ON -STREET
HANDICAPPED PARKING SPACE AT 105 EAST 7TH STREET, NATIONAL
CITY, CALIFORNIA."
ACTION: Adopted. See above.

3. Resolution No. 93-53. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF RED CURBS ON
THE WEST SIDE OF NATIONAL CITY BOULEVARD AT 8TH STREET AND
12TH STREET:'
ACTION: Adopted. See above.

NEW BUSINESS
WARRANT REGISTERS 1992
4. SUBJECT: Warrant Register No. 42. Ratification of Demands in the amount
of $318,427.85 (Warrant Nos. 125798 through 125876 inclusive excepting
none) and Certification of Payroll in the amount of $449,650.08.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Morrison, seconded by Zarate, the demands be
ratified and the payroll certified. Warrants carried by the following vote,
to -wit: Ayes: Dalla, Inzunza, Morrison, Zarate, Waters. Nays: None.
CONDITIONAL USE PERMIT DENIALS 1993
5. SUBJECT: Notice of Decision - Planning Commission Resolution No. 6-93
denying a Conditional Use Permit for the sale of distilled spirits in an existing
beer bar at 831 E. 8th Street. (Applicant: Raymond S. Komo) (Case File No.
CUP-1993-2).
RECOMMENDATION: Staff concurs with the Planning Commission decision
to deny the application and recommended that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, this item be filed. No
objection as filed.
COMMUNITY DEVELOPMENT/BLOCK GRANT
6. SUBJECT: Boys and Girls Clubs Facility.
RECOMMENDATION: Staff recommended payment of $142,000. be
authorized.
TESTIMONY: Greg Beatie, Executive Director, Boys & Girls Clubs of
National City, thanked the Council for their support and provided a brief
verbal update on the progress of the construction. Mr. Beatie then
thanked Boys & Girls Club volunteer, Alfonso Hernandez, who has
assisted in the clean up of the perimeter of the club and presented him
with a baseball hat and t-shirt bearing the club logo.
ACTION: Motion by Dalla, seconded by Morrison, in favor. Carried by
unanimous vote.
AUDIT/FINANCIAL REPORT FY91-92
7. SUBJECT: Fiscal Year 1991-92 Single Audit Report Certification and Audit
Finding Resolution.
RECOMMENDATION: Staff recommended that the report be
accepted and filed.
ACTION: Motion by Morrison, seconded by Dalla, the report be
accepted and filed. No objection as filed.

PARKING ADMIN JAN-DEC 1993
8. SUBJECT: Request to designate a Residential Parking Permit District on "G"
Avenue between 15th and 16th Streets.
RECOMMENDATION: Staff recommended that a date be set for a public
hearing for the proposed residential parking district on "G" Avenue between
15th and 16th Street, and Staff be directed to issue the notices.
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue, National City,
expressed his opinion, neither for/nor against the item.
ACTION: Motion by Dalla, seconded by Morrison, to schedule this item
for a Public Hearing on June 22. 1993 at 7:00 p.m. Carried by
unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR - No report.
CITY COUNCIL
Councilman Inzunza and Councilwoman Zarate stated that they were interested in
attending the next "Reclaim Our Neighborhood" community meeting (4-28-93).
Councilman Morrison stated that last weeks circus was wonderful and that the
organizers should be commended for the event - the site was spotless after the event.
Councilwoman Zarate concurred with Councilman Morrison's comment. She then
requested that Staff put on the next Traffic Safety Committee agenda, the corner of 6th
and Palm Avenue (NW) as perhaps a red curb was needed for visibility.
PUBLIC ORAL COMMUNICATIONS
Russell Pinney, 2131 E. 1st Street, National City, expressed concerns with the Star
News headline involving a police officers statement and the lack of police department
attention.
Alda West, 315 E. Third Street, National City, commented on the city graffiti company
and problems with response, made inquiry of dusk to dawn lights, who to call for weed
problems and whether the city knew of any plans to build apartments on "D" Avenue
between 2nd and 3rd.
Alfonso Hernandez, 2132 Euclid Avenue, National City, expressed concerns with
people using a foot path at the end of the Boys & Girls Club property to enter the park
and requested the installation of a sidewalk and foot bridge. He also requested
review of a drain at the end of 14th Street which he stated has been full of weeds and
debris for 2-3 years.
Mary Louise Martin, 1527 E. 15th Street, National City, expressed her opinion on the
need to hire additional police.

ADJOURNMENT
Motion by Morrison, seconded by Zarate, to adjourn to the Next Regular City Council
Meeting - May 4. 1993 - 4:00 P.M. - Council Chambers. Civic Center. Carried by
unanimous vote.
The meeting closed at 8:11 p.m.
