ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Williams. The meeting was adjourned to the Council Chambers at 4:01 p.m. The meeting was called to order in Council Chambers at 4:03 p.m. ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Williams. SEWER METRO SAN DIEGO AREA WASTEWATER MGMT/SAD 1. SUBJECT: Sewer Issues Including Funding. Public Works Director Curt Williams made a viewgraph presentation (copy on file in the office of the City Clerk) covering the purpose of the meeting/San Diego Area Wastewater Management District (SanDist) as follows: Part I - General San Diego Area Wastewater Management District Construction Program Vis-A-Vis- Clean Water Program Requirement Capacity Issues Part II - FY 93 Projected FY 93 Expenditures Projected FY 93 Revenue FY 93 Summary Book 75/Page 118 05/12/93 SEWER METRO SAN DIEGO AREA WASTEWATER MGMT/SAD (continued) Partlll- FY94 Budget Expenditures Budget Revenue Summary FY 94 Rate Recommendation TESTIMONY: Fred Creveling, Property Manager, 2101 L Avenue, National City, spoke in opposition to the current rate structure. Joseph Fiorentino, 3543 Cagle Street, National City, representing Sweetwater Heights, spoke in opposition to any future sewer rate increases. George Smith, a National City resident, made inquiry regarding city participation in the Tijuana Sewage Treatment Plant program and commended Public Works Director Williams for providing such a good presentation. Councilman Inzunza left the Council Chambers at 5:50 p.m. Alfonso Hernandez, 2132 Euclid Avenue, National City, made inquiry of the City Council regarding back billing, charges to the Navy, a storm drain on 18th Street between Roosevelt and Hoover Avenues and the possibility of alternate financing for the $80 million upgrade. Councilman Inzunza returned to the Council Chambers at 5:53 p.m. Councilman Morrison stated that he had received four letters from citizens in opposition to a sewer increase and read into the record a letter from Noble Learn (copy on file in the Office of the City Clerk). Mitch Guarano, 410 Harbison Avenue, National City, spoke in opposition to sewer service billing process for two -on -one properties. ACTION: Motion by Dalla, seconded by Morrison, in favor of Staff's recommendation that the 1994 Sewer rate remain the same as FY93. Carried by unanimous vote. SEWER METRO SAN DIEGO AREA WASTEWATER MGMT/SAD 2. SUBJECT: Solid Waste Update. TESTIMONY: Public Works Director Williams distributed copies of the Solid Waste Interim Agreement, and City Attorney George Eiser distributed a Summary of the Proposed Interim Solid Waste Agreement (copies on file in the Office of the City Clerk). The City Attorney gave a brief verbal overview. General discussion ensued. The City Attorney stated that a report would be brought back by Staff to the May 25, 1993 City Council meeting. PUBLIC ORAL COMMUNICATIONS None. Book 75/Page 119 05/12/93 ADJOURNMENT Motion by Morrison, seconded by Dalla, to adjourn to the Regular City Council Meeting of May 18. 1993 at 4:00 P.M. - Council Chambers. Civic Center.
