MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JULY 20, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 4:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Dalla, seconded by Inzunza, the Minutes of the Regular Meeting of July 13.
1993 be approved. Carried by unanimous vote.
PRESENTATIONS
SUBJECT: Port Commissioners Report.
TESTIMONY: Jess Van Deventer, National City Port Commissioner,
1706 Prospect Street, National City, provided a brief verbal update report
on activities of the Port Commission for the past six months,
accompanied by a written copy to the Mayor and the City Council (copy
on fileā¢in the Office of the City Clerk).
BOARDS AND COMMISSIONS
INTERVIEWS/APPOINTMENTS
Mayor Waters turned the meeting over to Vice Mayor Dalla.
BUILDING ADVISORY & APPEALS BOARD
RECOMMENDATION: Mayor Waters recommended that Ms.
Siegel be appointed to serve on the Building Advisory & Appeals
four-year term ending on February 28, 1997.
ACTION: Motion by Zarate, seconded by Morrison, in favor.
unanimous vote.
City Clerk Lori Anne Peoples administered the Oath of Office to Ms.
presented her with a Certificate of Appointment.
Vice Mayor Dalla then turned the meeting back over to Mayor Waters.

CODE SECTION 54956.9(A): CITY OF NATIONAL CITY v. COUNTY OF
SAN DIEGO (BOOKING FEES).
ACTION: Motion by Dalla, seconded by Morrison, in favor of holding the
Closed Sessions under Government Code Sections 54957.6 and 54956.9(a).
Carried by unanimous vote.
Council Members left the Council Chambers at 4:35 p.m.
Council Members returned to the Council Chambers at 5:45 p.m.

ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-101 through 93-
105 and Item No. 6-TUP). NOTE: Item Nos. 1, 4, and 5 (Resolution Nos. 93-101, 93-
104, and 93-105) and Item No. 6 (TUP) were pulled by members of the Council and
the public. Motion by Dalla, seconded by Inzunza, in favor (except Item Nos. 1. 4. and
5-Resolution Nos. 93-101. 93-104. and 93-105: and Item No. 6-TUP). Carried by
unanimous vote.
ENCROACHMENT AGREEMENT ADMIN
2. Resolution No. 93-102. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING AND AUTHORIZING THE
RECORDATION OF AN ENCROACHMENT AGREEMENT WITH RADISSON
SUITES FOR THE CONSTRUCTION OF A BLOCK ENCLOSURE FOR THE
BACKFLOW PREVENTION DEVICE AT 801 NATIONAL CITY BOULEVARD
(WILLIAM J. BARKETT - APPLICANT)."
ACTION: Adopted. See above.
PAYROLL ADMIN
3. Resolution No. 93-103. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ESTABLISHING RANGE FOR THE NEW
CLASSIFICATIONS OF CRIME ANALYSIS TECHNICIAN AND SENIOR CRIME
ANALYST."
ACTION: Adopted. See above.

CONTRACT
1. Resolution No. 93-101. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT WITH THE SAN DIEGO NATURAL HISTORY MUSEUM TO
PROVIDE PALEONTOLOGICAL RESOURCE MITIGATION SERVICES FOR
THE EXTENSION OF REO DRIVE FROM SWEETWATER ROAD TO VALLEY
ROAD. (ENGINEERING SPECS. 92-7)."
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue, National City,
made inquiry of the Council.
ACTION: Motion by Inzunza, seconded by Morrison in favor of
Resolution No. 93-101. Carried by unanimous vote.
BUDGET TRANSFERS
4. Resolution No. 93-104. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING APPROPRIATION AND TRANSFER
OF RESERVE FUNDS."
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue, National City,
made inquiry of the Council.
ACTION: Motion by Zarate, seconded by Dalla, in favor of Resolution
No. 93-104. Carried by unanimous vote.
CONTRACT 4
5. Resolution No. 93-105. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT WITH E & J WEED ABATEMENT."
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue, National City,
made inquiry of the Council.
ACTION: Motion by Inzunza, seconded by Morrison, in favor of
Resolution No. 93-105. Carried by unanimous vote.
TEMPORARY USE PERMIT
6. SUBJECT: Temporary Use Permit - San Diego County Boys Baseball
League.
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue, National City,
made inquiry of the Council and spoke in opposition to the requested
waiving of the Temporary Use Permit Fees.
Al Alvarado, 2423 E. 20th Street, spoke in support of the event and
ansvtered questions of the Council.
ACTION: Motion by Inzunza, seconded by Dalla, in favor. Carried by
unanimous vote.

WRITTEN COMMUNICATIONS
TEMPORARY USE PERMITS 1993
7. SUBJECT: Letter from Edith Hughes, National City Chamber of Commerce,
requesting that the rental fee be waived for their use of the new Community
Building.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, for approval.
Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1993
8. SUBJECT: Warrant Register No. 2. Ratification of Demands in the amount of
$337,625.83 (Warrant Nos. 126779 through 126866 inclusive excepting none)
and Certification of Payroll in the amount of $506,125.91.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Dalla, seconded by Morrison, the demands be
ratified and the payroll be confirmed. Warrants carried by the following
vote, to -wit: Ayes: Dalla, Inzunza, Morrison, Zarate, Waters. Nays:
None. Abstaining: None.
CITY FEE SCHEDULE
9. SUBJECT: Formation of the 1993 Council Fee Committee.
RECOMMENDATION: Staff recommended that the City Council designate
two Council members to serve as the 1993 Council Fee Committee.
TESTIMONY: Cecilia Kirk, 311 E. 2nd Street, National City, expressed
interest in having Councilman Morrison and Councilwoman Zarate on
the Committee.
Alfonso Hernandez, 2132 Euclid Avenue, National City, spoke neither for
nor against the item.
ACTION: Motion by Inzunza, seconded by Dalla, to appoint Mayor
Waters and Councilman Morrison to the Committee. Carried by
unanimous vote.
COUNCIL WORKSHOP NOTICES
10. SUBJECT: City Council Workshop on abandoned properties and residential
rental inspection.
RECOMMENDATION: Staff recommended that a City Council
Workshop on Abandoned Properties and Residential Rental Inspection
be scheduled for September 15, 1993.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of setting the
Workshop for September 15. 1993 at 4:00 p.m. Carried by unanimous
vote.
CLAIM
11. SUBJECT: Claim for Damages: Ura Davis.
RECOMMENDATION: Staff recommended that the claim be denied and
referred to the City Attorney.
ACTION: Motion by Dalla, seconded by Inzunza, to deny and refer to
the City Attorney. Carried by unanimous vote.

PUBLIC ORAL COMMUNICATIONS
Ethel Nelson, 226 S. Drexel Avenue, National City, commended the Police
Department on their quick response to an incident which happened earlier in the day.
Cecilia Kirk, 311 E. 2nd Street, declined to speak at this time.
Alfonso Hernandez, 2132 Euclid Avenue, National City, expressed his opinions on
weed abatement efforts throughout the City.
Cathy Florentino, 3543 Cagle Street, National City, spoke regarding comments made
by Mayor Waters during a news interview.
Mike Kreischer, 3811 Cagle Street, National City, Acting President of Neighborhood
Watch in Sweetwater heights, made inquiry of the Council and expressed his personal
opinion on negotiation issues.
The Closed Sessions were heard earlier, after Interviews/Appointments - Boards and
Commissions.

unanimous vote.
