MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
AUGUST 17, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 4:02 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meetings of
August 3. 1993 and August 10. 1993 be approved. Carried by unanimous vote.
PROCLAMATIONS
Motion by Zarate, seconded by Morrison, the Proclamation be read in its entirety.
Carried by unanimous vote.
The Proclamation proclaiming August 21, 1993 as "HOMELESS ANIMALS DAY"
was read in its entirety by Mayor Waters, who then gave it to the City Manager to
forward to the proper people.
BOARD & COMMISSIONS
INTERVIEWS/APPOINTMENTS
SENIOR CITIZENS ADVISORY BOARD
RECOMMENDATION: Mayor Waters recommended that Raymond Spann
be reappointed to a full two-year term ending August 31, 1995.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of the
Mayor's recommendation to reappoint Raymond Spann to the Senior
Citizens Advisory Board. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-122 through 93-
123). Motion by Dalla, seconded by Morrison, the Consent Resolutions be adopted by
title only. Carried by unanimous vote.

1. Resolution No. 93-122. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ADOPTING A SPECIFIC PLAN FOR PROPERTIES
ON THE NORTH SIDE OF 8TH STREET, EAST OF "N" AVENUE, WEST OF
PALM AVENUE. (APPLICANT: DANIEL LINN) (CASE FILE NO. SP-1993-1)."
ACTION: Adopted. See above.
CONTRACT
2. Resolution No. 93-123. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY DECLARING MOTOROLA COMMUNICATIONS THE
LOWEST RESPONSIVE RESPONSIBLE BIDDER AND AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT WITH MOTOROLA
COMMUNICATIONS FOR INSTALLATION AND MAINTENANCE OF THE
COMMUNICATION AND CONSOLE EQUIPMENT FOR THE POLICE
DEPARTMENT."
ACTION: Adopted. See above.

6. SUBJECT: Waiver of fees for use of National City Community Center for
Voucher Forum - Continued from Council Meeting of August 10, 1993.

POLITICAL SUPPORT
7. SUBJECT: Letter from Peace Officers Research Association of California.
TESTIMONY: Skip Murphy, President, Peace Officers Research
Association of California, read into the record a letter expressing his
opinion on Police negotiation matters (copy on file in the office of the City
Clerk).
NEW BUSINESS
WARRANT REGISTERS 1993
8. SUBJECT: Warrant Register No. 6. Ratification of Demands in the amount of
$271,862.80 (Warrant Nos. 127112 through 127196 inclusive excepting none)
and Certification of Payroll in the amount of $420,679.64.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Inzunza, seconded by Morrison, for approval.
Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza,
Morrison, Zarate, Waters. Nays: None. Abstaining: None.
BUILDING PERMIT ADMIN
9. SUBJECT: Review of Guidelines for Modular Structures in the Port District.
RECOMMENDATION: Staff recommended that the draft guidelines be
approved and forwarded to the Port District.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Morrison, the Guidelines be
approved and forwarded to the Port District. Carried by unanimous vote.
PURCHASING
10. SUBJECT: Staff Report regarding 1 % Tax Adjustment for Local Vendors.
RECOMMENDATION: Staff recommended that Council provide direction to
the Purchasing Agent.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, that we consider
the 1 % local sales tax adjustment as one of the factors used to analyze
bids, based on the five recommendations in this report, adding on there
also the idea that we would have a certainty of that tax coming back to
National City. Carried by unanimous vote. -
The Mayor clarified that a request could be included in the bid package,
after the Purchasing Agent expressed concerns that tax revenues cannot
be guaranteed.
Item No. 6 was heard at this time.
NATIONAL CITY COMMUNITY CENTER
6. SUBJECT: Waiver of fees for use of National City Community Center for
Voucher Forum - Continued from Council Meeting of August 10, 1993.
RECOMMENDATION: Staff recommended imposition of all fees. If fees are
to be waived, that the City out-of-pocket costs for custodial of $149.80 not be
waived.

TESTIMONY: Fred Pruitt, 2414 E. 19th Street, National City, stated
that he was directed by the Board of the South Bay Democratic Club to
withdraw the application.
SOLID WASTE/HAZARDOUS
11. SUBJECT: Recommendation to establish a Navy Public Works Center
Hazardous Waste Facility Permit "Communication and Information Panel."
RECOMMENDATION: Staff recommended that the City Council establish
this Panel, that the Navy Public Works Center be notified of our intent and that
the City Council solicit interested parties and appoint the pan& in October 1993
with representatives from the following groups: Community (three members),
City Council, Fire Department, Police Department, Environmental Health
Coalition, San Diego Health Department, National School District and
Sweetwater Union High School District.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison in favor of the Fire
Chief's recommendation to establish a Communication and Information
Panel. Carried by unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters reported that the Council had received a letter form the Boys & Girls
Club (copy on file in the office of the City Clerk) requesting authorization to park a
crane, which has been donated to erect the structural roof in the gymnasium, in the
parking lot of the National City Fire Department.
ACTION: Motion by Morrison, seconded by Inzunza, to bring this item onto the
Agenda, as the need to take action arose afterposting of the Agenda. Carried
by unanimous vote.
Motion by Zarate, seconded by Morrison, in favor of permitting the crane to be
stored at the Fire Department and the closing of 15th Street and/or "C" Avenue.
Carried by unanimous vote.
CITY COUNCIL - No report.
PUBLIC ORAL COMMUNICATIONS
Joe Florentino III, 2725 Landscape Drive, San Diego, Calif. 92139, served a lawsuit
on the Mayor and the City Council on behalf of the Police Officers' Association.

NOTE: City Attorney Eiser stated that the Closed Session with the City's
Designated Representatives would not be held.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of holding the
Closed Session under Government Code Section 54956.9(b)(1).
Carried by unanimous vote.
Council members left the Council Chambers at 4:43 p.m.
Council members returned to the Council Chambers at 5:09 p.m.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Edith Hughes, 1104 Manchester Street, National City, Executive Director of the
National City Chamber of Commerce, presented the Mayor and Council with copies of
the new National City Street map, and invited everyone to the Sunset Film Festival at
Pepper Park this Saturday, August 21, 1993 at 8 p.m.
ADJOURNMENT
Motion by Zarate, seconded by Morrison, to adjourn to the next Regular City Council
Meeting - August 24. 1993 - 7:00 p.m. - Council Chambers. Civic Center. Carried by
unanimous vote.
The meeting closed at 5:10 p.m.
