HomeMy WebLinkAbout1993 10-14 CC MINo. Book 75/Page 249 10/14/93 MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 14, 1993 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 7:10 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Harter, McCabe, Peoples. COUNCIL NEIGHBORHOOD MEETINGS ADMIN 1. SUBJECT: Community Forum for Our Youth: A Time for Action. Sponsored by Committee to Reclaim our Neighborhoods in National City. Mayor Waters then turned the meeting over to the Committee to Reclaim our Neighborhoods Chairwoman, Cecilia Kirk. Mrs. Kirk welcomed those in attendance and expressed thanks to the Mayor, Council, City Manager, City Clerk, Assistant City Attorney, City Staff and Police Chief for their participation in the organization of the meeting. A copy of the meeting Agenda is on file in the Office of the City Clerk. Mrs. Kirk then gave a brief background of the Committee to Reclaim Our Neighborhoods including: when and why the group was -formed, the principles they operate under, the Core planning committee and provided a list of accomplishments. She then introduced Core Committee members: Rosemary Peyron, Alda West, Aileen Roberts, Alfonso Hernandez, Teresa Torres, Debbie Landry, Rosalie Zarate, Michael Johnson and herself. Mrs Kirk then turned the meeting over to Mr. Michael Johnson who briefly explained the expectations of the meeting and what the procedures would be. He commented that National City had many programs to assist the youth of the community which would be the emphasis of the evenings "Breakout Session". He then introduced the guest speakers for the evening: Dr. Bruce Potenza, UCSD Medical Center Trauma Unit; Attorney Peter Deddeh, District Attorney's Office and Captain Tom Deese, National City Police Department. Book 75/Page 250 10/14/93 Dr. Bruce Potenza gave a brief verbal presentation explaining his job in the Trauma Unit and how he and his colleagues wanted to get involved in the community in an effort to try to decrease the growing population of at -risk youth. At the conclusion of his presentation, he extended an invitation to those present to tour the medical center through an At -Risk Youth Program which had been established. Attorney Peter Deddeh explained his job and also the process of prosecution of arrested gang members. He also explained how the law works, citing several cases where they felt the punishment fit the crime as well as one where it didn't appear to. Captain Tom Deese explained the role of the National City Police Department in the community, highlighting several of the grant programs they participate in and encouraging community involvement and team effort to make our city a safer place to live. The meeting was then turned back over to Mr. Michael Johnson who explained the Breakout Session would involve the creation among small work groups of a "Community Inventory of Services to Our Youth" (copy on file in the Office of the City Clerk). The people present broke up into small work groups and each created an inventory which they then took turns presenting to those present. Councilmembers Dalla and Inzunza left the meeting. It was the consensus of those present of the Committee to Reclaim Our Neighborhood to set their next meeting for Wednesday, November 17, 1993 at 7:00 p.m. The objectives of the next meeting will be to: • Review programs/activities. • Each group chooses top five programs/activities. • The large group decides on top two or three programs/activities we will focus on as a community. Mrs. Aileen Roberts then made closing comments followed by the reading of a poem entitled "We Pray For Children" by Ina Jones Hughes (copy on file in the Office of the City Clerk). The readers were Mrs. Rosemary Peyron and Mr. Alfonso Hernandez. Mr. Hernandez also read a passage from "The Prophet" by Kahil Gabran. Copies of a magnet made by the group for distribution to community members at future meetings was displayed (copy on file in the Office of the City Clerk). PUBLIC ORAL COMMUNICATIONS - None. Book 75/Page 251 10/14/93 ADJOURNMENT Motion by Zarate, seconded by Morrison, to adjourn to the next Regular City Council Meeting - October 19. 1993 - 4:00 p.m. - Council Chambers. Civic Center. Carried by the following vote, to -wit: Ayes: Morrison, Zarate, Waters. Nays: None. Absent: Dalla, Inzunza.
