MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
NOVEMBER 16, 1993
The Regular Meeting of the City Council of the City of National City was called to order
at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager Tom G.
McCabe, followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of
November 9. 1993 be approved. Carried by unanimous vote.
BOARDS & COMMISSIONS
INTERVIEWS/APPOINTMENTS
CIVIL SERVICE COMMISSION
RECOMMENDATION: Mayor Waters recommended that Richard Hubbard
be reappointed to the Civil Service Commission for a 5-year term ending on
September 30, 1998.
Mayor Waters turned the meeting over to Vice Mayor Dalla.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of the
reappointment of Mr. Hubbard. Carried by unanimous vote.
City Clerk Peoples administered the Oath of Office and presented Mr. Hubbard with a
Certificate of Appointment.
Vice Mayor Dalla turned the meeting back over to Mayor Waters.

CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-177 through
93-179). Motion by Inzunza, seconded by Morrison, in favor of the adoption of the
Consent Resolutions by title only. Carried by unanimous vote.
CONTRACT
1. Resolution No. 93-177. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT WITH THE SAN DIEGO UNIFIED PORT DISTRICT FOR POLICE
AND FIRE SERVICES FOR 1992-1993."
ACTION: Adopted. See above.

2. Resolution No. 93-178. A "RESOLUTION OF THE CITY COUNCIL OF THE

GENERAL PLAN/ZONING MAP FROM ML TO CG-PD FOR APPROXIMATELY

4. Resolution No. 93-180. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING A PLANNED DEVELOPMENT PERMIT
FOR CONSTRUCTION OF A 16-UNIT APARTMENT COMPLEX AT THE
NORTHEAST CORNER OF HARBISON AVENUE AND 16TH STREET.
APPLICANT: :LEAN ISAAC, DBA OREN BUILDERS. CASE FILE NO. PD-1993-
4."
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: Everett Dickson, 2745 E. 14th Street, National City,
spoke in support of the proposed apartment complex.
Dan Leonard, 2222 E. 5th Street, National City, made inquiry of the
Council.
Lynne Bonnell, 1524 Earle Drive, National City, spoke in opposition to
the proposed apartment complex.

of the proposed apartment complex.
Richard Hubbard, 2111 E. 11 th Street, National City, spoke in opposition
to the proposed apartment complex.
ACTION: Motion by Zarate, seconded by Dalla in favor of Resolution
No. 93-180. Carried by the following vote, to -wit: Ayes: Dalla, Inzunza,
Zarate. Nays: Morrison, Waters.
BUDGET FY93-94
5. Resolution No. 93-181. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING AND ADOPTING A FINAL BUDGET
FOR FISCAL YEAR 1993-94."
RECOMMENDATION: Staff recommended that Council adopt the Final
Budget for Fiscal Year 1993-94.
TESTIMONY: Kathy Smith, 3028 E. 11th Street, National City, made
inquiry of the Council.
Alfonso Hernandez, 2132 Euclid Avenue, National City, made inquiry of
the Council.
ACTION: Motion by Dalla, seconded by Zarate, for the adoption of
Resolution No. 93-181. Carried by unanimous vote.

WARRANT REGISTERS 1993
9. SUBJECT: Warrant Register No. 19. Ratification of Demands in the amount
of $565,905.81 (Warrant Nos. 128104 through 128204 inclusive excepting
none).
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Morrison, seconded by Inzunza in favor of the
ratification of the Warrants. Warrants carried by the following vote, to -wit:
Ayes: Dalla, Inzunza, Morrison, Zarate,_ Waters. Nays: None.
Abstaining: None.
EL TOYON PARK ADMIN
10. SUBJECT: Report on the status of the barricades for the traffic island on 1st
Street at El Toyon Park.
RECOMMENDATION: Staff recommended that the report be received and
filed.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, in favor. Carried by
unanimous vote.
CLAIM
11. SUBJECT: Claim for Damages: Lisa Munoz.
RECOMMENDATION: Staff recommended that the claim be denied and
referred to the City Attorney.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, to deny the claim
agil refer it to the City Attorney. Carried by unanimous vote.
BUILDING PERMIT ADMIN
12. SUBJECT: Building Moving Permit - Paradise Valley Hospital.
RECOMMENDATION: Staff recommended that Council approve the
application for a permit to relocate the historical house from 2610 Hill Drive to
659 Euclid Avenue.

TESTIMONY: Steve Yancy, 2745 Hill Drive, National City, invited all to
attend the house moving on November 19, 1993 at 9 a.m.
ACTION: Motion by Zarate, seconded by Morrison, in favor. Carried by
the following vote, to -wit: Ayes: Inzunza, Morrison, Zarate, Waters.
Nays: None. Abstaining: Dalla.
CITY MANAGER
COUNCIL WORKSHOP NOTICES ADMIN
13. SUBJECT: Scheduling City Council Finance Workshop.
RECOMMENDATION: Staff recommended that the City Council hold a
finance workshop on Thursday, November 18, 1993 at 3:30 p.m. in the Large
Conference Room.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor of
scheduling the Workshop for Thursday, November 18. 1993 at 4 p.m.
Carried by unanimous vote.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters requested that the Community Development Commission Director look
into getting transportation for both Morgan and Kimball Towers once a month to help
get the seniors to doctor's appointments. Planning Director Post stated that the
National City Wheels program is available and provides rides for this purpose.
CITY COUNCIL - No report.
PUBLIC ORAL COMMUNICATIONS
Miguel Cuevas, 24 S. Drexel Avenue, National City, spoke regarding property he
owns and wishes to develop. The City Engineer stated that he would place a report
regarding this property on the Agenda for the Council meeting at 7 p.m. on December
14, 1993.
Alfonso Hernandez, 2132 Euclid Avenue, National City, made a presentation of a box
of sweethearts to the Mayor and Council for sometimes showing a little heart for some
of the problems in the City, and expressed concerns with EDCO not putting trash
containers back into enclosures at Hometown Buffet and problems with the speed
bumps in the Shopping Center's parking lot.
Everett Dickson, 2745 E. 14th Street, National City, expressed concerns with a large
trailer parked on the southeast corner of 16th Street and Prospect which impacts
visibility and also auto repairs being made at the location.
Cecilia Kirk, 311 E. 2nd Street, National City, reminded those present of the meeting of
the Committee to Reclaim Our Neighborhoods at 7 p.m. tomorrow evening (November
17, 1993) at the National City Community Center.

Motion by Dalla, seconded by Morrison, to adjourn to the City Council Finance
Workshop - November 18. 1993. 4:00 p.m. - Large Conference Room. Civic Center.
Next Regular City Council Meeting - November 23. 1993 - 7:00 p.m. - Council
Chambers. Civic Center. Carried by unanimous vote.
The meeting closed at 5:33 p.m.
