MINUTES OF AN ADJOURNED MEETING
OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
DECEMBER 1, 1993
The Adjourned Meeting of the City Council of the City of National City was called to
order at 3:03 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Berkuti, Bolint, Bouse, Deese, Desrochers, Eiser,
Kimble, Peoples, Post.
Others present: Larry Conly, Assistant Chief, Community Food and Housing Division
of the County of San Diego Department of Health Services; and Javier Heras,
Environmental Health Specialist III, Housing and Swimming Pool Program.
COUNTY/HEALTH DEPARTMENT ADMIN
1. SUBJECT: Abandoned/Boarded Buildings and Apartment Inspection
Workshop.
Per Building Director Michael Bouse's letter to the City Manager on November 22,
1993, the following are the agenda items for this workshop:
1) SUBJECT: Inspection of Residential Rental Units
Building and Safety Director Michael Bouse gave a brief verbal and overhead
slide presentation (copy on file in the Office of the City Clerk) which included:
a. Inspecting Authority.
b. What Does County Inspect For?
c. Frequency of Inspections.
d. Number of Hotel and Apartment Complexes under County
Jurisdiction.
e. Number of Living Units under County Jurisdiction.
f. Number of Properties with 2-6 units under City Jurisdiction.
g. Number of Living Units on Property with 2-6 Units under City
Jurisdiction.
h. Number of Units Inspected by the County in FY 92-93.
i. Housing Complaints Investigated by the County in FY 92-93.

j. Number of County Inspectors Assigned to National City (includes
Pool and Food Establishment Inspections).
k. Number of Inspections Hours Spent on Apartment Inspections Per
Week by the County.
I. Number of Violation Notices Issued by the County in FY 92-93.
m. Percentage of Cases in Which Voluntary Compliance is Achieved
by the County.
n. Annual Cost of Housing Inspection Services Rendered by the
County in National City.
o. Total Fees Collected by the County for Housing Inspection Services
in FY 92-93.
Comments were made and information provided by City Attorney Eiser,
Community Development Director Desrochers, Building and Safety
Director Bouse, and Planning Director Post.
TESTIMONY: Mr. Conly and Mr. Heras answered questions of the
Council.
Consensus of the Council was for San Diego County and City Staff to meet and Staff
to bring back a report for possible fee structure for City Inspections
(revenue/manpower) for 3,464 units that currently are not being inspected plus R-1
homes.
Councilman Inzunza left the Council Chambers at 4:16 p.m.
Councilman Inzunza returned to the Council Chambers at 4:18 p.m.
2) SUBJECT: Abandoned/Boarded Buildings
Comments were made and information provided by City Attorney Eiser,
Building & Safety Director Bouse, and Planning Director Post. General
discussion ensued.
RECOMMENDATION: Staff recommended that the City Council direct staff
to prepare an ordinance for Council's consideration amending the National City
Municipal Code to provide that boarded structures existing for 3 or more years
are deemed to be a public nuisance and shall be ordered to be made habitable
or demolished at the option of the property owner.
ACTION: Motion by Dalla, seconded by Morrison, in favor of Staff's
recommendation. Carried by unanimous vote.

3) SUBJECT: City of Oceanside Neighborhood Enhancement Teamwork
Program.
Councilman' Morrison had provided a copy of a San Diego Union -Tribune
article dated Thursday, September 2, 1993 describing Oceanside's anti -crime
team. General discussion ensued.
PUBLIC ORAL COMMUNICATIONS
Cecilia Kirk, 311 E. 2nd Street, National City, spoke regarding a house at 9th Street
and B Avenue, which after complaints had been made last December, had doors and
windows replaced; now they are missing again. Councilman Morrison responded that
eviction notices have already been served.
ADJOURNMENT
Motion by Zarate, seconded by Morrison, to adjourn to the next Regular City Council
Meeting - December 7, 1993 - 4:00 p.m. - Council Chambers. Civic Center. Carried
by unanimous vote.
The meeting closed at 4:51 p.m.
